Applicants interested in applying far a Lateral Firefighter position will need to complete a Civil Service
Emplayment Applr"cafion,Lateral Firefighter Supplementaf Questionnaire, and a Quulifcations Checklist. These
three documents,as well as a Lateral Entry Firefighter Job Announcement will be made available on the City of
Renton's website. Specifics about this position can also be found in the Firefighter job classification. Below is key
infarmation about the process,requirements and examination components.

• Twa(2}years af full-time paid firefighter experience within the last 3b months.
• Meet all entry level frefighter requirements(see below}.
= IFSAC ar ProBoard certified as Firefighter 1 meeting NFPA 1041
• Certified as a Washington State Emergency Medical Technician{EMT}B and capable oS successful
qualificatian as a King County EMT-B within one{1)year of hire.
• Applicants must have successfully passed the CPAT within one{1)year of date of application.

experiencing reduction in force layoff with at least two(2)years of full time paid experience.
EXAMINATION CQMPONENTS:
• A„pplication Screening Process–Applicants whose experience and qualifications that rnost ciosely meet the
requirements of the positian, as determined by the Application, Supplemental Questionnaire, and
Qualification Checklist,will be invited to participate in the next step of the examination process.
• Firefighter's Manipuiative Skills Exercise: to include but not lirnited to climbing]adders,carrying hose or
equipment and basic EMT skiils review. Equals 50°la of final.score.
• 4ral Baard Interview–Represents 50%af final score.
• Must have a combined score of 74%or higher ta be placed on Eligibility List_
• EligibilityfRegister–Applicants wi(1 be pSaced on this register in rank order, based on 7Q°lo ar higher of the
final combined seore of Manipulative Skills and Oral Interview scores, plus any Veterans Preference Points
if applicable.
Once vacancies occur, further qualifying tests will include passing a Chief s interview, driving record review, an
extensive background/reference check, psychological evaluation, drug screen and a medical examination.
Note: The Entry Levei requirements for firefighters include graduation from a standard high schaol,vocational
schao� or equivalent. Be a US citizen, able ta read and write in English. Be at least 18 years of age at the
time of examinatian. Must not have been convicted af a felony tha�involves maral turpitude. Have a valid
Washington State driver's license. Must obtain EMT certi�cation within 12 months of employment. Meet
a11 the requirements autlined in the Joint Apprenticeship Training Committee Standards and sign a written
agreement to that effect. Ability to mentally and physically perform the duties and/or tasks outlined in the
Firefighter Jab Classification.

and preventing fires and in the maintenance af firefighting equipmerit, apparatus & quarters; protect life and property by firefi�hting

HOURS OF WORK- Work 24-hour shifts, for an average of 46.6 hours work week.
REPRESENTATIVE DUTIES—Ride and drive fire equipment ta alarms;place equipment; lay and cannect hose and nazzles
and direct water streatms; raise and climb ladders; use chemical fire extinguishers, bars, safety belts and lines, and other toals and
equipment. Ventilate burning structures and perform salvage operations. Remove persons from danger and administer first aid as
required. Participate in fire drills and attend classes in firefighting, disaster response, hydraulics, first aid and fire equipment
construction and aperatian. Receive and respond to fire calls and alarms. Participate in fire company inspections of building and other

MININIUM REQLIIREMENTS—Twa(2)years of full-time paid Firefighter experience within the last 36 manths. IFSAC or

EXAMINATION PROCESS:
The Renton Police Department received several applications on-line. Seven (7) candidates were
interviewed. Effective 1/26/10, candidates are no longer required to take a written examination.
(Candidates actual written reports will be obtained during the background investigation phase.)
MINIMUM QUALIFICATIONS REQUIRED:
Must have been a regular police officer for a minimum of one year in the past 36 months in order to be
considered. Must pass the written test and oral board in order to be placed on the eligibility.
EXAMINATION CONTENT:
The oral board interview consists of a set of 15 structured questions, and the rating of five dimensions,
developed for an experienced police officer. A passing score of 70% or greater is required to be placed
on the eligibility list.

EXAMINATION PROCESS:
Public Safety Testing conducts the initial written test and physical exam and forwards those candidates
that pass the physical agility exam and have a passing score of 75%or more on the written test to the
City for further testing. The City received test scores from 67 candidates for the month of August. The
Police Department conducted oral boards with the top 40 candidates based on the written test in
August and September. Only those candidates who pass with an 80%or higher oral board score would
be placed on the eligibility list. The oral board score has a 70%weight of the final score with the written
score has a 25%weight.
MINIMUM QUALIFICATIONS REQUIRED:
Must be 21 years of age by the date of the written examination; must be a U.S. citizen; must be able to
read and write the English language; must be a high school graduate or equivalent; must be able to
meet minimum medical standards; must be able to pass a background investigation, psychological
evaluation, drug screen, and polygraph examination prior to hire; must possess a valid Washington State
driver's license without record of suspension or revocation of driving privileges in this or any other state;
must pass the written test and oral board in order to be placed on the eligibility list.

