Three terminations of probationary employees in the Police Department were presented to the
Commission. They were: James Nguyen(Police Officer terminated on 1/28/08),Edgar Nicolau(Police
A. Officer terminated on 11/5/08), and Aimee Rebutiaco(Police Service Specialist terminated on
10/30/08). No action was required, and information provided to the Commissioners was for
informational purposes only.

Entry Level Officer Nguyen was not meeting standards in the field training program. Attached is
a memorandum that documents my concerns with Officer Nguyen's performance and the
effective date of the termination of his employment with the police department. If you need

SUBJECT: Termination of Probation
Upon graduation from the Basic Law Enforcement Academy, you entered our
standardized Field Training program for new officers. This program is designed to train
new officers in a methodical manner so they can be on their own after a specific time
period. ,
Currently, you are still with a Field Training Officer and your status under FTO has been
extended two times. Unfortunately, we have not seen a consistent level of acceptable
performance.
The areas of concern are:
• Multi-tasking—forgetting important details of dispatched calls for service
• Officer presence— the ability to take charge of not only calls, but of suspects
when appropriate.
• Officer Safety—assertiveness, recognizing dangerous or potentially dangerous
situations
I have read information provided by your supervisor and commander, and I concur with
their recommendation that your employment status be terminated. Therefore, effective
today, January 28, 2009 your probationary status and einployinent with the Renton Police
Department will be terminated.
Until we receive your assigned equipment, your last pay check will be withheld. Please
coordinate with either Officer Ritchie or Officer Martin to return Department issued
equipment. If you have questions regarding your benefits, please contact the City of
Renton's Human Resource Department.

SUBJECT: PROMOTIONAL EXAMINATION to Establish Eligibility List for POLICE COMMANDER

Under the direction of the Police Deputy Chief,plan,organize, coordinate and manage the
NATURE OF day-to-day operations of a major division of the Police Department,requiring extensive skill
w�� and experience in communication,management,judgment,and law enforcement; supervise
and evaluate the performance of assigned personnel;perform the duties of the command duty
officer as required.
ELIGIBILITY �Y combination equivalent to: graduation from high school and a current Police Sergeant
REQiTIItEMENTS �'�'ith at least two years experience in that rank in the Renton Police Department,including
probationary time at the time of examination.
• A computer writing assignment will be held on Apri127,2009,in the HR Training Room.
At this time, candidates are asked to provide four copies of their resume (not to exceed 3
a es . This information will be used for the next phase of the selection process, the oral
EXAMINATION Presentation.
PROCESS • On May 11, 2009, a five-minute presentation will be made to the Oral Board Panel
Members. During this presentation, candidates are to present their related background and
qualifications for the Commander position.
• Following the oral presentation is a structured oral board interview, scheduled for May
11,2009(Location TBD).
The three components and weight values for the examination are as follows:
➢ 20%-Written Assignment
EXAMINATION ➢ 10%-Oral Presentation
COMPONENT ➢ 70%-Oral Board Interview
WEIGHT A minimum passing score of 70% in the combined total score of the three examination
components is required for placement on the eligibility list. Passing candidates will be
ranked on a two-year eligibility list based on their total weighted score.
Eligible Police Sergeants who intend to participate in this promotional examination must
hand deliver their written intention in person to the Human Resowces — Civil Service
APPLICATION Department by:

Candidates will receive a receipt of delivery
March 20,2009 Deadline for intent to take test must be received by the Human Resources-Civil Service by 5 pm
IApril 27,2009 I Computer Written Assignment and four conies of candidate's three-page resume.
IMay 11,2009 I 5-Minute Presentation to Oral Board Panel Members, followed by the Oral Board Interview.
IMay 26,2009 I Eligibility List presented to Civil Service Commission for approval. �
