Project Overview The project is located on a 0.4 acre site two miles east of Interstate 405 on Sunset Boulevard, approximately 1/2 mile east of Union Avenue NE on the northwest corner of the intersection of NE Sunset Boulevard and NE Duvall Avenue. This northwest corner of the intersection is the past site of a Tum-A-Lum Lumber yard. The corner is now developed with an AMlPM store and gas station (Photos 3 & 4, Appendix B), a King and Bunny's Appliance and TV Store, a Java Monkey espresso cafe, a Rainbow car wash, and a 0.4 acre graveled parking area (Photos 1 & 5, Appendix B). The existing 0.4 acre graveled parking area is the site for a proposed Oil Can Henry's automotive lubrication and oil change facility. It is currently drained by an existing onsite catch basin connected directly to the existing 24" diameter public storm system in NE Duvall Avenue by a 12" diameter pipe (Photos 1 & 2, Appendix B). This redevelopment project will pave the existing graveled parking area in conjunction with the construction of a new 1,260 square foot Oil Can Henry's building (similar in size to a large 2-car garage.) The existing onsite catch basin system will be reconfigured to accommodate the regrading necessary to construct this new facility, but will remain connected to the existing public storm system via the existing 12" storm drain pipe currently serving the lot(Photo 2, Appendix B). This redevelopment r 'ect is exempt from rovidin onsite stormwater detention but is not exempt from providin onsite s ormwater uali treatment (See Section 4: Flow Control and Water uality Facility Analysis and Design). A standard wet vault will be provided onsite to provide basic water quality treatment in accordance with King County requirements. In addition, because the new facility will be a site of high oil use (approximately 29 oil changes per day or 15,000 gallons per year), a coalescing plate oil/water separator will be provided in addition to the basic wet vault. 2. Conditions and Requirements Summary The pre-application comments indicated that this site should be designed per the 1998 King County Surface Water Drainage Manual Level 2 Flow Control. Subsequent conversation with the City of Renton Engineering Department confirms that this is a redevelopment site which can be designed per the 1990 King County Manual. This site is exempted from onsite stormwater detention by both editions of the King County manuals. No onsite infiltration of roof storm runoff is proposed. 6443 Sb"�! Off-Site Analysis WDY completed a Level 1 qualitative analysis of the downstream storm drainage system to identify flooding, erosion, or nuisance problems and to provide recommendations in relation to the proposed Oil Can Henry's redevelopment project. After observing the downstream system and assessing the contribution and potential impact to the system due to the redevelopment of the Oil Can Henry's parcel, no nuisance, erosion, or flooding problems were identified and no special mitigation measures are recommended. ' A. Procedure WDY visited the site on November 11'" and 12�h, 2003. The drainage system was observed to 1/2 mile downstream at the intersection of Sunset Boulevard and Union Avenue. WDY continued to observe the downstream system at spot locations up to 3.5 miles downstream to the point of discharge into Lake Washington. WDY also spoke with local merchants and with City personnel to identify known nuisances. Local storm drainage system mapping was gathered from City Hall and compared to observed field conditions. B. Observations & Data 1. The primary sub basin is Honey Creek. Honey Creek extends upstream of the site for 1 mile according to USGS topography. Honey Creek extends downstream from the site 2 miles, the first 1/2 mile of which has been piped and developed except for one location 1/4 mile downstream of the site where the creek remains open for about 800 feet. 2. The site contains one existing catch basin which drains the existing graveled parking lot. This catch basin is connected to a 12" pipe which connects to a public storm catch basin in NE Duvall Avenue at the site frontage (Photos 1 & 2, Appendix B). A 24" public main line storm pipe runs through this public catch basin from north to south. The public storm pipe continues south (Photo 3, Appendix B) past the Arco station on the comer and under NE Sunset Boulevard where it connects to a 72" x44" CMP storm line on the Albertson's parcel on the southwest corner of the intersection of NE Duvall Avenue and NE Sunset Boulevard (Photo 6, Appendix B). This main line continues to the west under the Albertson's development, Anacortes Avenue NE, and the McDonald's development on the southwest corner of the intersection of Anacortes Avenue NE and NE Sunset Boulevard before outFalling into a natural drainage channel