The City Council of the� City of Ren�on .�o Ordain a.s Follows:
CHkPT�P. I.
SECTTON 1. This ordina�eQ shall apply to all nev� plants,
stores, e�uipments and instal�ations; and, except as oth�rv�lise
specified, to existing pla.nts, stores, e�uipmen�s, and installations
rahich constitute a distinct hazard to adjoining �rop2rty, in so
far as the int�nt of the s�ctions can be reasonably fulfilled.

shall be governed by this ordinance ���hether or not specifically
� named in this ordina�ce.
SECTIQN 2. For ths purpose of this ord'inance, flammabl�
li��aids are divided into three classes, accordi.ng to the flash
point, as follows:
Class l. LiGuids vvitn flash point below �5 deg. Fahrenheit
(4 d.egrees Ce�tigrade) closed cup tester.
Class ;. Licuids with flash point above that for Class l,
and belo��� 70 degrees Fahrenheit (�l de�rees Centigrade) clos�d
cup tester.
Class �� Licuids u�ith flash point above that for Class 2, '
and belo�^r : 18? degrees Fahrenheit (93 aegrees Centigrade) closed
cup tester. .

SECTTON 8. By retail s�ore shall be meant a store or other

SECTIGzd 9. By jobber shall be meant a person, firm or '
corporatian selling fl�.m.�.able licvids at u�holesale.
SECTI4N 10. By a pain�t �.nd oil store sh�.11 be mear�t a
store or buildirig in �hich are store�., handled. and sold at
r�tail, paints, v�.rni shes, oiZs an�. fl�.rnrnable li�uid.s, alone
or v�rith the appu.rtenance� necessa.ry to such matex ic.l.
SECTIQI�I 11. By painter shall be meant a. pers�n, firffi or
corpar��tion hanaling and mixing paints, v�rnishes, oils and
other flamr��ble lic�uids �o be used by himse_i or his employ�es
on premises other than those controlled by him.
SECTTOi� l�. By manufacturing plznt is meant �.ny factcry
or establishment in tnrhich people are employe� in the han�.ing,
in process of r�anufacture, of fl�,mrriable Iicuids in ather than
� original sealed containers, in �ixing or compovnding of ilammable
licuids or in using of a flamnlable licuid in �he manufacture or
pro�uction of any article. (���hen the use, storing or rand.ling
of flanmable li�uids i.n such a mann�r as to permit the escape
� of fl��r�imable vz.por i.s entirely v�ithin fire-resistive rooms, v�ith �

SECTIG�1 13. Exce�t as spec.;.iied in �ection lv, a permit
(vJhich sha11 be ior one �r bo�h of the follov�ing sub-divisions)
shdll be obtained: •

(a) For th.e storage or hanaling of a total �uG.r,.ti ty of
Class T li�uids in Excess of one gallon in any dwel'li.ng, ap�.rt-
ment house or tenement, and i.n excess of six gallons in any
other building, and in excess of ten gallons outside of a.ny
building.
(b) For the storage or handling of a total cuantity of
Class II liGuids in excess of five ga.11ons in any C��rJel�j,l�.��
ap��rtment hause or tenernent, and in e�cess of ten g�.11or�s in
any other building, and in excess of t�:enty-five gallons out-
side of any buil�.ing.
(c) For the storaoe or handli.ng of a total �uantity of
Class TII licuias in excess of tvventy-five gallons insic�e any
buildir�g, and in excess of fifty-five gallons outside of any
building. •
SECTTOI�I 14. Unless a stor2�ge of cuantities in excess
of. tnose given in Section 13 is to be maintained for at Iea.st
thirty days� notring in this ordi,nance shall re�uire an ov:ner
ar occupant or 'rlis agent to obtain a permit for the use of,
ner does it �rohibit the use by him of paints, oils, v�.rnishes
and similar flammable mixtur�s.
SECTIGIv 15. Al1 applic�tions for permits to sell or store
flammable liCuids shal.l be made in �rriting to the Chief of the
Fire Dep�.rtnient. The Chief of the Fire Dep�.rtment shaTl fortY�-
�rTi�h m�.ke an inspection of the premises proposed to be used for
such sale or stora.ge, and the means of distributifln, and if the
conditions, surrovndings and arrangements are in his opinion
such that the intent of this ordinance cG.n be abserved, then

he shdll issue a permit.
SECTION 16. All permits sh�,ll state the n�.ture of tre
business cf tre applicant, the maxa.mum Cuantity of each class
of Iicuid to be kept,and the Iocation of the storage. Permits
shall be listed as follows:

Paintprts Permit.

