carried to approve the November minutes.

2. Communities Count—Data for 2008 Sandy Ciske, Regional Health
Margie Albritton Officer for Public Health Seattle King County, provided an overview and
Cheryl Haskins history of the Communities Count 2008 report. This information is gathered
Rob Spier through phone surveys and tracks 39 indicators of health and well being in
Samantha Williams the community. Sandy explained how to read the report and pointed out
Staff Contacts: that a lot of the information was compiled in 2007 and reflects a more
Karen Bergsvik positive scenario than the reality that we are facing as a result of the current

� receive a briefing on 2008 Communities Count and this was seconded by
Katie McClincy Elizabeth Stevens. Motion passed.

kmcclincyCc�,rentonwa.gov 3. Update on Compass Veteran's Center M.J. Kiser, Program Director for
Compass Veteran's Center, and Rich Wagner, Architect for Baylis
Architects, gave a Powerpoint presentation on the Compass Veteran's
Dianne Utecht Center to be built across the street from Renton High School. The first floor

dutecht _rentonwa.Qov of housing; 38 studios, nine two-bedroom apartments, and 11 three-
bedroom apartments. There will also be a teen room and children's area on
Carol Allread the upper level and an area on-site for counseling and public health nursing.

callread rentonwa. ov Adria Krail asked what the goal will be for helping veterans get transitioned
to more independent living, and M.J. stated that a medical/mental health/substance abuse evaluation
will be done as part of the intake and then a plan put in place for the individual and services provided
based on that information. She noted that some veterans are expected to live there long-term and the
top floor will be permanent housing. Renton Technical College originally planned to partner in this

venture, but unfortunately�to withdraw due to the budget cuts to�her education. They are
currently in the process of looking for an opportunity to lease to other organizations. Robin Jones asked
if the veterans will be able to bring their pets but M.J. said that at this time only service animals will be
allowed. Construction is set to begin in March 2009, with a Grand Opening in the Winter of 2010.
4. Update on Catholic Communitv Services ARISE 8� Emerqencv Assistance Dianne Utecht,
Community Development Block Grants Specialist, relayed that the receptionisUadministrative support
position has been cut at Catholic Community Services and they are not planning to serve walk-in clients
for emergency assistance. Access to emergency assistance is now limited to the Intake Line on Fridays
from 10 a.m.-12 noon to schedule an appointment. There was some discussion of access for Renton
residents and if another program might be able to provide the same services with better access. They
haven't yet decided if they will close the Kent office and just have offices in Covington and Federal Way.
It was mentioned that a short-term contract(every two-three months or quarterly) may be appropriate
going forward. Dianne distributed the revenue and expense projections for ARISE. At this point they
are planning to continue the program under the same guidelines as it was applied for and case
management hours are included in that. Cities will be scheduling a meeting with CCS and ARISE.
5. Committee Topics of Interest for 2009 Charles Gray expressed interest in the following areas: The
economic downturn, specifically revenues for 2009 and the impact that The Landing and Auto Row are
having on the City-can the Finance Committee come to discuss this with The Human Services Advisory
Committee?. Charles also indicated an interest in the Trail Master Plan and asked if the Wellness
Committee could come to discuss their plan, and also suggested that Terry Higashiyama update the
Human Services Advisory Committee on the Mayor's plan for the Human Services Division after the
Council Retreat. Adria Krail suggested that the Economic Development Division present ideas on how
to get Renton residents to utilize The Landing more and get them to spend their money in Renton. Katie
McClincy, City of Renton staff, noted that she learned recently that there has been a significant increase
in the number of veterans seeking help for Traumatic Brain Injury (TBI), Post Traumatic Stress
Syndrome (PTSD), drug and alcohol problems and chronic homelessness and suggested that a guest
speaker come to discuss these issues and how they may affect Renton in the near future and beyond.
Possible annexations, including Skyway was also of great interest, specifically in regards to how the City
will provide services to another new area.
6. Upcominq Elections for Vice-Chair Robin Jones noted that it is time to designate/vote for a Vice-
Chair. He encouraged anyone who is interested in filling this post to email Karen Bergsvik.