west of the McDonald's development (Photo 7, Appendix B). The natural channel continues westerly to Whitman Court NE, where it enters two 58" x36" CMP arch culverts (Photo 8, Appendix B). These two arch culverts daylight again at the northeast corner of NE Sunset Boulevard (Photo 9, Appendix B) and NE Union Avenue before crossing under NE Union Avenue in two 36" x 65" CMP arch culverts (Photo 10, Appendix B). Drainage outfalls to a natural channel on the west side of Union Avenue (Photo 11, Appendix B) about 1/2 mile from the site. 3. Ace Hardware personnel stated their parking lot (located in the Albertsons shopping center) occasionally floods as deep as 12" during heavy rainfall; however, the City Engineering Department reported that ponding of the parking lot was incorporated into the detention design of that development. - - � Oil Can Henry's - Renton Technical Information Repot Page 3 4. The owner of Sunset Square (on the northeast comer of NE Sunset Boulevard and NE Union Avenue)was spoken with onsite. He states that though the open channel facility in the corner of his property (Photos 9 & 10, Appendix B) does flow full at times, he has never seen it spill over onto the road. 5. Downstream of Union Avenue (Photo 11, Appendix B: 1/2 mile downstream of the site) stormwater flow again enters open channel conditions in a steeply contained creek bed (Honey Creek) which discharges to May Creek 1 1/2 miles downstream. May Creek discharges to Lake Washington 1 1/2 miles downstream of its confluence with Honey Creek. The upper reaches of Honey Creek just downstream from Union Avenue were walked in 2002 during a downstream study for a neighboring property (report by Litchfield Engineering; August 14, 2002). Litchfield Engineering observed what appeared to be riprap lining in the channel bottom and stated that streambanks ( which were observed appeared to be quite stable with no apparent signs of erosion � or sloughing. �V� 6. The project site will generate less than 0.5 cfs peak flow during a 100-year probability r,� storm event. This flow will join flow in Honey Creek in an under-ground pipe (72" x � t�" � 44" CMP arch pipe) approximately 500 feet south of the project site. At this point, �1�' Honey Creek contains drainage flows from as far as 1 mile upstream. By engineering inspection of proportionate areas, the project site will contribute less than 5-10% of the total flow at this point (undemeath the neighboring Albertson's parking lot.) (See Section 4: Flow Control and Water Quality Facility Analysis Design for site generated flows). C. Recommendations/Conclusions WDY observed no severe erosion, flooding, or nuisance problems in the downstream conveyance system�F e e ore, no special mitigation measures are recommended for the Oil Can Henry's redevelopment project. 4. Flow Control �Water Quality Facility Analysis 8� Design The calculated peak 100-year flow from the newly developed site is 0.45 cfs (See calculations, Appendix C). The 1990 King County Drainage Manual exempts sites which produce a flow increase of less than 0.5 cfs from providing on-site detention. Therefore, onsite detention is neither required nor proposed. Basic water quality will be provided onsite by a standard King County wet vault. Because this facility will be a high-use site in relation to oil control, a coalescing plate oil/water separator will be required (See calculations, Appendix C for facility sizing). The proposed 10'x30'x 5' deep panel vault (wet vault) by Utility Vault Company is sized for a 0.47" mean annual storm. The proposed Utility Vault Company model 612-1-CPS oil water separator is sized to stay online and will pass the 100-year design flow of 202 gpm without exceeding the uniYs 219 gpm design flow rate. 5. Conveyance System Analysis and Design This 0.42 acre site is already served by an existing catch basin and 12" PVC storm pipe at an existing 0.46% slope. The capacity of this 12" line is 2.4 cfs (See calculations, Appendix C) which is more than sufficient to serve the needs of the proposed use, which will generate a peak 100-year flow of only 0.45 cfs. No special reports or studies are applicable. 7. Other Permits N/A. All permitting will be done through the City of Renton. No specia� permits are required. 8. ESC Analysis 8� Design This site is small and is situated in an already developed parcel. Necessary measures to prevent erosion will be minimal. To prevent downstream sedimentation and dirty streets from soil which does become displaced, the typical measures of sediment fence, catch basin inserts, and a gravel construction entrance will be provided. These measures along with I sweeping of the road as necessary are likely all that will be needed to construct on this site. 9. Bond Quantities, Facility Summaries and Declaration of Covenant N/A.