SECTTOl� 17. A painter' s permit shall include the use of
flarnm.able li�vids on premises other than those controlled by
hir�, but shall nat permit the selling of flammable Ii�uids
v:ithout G retailer� s permit.
SECTTON 18. Before any installation is cavered from sight,
a notification in ���ri.ting snall be given �he Chief of the Fire
�epartment, who shall, within 48 hours after the receipt of
such notification, inspect the installation and give his v�ritten
approv�.l or dis�pproval. Upon faa.lure of the Chiefi of the Fire
Depart�.erit to inspect v�7ithin the specified time, the installation
may be covered but shall be subjpct to inspection by the Chief
of the Fire Departm_ent at the expense of tY�e city.
SECTIOI�T 19. The Chief Qi the Fire Departmsnt shall have
poti�rer to r�odify any of the �rovisions of this ordinance upon
application in writing by the o�vner or lessee, or his duly

way vf carryin� out the strict letter of this ordinance provided I
that the spirit of �his ordinance shall be observed, public
safety secured, and substant��l justice done. The particulars
of such modifi�atio� when granted or allovaed and the decisian
of the Chief of the Fire Department thereon shull b� entered
upo� the records of the department and a signed copy shall be
furnished the appTicant.
SECTION 20. �ithin ten days after written notification I
by the Chief of th� Fire Dep�rt�lent to the oti�rn�r or occupant to
correct or remedy ar�y hazardaus condition, an appeal, stating
specifically the �uest�.ons which the appellant desires to have
passed upon, r,�Qy be taken. Such appeals shall b� heard by a
com�i�tee ccnsisting of one �ember appointEd by the Chief of
the Fire Dep�-rtment, one by the appellant and a third by the
two members appointed as aforesaid. The members of the committee I',
shall take the usual oath of office and are aUthorized to ta.ke �,
testimony �nd to grant or reject such zppeal, �ub�ect to reveiw
by the proper cov.rt.
SECTION 21. This ordinance shall apply in all parts to ''�
all flammable liau3ds of Classes, I� SS, �,r,rid TIT� provi�.ed th�t: !'
Petroleum shall. be regulated only in accordance with Chapters I�
I, IIT, IV and V.
Paints �.nd Varnishes only i� accordance v��,th Chapters I and VI.
Garages and Dry Cleaning only in accordance v�i.th Chapter I �
�.nd sections, 40� �1� 42� 43� 44� 46� 50� 51� 52� 55� 56� 57�
60, 61�, 63, 64, 65 and 66.

CHt�PT�R II
G��EP��L PtECUSRE�II�ITS FaR THE STORAGE, �SE 1-�I� H1il�?I�IrjG OF FL�VI-
�ABLF LI�UIDS.
SECTTaD1 22. The Chief of the Fire Department r�ay prohibit
the use of any type, kind or make oP heating or lighting appliances
using fl.ammable li�u.ids which, after test by hin or some competent
authority, is considered a hazard to life or proper•ty.
SECTIGN 23. No Class I nor Class II li�uids sha11 be ke�t
or stored in any schaolhouse, religious, a.musemcnt or other
build3ng used for public assembly.
SECTION 24. Except in sealed cantainers, r�o Class T nor
Class II licuids may be stored within 10 feet of any stair��ay,
elevator or exit.
SECTTON 25. In paint or oi� stores, retail stores and

