� SECTION 1
PROJECT OVERVIEW
This Targeted Drainage Review (TDR) Report is submitted to the City of Renton in accordance
with the City-adopted King County Surface Water Design Manual (KCSWDM). This report is
required of the project because it has the characteristics of TDR Category #1: it contains a
sensitive slope area.
The appendix contains a Technical Information Report (TIR) worksheet for the project (Figure
1), as well as a Site Location Map (Figure 2), a Drainage Basins, Subbasins, and Site
Characteristics figure (Figure 3), an Off-site Analysis Drainage System Table (Figure 4), and a
detailed Site Information figure (Figure 5). Site soils information is available in a site-specific
Geotechnical Engineering Study produced for the project by Geotech Consultants, Inc., and
dated April 8, 2004 More detailed site information is included on the site plan drawings. The
0.27 acre site is located at 323 Lind Avenue NW, in Renton, Washington.
SECTION 2
CONDITIONS AND REQUIREMENTS SUMMARY
The following summary describes how this new project will meet the eight "Core Requirements"
and the "Special Requirements" that apply:
Core Requirements
1. Discharge at the Natura/ Location: The site currently drains in a dispersed manner to
the east to the Lind Avenue pavement drainage system. The project proposes to
discharge runoff to this system.
2. Off-Site Ana/ysis: A Level 1 offsite analysis was conducted for this preliminary plat as
described in Section 3.
3. Flow Control: Not Applicable. The project proposes to add less than 5,000 square feet
of impervious surtaces so detention will not be required. To minimize the increase in
runoff from the site, the project proposes to use perforated tightline connection BMP's.
4. Conveyance System: Not Applicable. The project is so small and the site is sloped so
that minimum pipe sizes should be more than adequate to convey the 100-year storm
runoff without flooding.
5. Erosion and Sedimentation Control: Runoff from the construction areas will be
contained by a temporary construction entrance, silt fencing, and temporary catch basin
protection in accordance with the KCSWDM during construction. The ESC facilities will
only be removed once all exposed site surfaces have been stabilized. Other temporary
erosion and sedimentation control measures will be installed as needed.
6. Maintenance and Operations: Not Applicable.
7. Financial Guarantees and Liability: Not Applicable.
8. Water Quality: Not Applicable. Treatment of runoff will not be required because only
2,889 square feet of new and replaced Pollution Generating Impervious Surfaces
(PGIS) is proposed (including frontage improvements), which is less than the 5,000
square foot threshold for requiring treatment.

SECTION 3
OFF-SITE ANALYSIS
The following subsections describe the inspection and evaluation of the site and its
surrounding areas particularly the downstream drainage path.
Task 1. Study Area Definition and Maps
Figure 3 in the appendix shows the extent of the study area and the local topography. The
Site Plan drawing shows more detailed topographic information on the project site.
Task 2. Resource Review
The City's utility mapping was consulted.
Task 3. Field Inspection
A Level 1 off-site analysis was conducted on November 19, 2004. At the time of the site
inspection, the weather was cool and sunny.
Task 4. Drainage System Descriptions and Problem Descriptions
There is minimal runoff onto the site from a narrow strip of land to the west.
Runoff from the site flows in a dispersed manner to the east into the Lind Avenue pavement
drainage system. Recent construction east of Lind Avenue forces all runoff from the site into
the roadwa�r drainage system, which flows briefly south to a pipe system draining to the west in
the NW 3` Street right-of-way. This runoff flows into a buried detention system in Maple
Avenue NW, which discharges to the west and presumably connects to the Taylor Avenue
drainage system. However, topography indicates that historically, the north portion of the site
drained north to the NW 4'h Street drainage system, which flows down the hill to the east to the
Taylor Avenue NW system which flows south. Either way, the runoff flows south along Taylor
Avenue to Renton Avenue S, which is well beyond '/4 mile from the site. Figures 3 and 4 in the
appendix describe the downstream drainage path for '/4 mile and more from the site.
Task 5. Mitigation of Existing or Potential Problems
To mitigate any water quantity impacts from the project, runoff will be conveyed to the
downstream drainage system in "perForated tightline connections", in accordance with
Appendix C of the King County Surface Water Design Manual (KCSWDM).
Treatment of runoff will not be required because the development will not have more than
5,000 square feet of new and reptaced Pollution Generating Impervious Surfaces (PGIS).

FLOW CONTROL AND WATER QUALITY FACILITY ANALYSIS AND DESIGN
The project only proposes 2,556 square feet of new impervious surface, and a total of 2,889
square feet is pavement, as shown on Figure 5 in the appendix. Since these are below the
5,000 square foot thresholds for requiring formal flow control and treatment, drainage from the
developed site will be addressed using Best Management Practices (BMP's). Runoff collected
from the hard surfaces will be conveyed in "perForated tightline connections" to the
downstream drainage system.
SECTION 5
CONVEYANCE SYSTEM ANALYSIS AND DESIGN
The project is so small that minimum pipe sizes should be more than adequate to convey the
100-year storm without flooding.
SECTION 6
SPECIAL REPORTS AND STUDIES

to be required for this project.
