ADMINISTRATIVE REPORT
Chief Administrative Officer Jay Covington reviewed a written administrative report
summarizing the City's recent progress towards goals and work programs adopted as part of
its business plan for 2015 and beyond. Items noted were:
• Preventative street maintenance will continue to impact traffic and result in occasional
street closures.
• Local residential street flooding can be prevented by monitoring catch basins near homes
and keeping them clear of leaves and other debris. Street sweepers are dispatched daily
to clean up debris along major arterials. During snow and ice events, sanders and snow
plows are dispatched to keep major arterials drivable. Do not park or abandon vehicles
within any portion of the traffic lanes. Abandoned vehicles impair snow and ice removal
and impact response of emergency vehicles.
• On January 5th, 6th and 7th,the men's and women's restrooms at Kidd Valley restaurant
at Gene Coulon Memorial Beach Park will be closed for emergency pipe repair.There will
be 2 ADA portable toilets provided during this closure. Kidd Valley restaurant will remain
open for business.
� Come support the Seattle Seahawks as they go to the NFC playoffs. Join other fans at a
rally on Friday,January 8th, 11:30 a.m. in front of City Hall. See former players,the
Seagals, Blue Thunder, Blitz, and host Ken Carson, plus there will be giveaways and 710
ESPN will be broadcasting live from City Hall's lobby.
• Two trees near the stadium at Liberty Park will be removed by Davey Tree Expert
Company beginning on Wednesday,January 20th. A recently completed Tree Risk
Assessment Report identified the two trees and concerns with public safety.

AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, REQUIRING THE
RECONSTRUCTION AND REALIGNMENT OF SUNSET LANE NE AS A
PREREQUISITE FOR FURTHER PROPERTY DEVELOPMENT IN THE SUNSET
REVITALIZATION AREA ALONG WITH THE REALIGNMENT, OVERSIZING AND
ADDITION OF NECESSARY UTILITIES.
WHEREAS, the City Council has approved the Sunset Revitalization Area Plan ("Plan");
and
WHEREAS, that Plan anticipates a substantial increase in density of residential
structures, the size and location of which necessitate the reconstruction and realignment of
Sunset Lane NE, as well as realigning, oversizing and adding utilities necessary to support the
increased density; and
WHEREAS,the City has taken substantial preliminary steps to achieve the Plan, including
extensive closed and pending real property purchases and sales and construction of a library for
the King County Library System; and
WHEREAS, to achieve the goals of the Plan it soon will be necessary to begin the
required roadwork and utility work;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
ORDAIN AS FOLLOWS:
SECTION I. The above findings are found to be true and correct in all respects.
SECTION II. To achieve the further property development anticipated in the Plan, it is
a prerequisite that Sunset Lane NE be reconstructed and realigned and that the utilities to serve
such further property development must be realigned, oversized and added.

For many years now, Cost of Living Adjustments (COLA) for non-represented employees have been based on
negotiated adjustments for AFSCME and authorized at the time of council adoption of successor AFSCME
collective bargaining agreements. The AFSCME agreement, as well as the IAFF and Guild agreements, expired
on December 31, 2015. However, the parties did not start the bargaining process for successor agreements
until November 2015. Therefore it is likely that member ratification and council adoption will not take place
for several months. As such, the Administration recommends that a COLA increase of 2% be granted for all
non-represented employees effective January 1, 2016.
The 2% increase was built into the 2015-2016 budget. This action will not require additional funding
authorization for the 2015-2016 biennial budget.

Olson Brothers Excavating, Inc. began construction on the Sunset Terrace Regional Stormwater Facility Project
on May 5, 2015. Work was completed on December 22, 2015. The project included excavation and removal
of 4,300 cubic yards of native soil to construct two bio-retention cells and the installation of 389 lineal feet of
12-inch and 18-inch corrugated polyethylene storm pipe, 93 lineal feet of ductal iron storm pipe, 13 Type I and
Type 11 catch basins, 2,558 bio-retention plants, and approximately 500 lineal feet of irrigation piping. The
original contract amount was$649,550.00 and the final contract amount is$553,049.03. The decrease of
$96,500.97 was due to the reduction in several bid quantities. The most significant bid quantity reductions
included backfill ($14,688), removal of unsuitable foundation material ($12,059), hot mix asphalt ($6,405),
crushed rock($6,000), mineral aggregate ($10,643), concrete sidewalks ($6,300), side sewer relocations
($12,000), and elimination of water line relocation ($10,400).
The project was funded by the 2015 CIP budget for the Surface Water Utility Sunset Terrace Regional
Stormwater Facility Project account#427.475492 with a total budget amount of$1,300,000. There is
sufficient budget remaining in the account to fund the final pay estimate and anticipated staff costs. The
project is 75%funded by the Department of Ecology's FY 2012 Statewide Stormwater Grant Agreement
#G1200545 that was approved by Council in October 2012.