�obber' s plants containin� flam.mable licuids, a.t least tvEo �I
exits sha.11 be prQvided, one of which srall be remote from the ��
point af storage. I
SECTIQN 26. The aixing, stor�.rl� or handling of f1�.mmable
ii�uids of Class I and II in open cont�.iners, is prohibited in
any store in any buildin.g housing more than t�o families or in
a frame building housing more than one family, prov�.ded that
this shall not apply to drug stores, �here fl.ammable li�uids
are used in making and compQunding medieines and prescrigtions.
SECTION 27. The storage of flammab3e Iic�u�.c�s inside bu:i.ldings
except in buildings so used at the time this ordinar}ce takes effect
shall be as �ivEn under the follovaing sub-sections; provided
that in a special storage room or fire-resisti.vE bu.�.Iding, con-
forming to re�u�.rements giver� in Section 29, an unlimited c�uantity
�.ay be maintained therein, except of Class I J.ic���.ds:
a. Within the limits given in Section 45.

SECTIGN 28. In buildings �r_aw used for storz.ge of flammable
li�uid, the storage (except in special room as given ir Section 29)
shall not eyceed double cuantity speciiied in Section 27. (Capacity
i of individual tanks or containers may be double that spaciiied
in Section 2'7.)
. SECTTC�N 29. Speci�.l rooms or buildin�;s for storage of
flarsmable licuids and the handling and use of flannable li�uids
shall, where called far by other Sections of this ordinance,
be constrtzcted as follatvs: VVa1Is, floors �.nd ceil�ngs shal? be
of eight inches of brick or concretP, or af fovr inches of
� reinforced concrete; door openings to other rooms or buildings
sha1l be proviaed v�ith sills raised six inches a.nd with fire
doors v��ith heat releasing devices arranged ta c3ose doors auto-
matically in case oi fire; �vindows shall be tin;ired glass in metallic
sash and fr�.mes; no combUstible rriateri�.l shall be used in
construction, except that flcor surfacing �iay be of v�ood;
proper ventilation shall be provided; there sh�.11 be no opening
to rooms belo�T,r, except as made necess�.ry by trade or manufacturing ;
process, and openings to roons and other parts of buil_ding above
shall be provided �rith fire doors or trap doors v��ith heat releasing
devices arran.ged to c1Qse doors autamatically in case of fire.
SECTION 30. Except where kept in sealed containers, Class T
• li��zids sha11 be kept in star�,ge tanks unaerground or ovtside
the bu.ildin� �.nd no discharge system shall h�,ve outlet inside

building unless in a special room in accordance �ith SectiQn 29.
Safety cans of not over one gallon capacity may be used in any part
of the building. S�fety cans of over ten gallons capacity, may
be kept and used i� special rooms in accordance with Section 29.
In manufacturing plants, the Chief of the Fire Department
may permit the storage of Class I liGuids in portable wheeled �
tanks as described in Section 43, where the nature of the business

recuires such storage G.nd the discharge therefrom. Such wheeled
tanks shall be used only in special. rooms or �uild3.ngs �.n accQrdance �
with Sect�.on 29.
CHAPTER SII
SECTTGN 31. No container . containing Cl�ss TI liGuids �.nd of
over five gallons capacity may be used to fill other containers
and applia.nces unless outside the building or in a special room
in accordance with Section �9, and alI drav�ring except from safety'
� cans, shall, where the nature of the li�uid germits, be as provided ,
for 3.n Sections 66 and 67.
S�CTION 32. Any building, other than a frame building, within '�
the limits given in Section 45, containir�g more than 500 gallons
' of flammable liGuids in other tha.n sealed containers, shall have
alI windows i.n side and rear �ralls and �.bo�re the first floor on
i street fronts� exposed by other buildings vaithin �ifty feet, provided
with wired glass in metallic sash and frame.
SECTI(�I� 33. Any ma.�ufactu.ring plant established after date
of enactment of this ordinance in a building 3.n vYThich persons are '
employed above the secand story, shall have all rooms, in v�hich
Cls.ss T a�d II liuuids are mixed or stored in receptacles per-
mitting escape of vapor, constructed in accordance v�rith Secti.on 29.

