Adria Krail Samantha Williams 2. 2009-2010 Fundinq Process Absent: Terry Higashiyama led the discussion of the roles and responsibilities of the Human Services Advisory Committee, staff, and agencies in the upcoming None 2009/2010 funding cycle. .�taff Contacts: The Human Services Advisory Committee agreed to the following: Karen Bergsvik ✓ It would be helpful to know what the expectations of the Mayor and the City 425-430-6652 Council are in terms of human services. Katie McClincy ✓ Agencies should have an appeal process for the pre-application. They will not be paid until the reports are submitted. Late submittals may affect future funding. ✓ June 17 and June 18"', 9:00—4:00 pm, is scheduled for funding deliberations. It was noted that Samantha may be in school for pa�t of that time, and staff would work with her as to when she can be present. ✓ When there are local branches for large agencies, such as Catholic Community Services or The Salvation Army, the information in the application should pertain to the branch, and not to the overall agency. "`"'� Staff will review the pre-application to judge if it addresses the result the agency is applying for. ✓ Rating tool #1 won't be used. Rating #2 needs to be reviewed. Tabled: � ➢ How applications are read/evaluated. Depends on #of applications received. The Committee favored splitting applications into two groups. There was discussion regarding how reading and rating applications should take no longer than '/ hour each. ➢ There was discussion regarding whether staff needs to screen applications and simplify the overall process. The present process takes too much time and is not easy. ➢ Should agency interviews be allowed? There was discussion regarding time limit, questions, overall effectiveness. No decision yet. It will depend on the#of applications received. ➢ How will the annual outcome report be used in the funding cycle? It was suggested that staff compare the applications to the outcome reports that we received to see how they relate to each other. ➢ How are language and cultural diversity being served by the agency? There was feedback about how the makeup of the agency's staff (gender, ethnic background, personal experiences) reflects those the agency serves, would be useful. Other subiects: 2-1-1 : Karen and Terry discussed 211 and how it benefits all of Renton. A new program request will be made in 2009 to fund it separately from the General Fund. Affordable Housinq: Terry is working on getting affordable housing developed through the Council process. A Housing Opportunity Fund may be created—how will this be coordinated with the work of the Advisory Committee? � Benson Hill Annexation: Terry stated that we have one level of service for Renton, regardless of past boundaries. Past human services sources in Benson Hill include the King County Housing Authority and faith organizations. 3. Volunteers to interview HSAC aaalicants Laura, Margie, Adria, and Janet volunteered to be on the committee to choose the two new members of Human Services Advisory Committee. At present we have five applications. The cutoff for applications is February 29. The four committee members will interview applicants in early March. 4. Approval of pre-analication A sample of a pre-application and instructions was distributed. Discussion on whether homelessness should be added as an 8th Result, since the 10-Year Plan to End Homelessness was endorsed by Council Resolution. It was agreed that Homelessness should be added. It was also agreed that any program not funded in the last cycle or any new program, should be required to complete the pre-application. 5. Approval of fundina applications Dianne reviewed the minor changes in the funding application draft. For example, differences in service delivery by city. It was moved, seconded and passed to approve the funding application (noting that minor changes to it may still occur.)