A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, AUTHORIZING THE
MAYOR ANO CITY CLERK TO ENTER INTO AN INTERIC?CAL AGREEMENT WITH
KING COUNTY, LOCAL GOVERNMENTAL ENTITIES AND PRIVATE
CORPORATIONS ENTITLED "2015 REGIONAL AERIALS FUNDING AGREEMENT."
WHEREAS, the City, King County and other governmental entities are authorized,
pursuant to RCW Chapter 39.34, the interlocal Coaperation Act, to enter into an interlocal
government cooperative agreement; and
WHEREAS, the parties entering into the 2015 Regiona) Aerials Funding Agreement (the
"AgreemenY'j consist of a group of local gavernmental entities, including counties, cities; State
and/or Federal Governmentai services agencies;tribes; utilities; and private corporations; and
WHEREAS, the purpose of the Agreement is to permit the parties to cooperate on the
funding of a regional orthoimagery project referred to as the 2015 Regional Aerials Project
(hereinafter"Project"); and
WHEREAS, orthoimagery and related aerial mapping involves the systematic
photographing from the air of all land area in the participating jurisdictions and cataloguing
those photographs for later use in planning projects; and
WHEREAS, the Project will include a structure for funding, governance, technical and
administrative management of the contracted vendors; will use vendor services for the
acquisition and production processing of orthoimagery and related aerial mapping; and will use
separate vendor services for quality assurance/quality control of sampled deliverables from the
selected acquisitian/production processing vendor; and

WHEREAS, as agencies throughout the Pacific Northwest regian regularly engage in joint
operations and provide mutual assistance through effective interagency cooperation, jointly
funding the Project will optimize the parties' powers and resaurces as well as ensure a
standardized product for all parties; and
WHEREAS, the City of Renton will obtain a benefit by participating in the interagency
coaperation to obtain aerial photographs of the city through arthoimagery;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTC?N, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
SECTION I. The above recitals are found to be true and correct in all respects.
SECTION II. The Mayor and City Clerk are hereby authorized to enter into an

In addition to our day-to-day activities, the following are some items worthy of note for this
week:
• Help us prevent local residential street flooding by monitoring catch basins near your home
and keeping them clear of leaves and other debris. Street sweepers are dispatched daily to
clean up debris along major arterials. During snow and ice events, sanders and snow plows
are dispatched to keep major arterials drivable. Deicer is applied to major arterials as
needed if weather conditions permit. Do not park or abandon your vehicle within any
portion of the traffic lanes. Abandoned vehicles impair snow and ice removal and impact
response of emergency vehicles.
• Two trees near the stadium at Liberty Park will be removed by Davey Tree Expert Company
beginning on Wednesday, January 20th, 2016. A recently completed Tree Risk Assessment
Report identified the two trees and concerns with public safety. Contact Terry Flatley (425-
430-6601) or tfiatlev@rentonwa.�ov if you have any questions regarding the tree removal.
• Preventative street maintenance, traffic impact projects, and road closures will be at the
following locations:
✓ Monday,January 11th through Friday,January 15th,approximately 8:00 a.m. to
5:00 p.m. The two east lanes on Main between 2nd and 3rd will be closed to improve
the water main while the west lane will be open for traffic flow. Questions may be
directed to on-site inspector Pat Miller, 206-794-6162.
✓ Monday,January 11th through Friday,January 15th, approximately 8:00 a.m.to
S:OOOp.m. Possible lane closures on S. 55th Street and Talbot Road due to installation
of power poles for the Talbot and 55th Plat. Possible curb lane closures at N. 4th Street
and Garden Avenue N, due to sidewalk placement and tree removal. . Questions can be

✓ Monday,January 11th through approximately August 31st. Logan Avenue North
between N 6th St and Airport Way will be closed 24/7 to all southbound traffic during
construction of the Logan Ave Improvement Project. Southbound Logan Ave N traffic
will be rerouted along Park Ave N to Bronson Way and S 2nd St. Questions may be

PROCLAMATION
National Mentoring Month-January 2016:A prpclamation by Mayor Law was read declaring
January 2016 to be"Nationa) Mentoring Month" in the City of Renton in tribute to the many
dedicated individuals who volunteer their time, compassion, and talents to mentor young
people,and encouraged all citizens to join in this special observance and to consider giving
back to the community as mentors. Community In Schools of Renton (CISR) Mentor Program
Manager Mara Fiksdal accepted the proclamation with appreciation and gave a brief overview
of the CISR mentoring program.Additionally,Chris Crome, a volunteer from the program,
shared his positive experiences participating with CISR as a mentor.