SECTION �4. Tn e�isting manufacturin� plants �There persons
are employed above the second floor, �11 elevutor, stair ana
other. �vells or vertical openings cort�unicating to rooms in v�rhicr�
Class I and IT liruids are mix_ed or stored in receptacles per-
mitting escape of vapor, shal.l be enclosed ana provi.d�d with
self-closi.ng fire doors, or fire doors or trap doors v4ith heat
releasing devices arranged to close doors automatically in case
of fire. ,
SECTIOIv 35. No manufacturing plant shall be lacated in
any build3r.g used as a dvrelling for more than one family unless
all Class I �_i�uids are kept in safety cans, not exceeding one
�u�rt in capacity, or in autside star�.ge tanks as given in Chapter
IIT, Yvith no discha.rge inside the bvildin�.
S�CTION 36. Kettles, v�ts, satur�.tars and othLr vessels
used in manufacturing processes, and containing more thdn five
, g�llons of flammable liGui�, shall not be Iocated v�=ithin five
feet of cor�bustible �aterial nor vvithin five feet of any exit,
unl.ess tvro or more exits are provided, and all combustible iloor
there�under �rJithin a radius of ten feet shall be protecte� cv�ith
non-combustible cc�vering. All kettles and other open vessels
shall be provided ;a�rith substantial covers orranged to close
, autamatically in ca�e of fire or urhich can be easily and readily
placed in position. :
SECTION ,37. Rooms in d�hich C1ass I and II li�uids are
used in op�n vats, pans or other vessels, or in i�zhich Classes
; I, TT and II1 lic�?ids are heated or oth�rtlrise treated in such
manner as to produce flammable vapor, shal.l be v�ell ventilated.
Vuhere natural ventilation is not sufficient the Ch3.ef of the
Fire Deg�zrtment may re�v�.re forced ventilation v�Tith a vent openin�

of at least �0 sc�uar� inches in the tiYc?.1.1 at the flaor l�vel
near each open receptacle containing such liGuids, or each
heating device from v�hich v�pors may escape, and opposite to
any door or other air inlet. Such openings shall be covered
with 2x2 mesh No. 16 galvanized Uvire vaeb and shall b� kept clear
of a11 obstructions. From each vent opening a flue, of at least
20 s�uare inches area and of non-combustible materials, built
into t��e ��all ar floor or securely fastened thereto and sa arranged
as not to be subject to mechan�.cal injury, sha1l conduct to
� and through a sparkless ex:riaus� fan, to be run continuously, �id
whi,ch shall be of svfficient size to change the air in the room
com�letely ev�ry five minutes. A�l disch�.r�2 outlets oi vent
pipes shall be providect with l�;xl�? mesh or e�vivalent non-corrodi.ble
wire screen and shall be so loca�ed that tney j�Ti11 not expose
surroundi.ng property and shall be acceptablp to the Chief of
the Fire Depart�ent. xn.y other ecuivalent system of vsntilation
may be used. whe�? approved by the Chief of tne Fire Depart�nent.
SECTIOTv 38. �`here flamr�able li�uids are kspt, useci or handled,
dry' s�.nd, ashes� chemical extinguishers or other 2xtinguishing
d.eva.css or r��terials shall be provided in such ruQ.ntities and
�vitlz such pails, scoops and ot�.er firs appliances as may be
dir�cted by the Chief of tne Fire Departmen.t. h reasonable
cuantit�y of loose non-cor�bustible absorbents, such as sand or
ashes, shall be kept conven�ent for use in case of oi? leakage
or ov�rflow. �

SECTION 39. tiVithin the iimi�s given in S�ction 45, ba.rrels
and drums containing Class I, TI or ITT lirui�s stored outside
any building shall not be piled u�on each other nor stored in a

