2. Bvlaw Chan�es: Minor edits were made to the bylaws to update
terminology and reflect the current number of committee members. Staff
reviewed the Renton Municipal Code to ensure that the language is
Absent: consistent. Before approving, members asked for a comparison between
the current bylaws and proposed changes.

3. 2009 Outcome and Performance Reaorts: Staff provided background on
Carol Allread how the current Renton Results were developed. The agency outcomes are
425-430-6650 arranged under the appropriate Renton Result Area. Dianne explained that

the grey shaded areas represent issues that have been identified within that
agency. Linda wants to visit the agencies more consistently to increase
accountability. The committee will continue to discuss how to use the
outcomes for the funding decisions.
4. Human Services Advisorv Committee Vacancies: The Nominating Committee (Robin, Elizabeth,
Margie, Linda, and Rolf) interviewed nine candidates on February 11, 2010. Recommendations have
been made and forwarded to the Mayor.

5. One Ni�ht Count/Homeless�ness: Over 65 volunteers participated in�e One Night Count of the
Homeless this year, including four City of Renton council members and individuals from the Seahawks,
Vision House, YWCA, and Habitat for Humanity. The One Night Count is a usefu) tool to educate the
community about homelessness. It is also an indicator of whether efforts to improve the homeless
situation are effective or not. Karen presented the results of the count to the Community Services
Committee on February 8, 2010.
6) Kin�Countv Bud�et Cuts: At the January meeting, the Human Services Advisory Committee asked for
an update on the 2010 King County Human Services budget. They are specifically interested in agencies
that both the City and the County funds. King County is reducing their support for human services over
three years unless the legislature provides additional funding tools for county governments.
According to the three year plan, domestic violence and sexual assault services were not supposed to
be funded in 2010, but Domestic Abuse Women's Network (DAWN) and King County Sexual Assault
Resource Center (KCSARC) did get some funding. Renton Area Youth Services (RAYS) is getting funding
for their work with youth. Information and referral services were some of the first services to be cut as
they don't provide a direct service.
7) Aaenda Additions:
a) Application process for CDBG Capital: Karen recommends that there be no application process
for CDBG Capital. The Housing Repair Assistance Program currently gets all of the capital-$181,500
is the estimated 2010 allocation-which is a decrease from $200,000 in 2009. President Obama's
budget has a 7% increase for CDBG in 2010 but it is not known how much of an increase we will see
at our level. In the 2010 City budget cuts, one position was moved to CDBG/HRAP (we now have
two positions in HRAP funded by CDBG) and the program will need all the funding to cover the
program costs. A motion was made and seconded: The committee will not accept applications for
physical improvements through CDBG funds and will make up to$200,000 per year available to the
Housing Repair Assistance Program during the 2011-2012 funding cycle. Motion was carried.
b) Minimum fundin�amount for�eneral fund contracts: There is currently no minimum funding
amount for general fund contracts. Staff recommends a $5,000 minimum to cover the costs of
developing the contract, monitoring it, etc. Currently three agencies receive funding less than
$5,000. CDBG Public Services has a minimum of$10,000. Staff is not recommending$10,000 at this
time because of the number of programs currently funded (eight) at the $5,000-$10,000 level. It
was moved and seconded that the committee set a cap for funding no less than $5,000 for general
fund. Five members voted yes,three members voted no. The motion was passed.
c) Dates for fundin� deliberations in June: Funding deliberations will be held Monday,June 14-
Tuesday,June 15, 2010. Times and locations are to be determined.
Future Dates: Meetin�with Communitv Services Committee: Robin, Elizabeth, and staff will meet
with the Community Services Committee on Monday, February 22, 2010,to brief them on the
upcoming funding process and the potential issues/challenges in this funding cycle as identified by
the Human Services Advisory Committee. A number of Committee members said they wanted to
begin discussing issues and policy questions at the March meeting. Karen outlined the key points
that will be disc sed.
