FROJECT OVERVIEW I , Z� Th�s report is prepared to include two parcels of l�rrci; approximately 0.74 acres and .48 acres, and adjacent off-site a total basin are of�1.49 cres. The projects involved in this report are the Howard-Ostad short plat receive proval and extension from the City I for another a year and the recently approved Park Lane short plat situated west of the I Howard-Ostad property.The projects are situated in the south end of the City of Renton. I, It is located within southeast quarter of Section 19 Township 23 North, Range 5 East W. M. ' Tf�e combined two short plats create a total of 9 lots (4-lot Howard-Ostad short plat and S,Park Lane short plat). They are a "Fill in" subdivisions. Access to the project will be fro�n existing streets, South 23`d Avenue South from the south and Smithers Avenue South from the west. The existing houses and related structures i.e. garage, sheds, etc will be removed from both properties. The site is bounded on the east and north by similar single family residence. Renton Place No. 2 plat is located west of the site across from Smithers Avenue South and Thomas Teasdale Park on the south across from South 23`d Avenue South. The short plat improvements involve street widening of South 23`d Street on the south ar��� Smithers Avenue S on the west. The improvements consists of curb, gutters, sidewalks, storm drainage system and extension of sanitary sewer from Smithers Av��nue S to serve the entire nine lots. Ten feet of roadway dedication is along the wes+. bo�andary of the site for street widening Smithers Avenue South. Street widening will be bu!It in accordance with City Code requirements. Grading is very limited to construction of private roads serving the total of 9 lots and street widening of both Smithers Avenue South and South 23`d Street. The quantity of excavation for the private road and roadway improvements on adjacent street is estimated at 170 to 175 cu. Yd. Of course � additional grading may be required when the new homes are built. i� The soils on the site are composed of Beausite (BeC) gravelly and fine sand per the King County Soil Survey. The Beausite series is made up of well-drained soils that are underlain by sandstone at a depth of 20 to 40 inches. These soils formed in glacial deposits. This type of soil is designated by King County as Type C soil. The site is flat for most of the area with an average slope of 4 to 6 percent. There are no steep slopes greater than 10 percent noted on the site. The flow from the site is oriented from east to west and thence north directing sheet flows to an open ditch along the east side of Smithers Avenue South. The flow is then picked up existing stcrm system recently built by the development of Renton Place No. 2 subdivision. PRELIMINARY CONDITIONS SUIRdARY CORE REQUIREMENTS 1-5 CORE REQUIREMENT #1: DISCHARGE AT NATURAL LOCATION The allowable outflows from the site will be discharged to its natural locations. The lowest elevation for the basin is approximately 212.00. CORE REQUIREMENT #2: OFF-SITE ANALYSIS Rafer to off-site analysis on subsequent pages in this report below. CORE REQUIREMENT #3: RUNOFF CONTROL The increased peak runoff, due to any change in pervious conditions and increase of impervious areas, will be attenuated using peak rate runoff control in accordance with KCSWM , 1990 Edition. Initial calculation indicates there will no detention facility required. Please refer to attached calculation. CC�RE REQUIREMENT #4: CONVEYANCE SYSTEM Conveyance system is proposed for this short plat. Storm runoff from the new homes. private road and off-site streets will be directed into proper conveyance system directing the flow into the existing storm facilities constructed recently by Renton Place No 2 CORE REQUIREMENT #5: EROSION/SEDIMENTATION CONTROL PLAN The erosion control plan will be designed using the King County storm manual. The Erosion/Sedimentation control facilities will consist of filter fabric fences to be places along the west and north of the both sites. CORE REQUIREMENT #6: MAINTENANCE AND OPERATION Maintenance involves having on-site catch basins cleared from sediments when necessary. CQRE REQUTAREMENTS #7: BONDS AND LIABILITY Bonds may be required. - 9 SPECfAL REQUIREMENTS: THOSE APPLICABLE TO PROJECT 1 . Critical Drainage Area — The drainage basin is not a part of any critical drainage area. 2. Compliance with existing Master Drainage Plan - N/A 3. Conditions Requiring Master Drainage Plan - N/A 4. Adopted Basin or Community Plans - N/A, however, the site drains into the valley floor and eventually into Puget Sound via Duwamish River. 5. Special Water Quality Controls — The total impervious surFaces generated by both short plats is calculated at 0.23 acres of new asphalt. The added area, which exceeds the maximum of 5000 square feet, triggers the need for Water Quality Facility. The plan is to provide water quality control facility consisting of 50LF of 72-inch culvert and appurtenances. Refer to Section IV of this report. 6. Coalescing Plate Oil/Water Separators — N/A 7. OFF-SITE ANALYSIS CORE REQUIREMENT #2: OFF-SITE ANALYSIS LEVEL 1 ANALYSIS A: UPSTREAM ANALYSIS Thfs proposed two short plats do not have appreciable off-site runoff entering the site The properties to the east drains toward the east and north, except for a small area which drains to the South 23`d Street. There are two homes within this small basin area c4nsisting of two homes and small structures, i.e. detached garages, sheds and gravel driveways. The homes and structures will be removed as a result of the proposed development. B: DOWNSTREAM ANALYSIS The surface drainage from the two sites sheet flow across the sites and then is directed to conveyance pipes along Smithers Avenue South. The flow from the site will be directed to existing storm system along the west side of Smithers Avenue South, recently built in conjunction with the development of Renton Place No. 2 Subdivision. Th� flow is directed through culverts which crosses said subdivision from east to west. The flow treated and controlled in Renton Place No. 2 subdivision prior to connecting to existing storm system situated along the east side of Talbot Road South. The flow in Talbot Road South is directed south along the east side of the right of way for approximately half a mile to the South 2900 block. Then it crosses Talbot Road South to the west a nd discharges into a natural swale which directs the ftow info the Panther Crt:ek Wetland along the east margin of SR 167. - �, / IV.