permitted in any such s�orage yard.
SECTI0�1 40. Drums or barrels far flamnable iiquids shall
nave caps, plugs a�d bungs re�laced imm�diately after package
is emptied.
SECTION 41. Tn all rooms or parts of buildings V�rhich contain
flammable Ii�uids in open containers or in v�hicn. the v�,pors
from flammable liGuids are present, or in ti�vhich flam�able l��uids
ar� used i.n any manufacturing process, the carrying of m�tches
is prohibited, and smoking shall be a misdemeanor. Suit��,ble
signs Iettered "Sit�iOKTNG PROHIBZTEll BY CRD��� OF THE ChIEF OF THE
FTR� D�P,�R.li��NTi� shall be displayed.
SECITOIV 4�. Fla.mmable liG,aids s�zall not be dra��rn nor
handled in the presence of open f"lame or iire, l�ut rr�ay be
dra��n and h�ndleu ��ahen lighting is by incandescQnt electri.c
lamps installed in complia�zcQ �vith. the 1�National Electrical
Code. 'i
SECTIQ�� 43. No po�table �vheeled tank for the handli.ng of
flam�able liGuids inside build�.ngs snall excepd si.xty gallons
c�.pacity. T�nks shall be of iron or ste�l, at least 3-1Gtli
inch thick� uvith all openings :�.t the to�a �.nd screenecl (prefer�:�ly
by 40x40 but not less than 30x30 non-corrodible ��ire raesh or
its e�uivalent) . U'Jheels shall be �ubber tirPd and tanks shall
be so hung as not to be I.ia.ble to be tipped over in ard�.nary
usage. Linuids shall be draifan fron tanks by means of tight
fitting pumps.
SECTION 44. No flarama.ble licuid shall be nandl��. ar stared '
ne�z� any open flame or fire. i

STOF'�:iGE T.ANKS--CAP.�ICITY, LOChIT01�1 ��.�D RESTI�ICTION.
� SEC'1IGi1 45. Excep� as otherv�ise p��mittsa i� this ordinance
the s�orage of ilammable 1.icuids shall be outside buildings in

urader-grovnd tanks or �.bove ground tanks, excegt that the storage
in tanks above ground shall not be permitted tvithan the fire lim�.ts
of the City of Renton, V�Tashington, as notiv established by ordin�.nce,
or �.s the same may hereafter bs established. by ordinance of the City.
Or any of the territory v�here above ground tanks are liable in case
of breakage or o�rerflow to endanger surrounding property or contents
thereof or to flow into water ways �vithin the City �limi�ts of said
city, unless said tank is proteeted by embankments or da.kes as provided
in Section 53 hereof. �
� SECTTQN 46. Tanks bura,ed underground shall have the top of the
ta.nk not less than 2 feet belou �he surface of the grovnd, and belog�

the level of any p3.p�,ng to which the tanks inay be connected, except
that� in lieu of the 2-foot cover, t�.nks may be bur3ed under 12 inches
of earth and a cover of re�.nforced concrete at least 6 i.nches in

off vertically and horizontally in an approved mc,.nner from oth�r floors ,I
of the n�ain buildin�, the gross capacity of tanks rriay be not exceeding
50,000 g�.11ons, ���7ith an indivicival tank capacity not exceeding 25,000
gallons, provided tYie insulati,ng sand specified under paragraphs (a) ,
(e) and (f) shall be increased to l� incres on sides and 18 inches
on top.
CHI3PTER VI PIP�.NG xI�D OTh�;R tiPPL1RT�INC�S.
SECTTON 55. All connections from tank to any house or subsurface
dr��.nage system shall be so arranged as to pr�vent the flov�r of flammable
licuid to any such system or th� leakage of any flammable gases from
such li�uid, or approved flammabl� li�uid collectors sha.11 be providecl
in sucll connection.
SECTIQN 56. An open or aU.tomatic�.11y operated galvanized iron vent
pipE v�ithout trap, araining to the tank, sha11 be proviclea for every
tank v�Thich may contain flammable vapor. The lower end of the vent
pipe shall not extend through the top into tYie tank far a c�is tance
of rnore than one inch.
Vent openings shall be screened (pref�rably by 40x40 but not less
than 30x30 non-corrodible v�ire mesh or its ecuivalent) a.nd shall be
of �ufficient area to per�it escape of air ar vapor during tne filling

operation. Vent openings, except those automa.tically operated, shall
in no case be less than on� inch in ciiameter. Screens sh�.11 be accessib�e
for examination, and removal. Vent pipes ahall be provided vaith