ADMINISTRATIVE REPORT
Chief Administrative Officer Jay Covington reviewed a written administrative report
summarizing the City's recent progress towards goals and work programs adopted as part of
its business plan for 2015 and beyond. Items noted were:
• Preventative street maintenance will continue to impact traffic and result in occasional
street closures.
• local residential street flooding can be prevented by monitoring catch basins near homes
and keeping them clear of leaves and other debris.Street sweepers are dispatched daily
to clean up debris along major arterials. During snow and ice events,sanders and snow
plows are dispatched to keep major arterials drivable. Do not park or abandon vehicles
within any portion of the traffic lanes.Abandoned vehicles impair snow and ice removal
and impact response of emergency vehicles.
• Two trees near the stadium at Liberty Park will be removed by Davey Tree Expert
Company beginning on Wednesday,lanuary 20, 2016. A recently completed Tree Risk
Assessment Report identified the two trees and concerns with public safety.
AUDIENCE COMMENT
� Dan Koch, Bellevue,as the Director of Electric operations at Puget Sound Energy(PSE),
expressed appreciation to the City for partnering with PSE and provided a brief recap of
the Energize Eastside Project and explained the next phase of the project.
• Lindsay Diederichs, Renton, addressed Council regarding her concerns about possible
code violations of the bikini barista stand "Cowgirls Espresso," located at 314 Park Ave. N.
She also requested information on how she should go about bringing this item to the
attention of City employees so that it can be properly evaluated. Mayor Law referred her
to Community and Economic Development Administrator Chip Vincent to help her in
obtaining answers to her questions.
� Victor Bishop, Bellevue,Chairman from Eastside Transportation Association, provided
information and possible items of concern for the City and Council to consider when
responding to a request from Sound Transit regarding the Sound Transit Taxing District.
He specifically requested that the City's response address the concept of subarea equity
and the impact of costs to residents.

Items listed on the consent agenda were adopted with one motion,following the listing.
a) Approval of the Council Meeting minutes of 1/4/2016.Council concur.
b) City Attorney Department recommended adopting an ordinance requiring the reconstruction
and realignment of Sunset Lane NE as a prerequisite for further property development in the
Sunset revitalization area,along with the realignment,oversizing, and addition of necessary of
utilities. Refer to Committee of the Whole.
c) Human Resources/Risk Management Department requested approval of a 2% increase in
salary for all non-represented employees for Cost of Living Adjustment purposes. Council
concur.
d) Utility Systems Division submitted CAG-15-032, Sunset Terrace Regional Stormwater Facility
Project, contractor Olson Brothers Excavating, Inc.; and requested approval of the project,
approval of the final pay estimate in the amount of$6,162.91,and release of the retainage
bond after 60 days, if all required releases are obtained. Council concur.

a) Vouchers: Finance Committee Chair Persson presented a report approving for payment on
January 11, 2016 claims vouchers 343471-344258, nine wire transfers and two payroll runs
with benefit withholding payments totaling$10,421,886.55 and payroll vouchers including
1,506 direct deposits and 96 payroll checks totaling$3,385,444.29.

b) 2015 Regional Aerial Funding Agreement: Finance Committee Chair Persson presented a

March 2015 with King County and regional partners for an amount not to exceed $16,000,
authorize the Mayor and City Clerk to sign the agreement, and approve the associated

My name is Vic Bishop. I live in Bellevue at 2114 W. Lake Sammamish Pkwy SE, Bellevue,
WA 98008. I am here speaking on behalf of the Eastside Transportation Association, as its Chair-
Elect and Board Member.
On Dec. 7, 201 S Sound Transit sent a letter to the Cities in the Sound Transit Ta�ng District
thanking you for your input to date and asking you for a letter to:
"...acknowledge the scope elements included in candidate project reports of interest to
you and note if there are scope elements that have been overlooked or included
unnecessarily."
Sound Transit asks for an acknowledgement of the scope and feedback by January 21, 2016.
Therefore,you and the other Cities had 45 days to review and respond over the holidays when
you and most Councils are shut down part of the time, staff is on vacation,and new Councils and
Mayors are being seated as you did last week. This process took 36 months for ST 2. Is that
FAIR?
To stay in conformance with ST's expectations,the Council needs to react in some fashion.
Please consider the following questions in formulating yow response:
A. The Subarea Equity promised in Sound Move and ST 2 is critical to Renton. No plan
works without Subarea Equity principles explicitly stated in the Ballot issue. Are the
Subarea Equity Principles included in the ST 3 Proposal satisfactory to Renton?
COST TO CONSTITUENTS OF RENTON VS TRANSPORTATION BENIFITS
B. What would be the tax cost per household in Renton? (Kurt Triplett says "ST taxes will
double in Kirkland"; Bellevue Councilmember Kevin Wallace says: "The tota.l ST taxes
will be $1000 per average household per year in the region", if ST 3 is approved. The math
seems straight forward.
C. Ask Sound Transit to "Show me"how much tax revenue Renton residents have;
a. Contributed to Sound Move and ST 2 since 1996? b. What have Renton residents
received?
D. Ask Sound Transit to"Show me"how much Renton residents will:
a. Contribute in taxes to Sound Move, ST 2 and ST 3 over the next 30 years?, and
b. What will Renton residents receive under the proposed ballot issue?
E. What will be the outcome for Renton in terms of;
a. Congestion relief(average person trip delay reduction)
b. Transit ridership(Renton's ridership change and travel time reductions)
These are some questions the Council needs to be asking Sound Transit about and getting answers
prior to acknowledging the scope of and support for ST 3 in a letter from the City. Are you
willing to accept the accelerated process to get the proposal on the ballot in 2016 as being `fair' to
the City of Renton?