1 was recently remc�ved from yaur civil service eligibility list fnr the reasons of past drug
use and recent driving citations.The fact that your department takes issue with my prior drug
use is understandable, but the offenses in questian happened in a two month period when 1
was eighteen years oid. Becaming a paiice ofFicer was nat on my mind at the time. �n fact, !was
struggling with the idea of sirnply moving aut into the world and trying to become a man. Most
of the drug activity that your department took issue with taok place on a six week road trip that �
was a cambination of Greyhound bus rides ar�d hitchhiking across America.
As far as my driving record is concerned, I do not think it is grounds for my remova!from
the hiring list. I received a minar DUI at age seventeen in 20Q1,and blew a .03 on seene.The
day I gcrt out r�f the Marine Co�ps in 2t�7, I received two speeding tickets on the way hc�me. !n
September 2C�09, I received another on the way home fram wark. tn 1uEy of tt�is year, I eeceived
a speeding ticket an the way to a wedding. A(I of these affenses were my awn fault,which is
precisely why I p-aid the assessed fine as well as the insurance increase. I may dri�e fast at
times, but it is samething that i am warking to self-carrect. In my defense,I have driv�n

of Marines on nearly 10a canvoys.Those missions involved some af the most precarious drivin�
canditions pass+ble.This is to include driving under enemy fire, as well as with night vision
gaggles with almos#no visibiiity. About halfway through my first tour, my friend Kevin tvey
flipped his HMMWV and twa Marines w�re thrown out onto the highway.They survived, but aN
of us drivers were understandably shaken and were consequently very scared ta hurt our felCow
Marines. I told my squad leader that I was scared and did not want to drive anymore, and he
tofd me that 1 was the drive�and that was that.The rema'sning three or four months af cor�voys
provided some of the most terrifying moments flf my life, and they stay with me to this day. I
would be hard pressed to make up more dreadful driving scenarios than those 1 lived through at
age nineteen.That being said, since I have driven in he(1, I icnow naw that I can safeiy drive
myself and others anywhere at any time, regardiess af the driving canditions. [ am an
outstanding driver.
I think it would be safe to assume that every candidate drapp�ed from the eligibility list is
unhappy with your decisian,and same probably write letters such as this one. However,being
disqualified is not what offended rr►e the mast abaut your employment process, k�ut it was your

use of the word "totality." When Sergeant Skelton called me on the phone to inform me of your
decision, he said the Chief disqualified me based on my"totalit�' as a candidate. I have aiso
heard another sworn Police �fficer from your department say that the Renton Police
Department looks at the "totality of the applicant" with regards to the hiring process.
Tatality is defined as "something that is total �r consti#utes a total;the total amount;a
whole." After most of the disqualifying factors of my potice ofticer candidacy took place, I
enlisted in the United States Marine Corps. During my service, I served three tours in Iraq.
During the second tour, I was wounded when a grenade explocied in my HMMWV. 1 could have
easily stayed home from my third tour, but I volunteered to go back, something that is
evidenced by a ietter the Battalion Adjutant signed and placed in my Purple Heart citation.
Upon receiving an honorable discharge, I returned home and immediately enrolled in classes
fufl-time at Bellevue Community College. It was at that time that I decided to become a police
officer, and I have been preparing myself ta do so ever since. I started training full time at a
Crossfit gym,where I am now a trainer. I continued at Bellevue tor six straight quarters, and
achieved my associate's degree in March 2009. .
I began working as a Corrections Officer in 2008, and have since become a member of
the Monroe Correctional Complex Special Emergency Response Team {SERT). In October of
2009,I completed the Washington State SERT Academy, as well as the Washington State
Tactical Officers Association Basic SWAT Academy. During the summer of 2009, I was accepted
into Central Washington University, and began attending classes at their satellite campus in -
' Lynnwood. I have since comp�eted four straight quarters, including courses in the summer of
2010.A!I the while, 1 have been working full time,with additional SERT training and transparts,
as well as participating in the police employment process,which is exhausting in and of itseff. I
have fiwo more quarters left until I complete my degree,which I will have earned in March of
2011. Financially, I have zero negative marks on my credit report, never having been late on a
single payrrtent since 1 apened my first credit card account at the age of eighteen. On
September 3, 2009, I bought my first home, a condominium in Woodinville.At age twenty-five I
did not need anyone to co-sign on the loan, as my median credit score was 768.
I am nat writing this fetter to piead for my position back on the civii service eligibility list,
because I feel that I earned my spot at number two and deserve to advance forward. I feei as
though many of my strengths were overlooked clue to the mistakes that stuck out in red ink.
Those days are long behEnd me,and since then I have dane everything in my power to become
the best possible candidate I can be. I understand that you do not have a crystal ball to fook
into with regards to a candidate's past or future,which is why! would be happy to continue the
employment process with Renton Police Department without harboring any hard feelings. Out

Regardless c�f whether or not I am reins#ated, I suggest that the hiring aut#�ority af the
Renton Police l7epartment re-eva{uates t�eir use of the ward "totality'"when re€erring to a
candictate's pc�tential,as weil as their deservedness to became a palice otficer. i know with
abso{�te certainty tha�t i wil( never use another il{egal drug in my 1ife. i a(so know that despite
my having somewhat of a "iead faot"at times, 1 am a safe and canscientious driver. There are
many aspects that de�ne me as a person,same gaod and some bad. However, when
considering the totality of the person t am today, neither drugs nor dangeraus driving are a
factor. In closing, I wauld like to request that I be reinstated or►the Renton Police Department