weatherproof noods and termin�te autside of building 12 feet above
top of fill pipe, or, if tight conn�ction is made in filling line,
to a point one foot a.bove the level of the top oi the highest reser-
voir from which the tanks may be filled, and preferably not less than
th�ee iee�t measured horizon�ally and vertically, from any ti5�indov� or
other bui�.ding open�.ng.
Individual vent pipes shall be provi.ded for each tank, except
�hat ��here a battery of �anks designed to hold the same class of
liGuids is i,nst�.11ed, the ver�t pipes ma.y be run into a main header.
In such case individual vent pipes shall be provi.ded 1°,�ith screens
betyreen tank and header and the connection to the header shall not
be less than one foot above thE level of the top of the highest
reservoir fro� v��hich the tanks may be filled. I
SECTION 57. kll draiv�ng-off pipes terminating inside of any I
builaing shall h�.ve valves at the discharge end; when delivery is by I
gravity, pipe sha11 have a shut-off valve (vvhich shall preferably be I�
of the automatically cZosing type) and in adciition shall have an �!
emergency valve. I
SECTIOI�i 58. tiVhere tanks are �bove groun� there shall be a val.ve
located near the tank in each pipe. Tn cdse tv.To or mo�e tanks are
cross-cannected there shall be a valve near each t�nk in each cross
cannection.
SECTION 59. Pumps delivering to or taking supply from above
ground storage tanks sha11 be provi.aed v�ith valves on both suction
and discha.rge of pump, and in delivering to tanks a check valve to
prevent flot� of licuid from tank to pump. Electric motors or internal
combustion engines shall not be pl�.ced ben�ath ta.nks or els�ti�here Vrithin
the line of vapor travel.
SECTION 60. Ifdhere underground tanks �.re used, all pipes carrying
flammable licL?itis, exce�t in dry-cle2�ning establisrments, sha11 pitch

towa.rd t�nks without any traps or pockets, and shall enter tznks at
the top.
SECTIa� 61. �11 piges used in systems for flammable Ii�uids
shall be of standard full weight brass, galvanized iron or steel, with
suit�ble brass or galvdnized �alleable iron or steel fittings. Tdo
rubb�r nor oth�r packings, and no flanges, shall be used. 2f unions
are used, at least ane face shall be of brass, with close fitting
conical �oints. Litharge and glycerin, shellac or other suitable ,
material shall be used on pipe joints. Outside piping shall be pro-
tected �.gainst any mechG.nic�.l injury vvhen vvi,thin 5 feet of ground'
level. Inside piping sha.11 be rigidly su.p�oorted.
SECTTON 62. Defective and leaking pipes shall be m�.d.e tight
imrnediately or replaced.
SECTION 6�. Piping carrying Cla.ss T and IZ J_ic�uids, un.less vritnout
joint or connections, shall not extend through any room v�hich contuins
any open light or fire.
SECTTON 64. The end. of the filling pipe for under�round storage
t�.nks for Class I and TT licuids shall be carried to a.n approv�d loca-
tion outside of any building, but not within 5 feet of any entrance
door, or cellar opening, and shall be set in an approv�d metal box
v�ith cover which shall be kept locked except durin� fillin� operations;
this filling pipe shal.l be closed by a scretiv cap. A non-cerrodible
screen strainer (preferably 40x40 mesh but not l�ss than 30x30 �esh
or ecuivalent) shall be placed in the sLpply enct of filling pipe.
SECTION 65. Deliveries of flamm�.ble li�uids of Class I ana II, ,
v�here p�actical, sha11 be m�.de directly ta the stora.ge tank through
the filZa.ng pipe by r�eans of a hose or pipe betv�een the filling pipe
and barrel, tank v�agon or tank car from u�rhich such Ziquid is being
dr av��n.
S�CITON 66. Except as permitted in Section 68, f1am�.able li�uids '

shall be dravy�n fram tanks by pumps so constructed as to prevent leaking
or splashing, or by some other system ��praved by the Cr,ief of �he
Fire Department, �ith cflntrolling 2ppar�:tus and piping sc arr�nged
as to all.o�r control of tre amoUnt of discharge a.nd prevent �.eakage
or discharge inside the building or any derangement of the system.
When inside a building, the pump or other dr�.rbing-off device shall be
located on or abave the grade floor, preferably ne�3.r �.n entrance or
other vaell ventilated place.
S�CTIUN 67. Except as permitted in Sect�?on 68, no tanks, drums
nor other cantainers inside a building, or dischG.rg�.ng insade a building,
shall be provi�ed +rrith �. fauce� or other botton-drativing czevice �:hich
v1i11 �ermit the gravity flo�Ar of licuids inside the bvilding. Pi�es
��a�l not termi.nate at any point lower than the Ievel of saurce sup�Zy.
SECTION 68. The Chief af the Fire Department may permit the
storage and gravity floU� of il�.mmable licuid in connection vvith �.omestic
oil burning eGuipments, in refineri.es, anct in manufacturing and jobbing
plants where the nature of the manufacturing process reGu�.res such
stoz°a�;e and flaw, and also the storage and gravity flow of commodities
oi Classes Tl and TTI in stores, plants and establishments, �vhere the
na.ture of the li�uid i�vill not permit pu�nping; provid.ed that the contents
of tanks holding Class I lic�aid shall be sufficien.t only for one d�.yt s
operation and such stor�ge shall be in a room in accordance vyith
Section 29.
SECTION 69. Supply to stationary internal-canibustion engines
using fla.mma.ble liGuids shall be by pumpir.g from tan�s located as
given in Section 46, and 47. ., .
SECTION 70. Tn ecuipments for the use of flammable li�uids as
a fuel u:nder boilers, furnaces, kilns, ovens, etc. , stora.ge tanks
shall be loc��ted as given in Sectian 46, 47 or 54.

SECTION 7�. No permit shall be grwnted for the establ�ishment of �'
a nev�� pla.nt or an addition to a pla.nt for disti.�ling or condensing �
w�thin the linits of the city until af ter a survey has been made by
the Chisf of the Fire Department and an investigation n�ade of all
hazardous conditions connected thereti��ith. 1.f there are no schools,
churches, hospitals or public halls w�.thin 300 feet, and na other
� buildings than those of the plant v�Ti.thin 150 feet of the propased �_ _
distilling or condensing pl�t, and (or) other conditions are consistent
with the spirit and intent of this crdinance, the Chief of the Fire

SECTTON 75. In new and existing plants, rooms in v�Thich Class T,
II ana TI:T licuids are stored or na,ndled in other than original cont�.iners,
sha.11 be heated by steam or hot uTat�r. Unpierced fire v��alls shall 'I
isolate fro� such rooms all steam boilers, furnaces or fires, ar any

keep a record of such wagons or vehicles, which shall be plainly
marked v�ith tneir record number. All faucets cannected to such tank
v��gons sha11 be kept locked or have hanale rQmoved �Jhen not in actual
u�se, such handle to be so constructed that it may not be r�moved
except vihen the faucet is tightl.y closed, and all measures a.nd
faucets shall be covered or ather�ise protected. ,

eonform with the orciinance recvirements and restrictions of Sections
26, 27, 29, 30, 3�, 33, 35, 36� �7, 38, 39, 40, 41, 42, 44. Taiaks
exi.stir�g inside build�ngs on date vf enactment of ordinance and of
la.rger cap�.city than pErmitted in Sect�,on 28 may be used for Classes
' II and ITI 13quids, provided th�.t reasonable safeguards are provided
� against in�ury to occupants of the building and to ad�oining

S�CTION 83. Jobbing plants, storehouses� retail stor�s and
paint and o3.1 stores shall comply with Sections 24, 25, 26, 27, 28,
29, 30, 31� 32, 37� 38� 39, 40, 41, 4�, and 44 and storuge and
piping except in ori�inal containers provided in Chapters IIx and IV.
SECTION 84, kny person who shall violate any section or any
provis3.on or re�uirement of this ordinance shall be guilty of a
mi�d���eanor and upon canviction thereof shall be #'ined in any sum
not exceeding �100.00 or imprisonment in the city �ail for not
exceeding 30 days or by both such fine �.nd imprisonment. I
SECTIQN 85. That Ord�.nance No. 414, passed and approved I1o�rember
2�, 1915, shall be and the same is her.eby expressly repealed.
