I. CALL TO ORDER
Tim Searing, Chair, called the October 9, 2007, meeting to order at 4:30 p.m.
In Attendance

Absent: Ron Regis

II. APPROVAL OF AGENDA
A motion was made by Michael O'Donin and seconded to approve the agenda
as presented. All were in favor, motion carried, October 9, 2007, agenda was
approved.
III. APPROVAL OF MINUTES
Cynthia Burns made a motion seconded by AI Dieckman to approve the
minutes as written. All were in favor, motion carried, the September 2007
minutes approved.
IV. ORAL COMMUNICATION

V. BOARD COMMUNICATION

VI. CITY COUNCIL COMMUNICATION
Terry Higashiyama presented the summer wrap up for the Department to City
Council on October gtn
VII. DISCUSSION/ACTION ITEMS
Peter Renner, Facilities Director, discussed the construction of the new Tiffany
Park Recreation Building, the funding, and green building techniques used. The
restrooms have vandal-resistant tile, stainless steel partitions, and no exposed
valves. To conserve energy motion sensor lights were installed and the hand
dryers in the restroom also have motion detectors. There is energy efficient
heating in the floor provided by circulating hot water. The windows are at a low

levei, allowing the recreation attendant to be able to see every play area in the
park.
Police Chief, Kevin Milosevich, was present. He introduced himself and noted
he had been with the City of Renton for twenty-two years. He explained the
police can only do so much; they look to the community for assistance. He
believes the addition of a Crime Analysis to their staff has led the department to
be more proactive rather than reactive. Since he came on board, the
Department has reorganized with a Special Operations Division.
Currently there is more partnering within the City between the various
departments. This summer if the temperature was over 75 degrees the Police
would call in overtime to assist and provide support at Coulon Beach. On the
4�' of July there were additional bike cops on duty to deal with the crowds and
parking challenges. The additional police presence seemed to discourage
problems that had occurred in the past.
Vandalism and homeless people in the parks is an on-going problem.
Members asked how to discourage thefts in their neighborhoods. Chief
Milosevich encouraged citizens to call in on any problems to ensure the Police
Department is aware of the problem. Michael O'Donin mentioned that in his
neighborhood it seemed to deter evening vandalism by all the neighbors turning
on their porch lights and participating in the Block Watch. Michael mentioned
that Cyndi Parks and staff do an excellent job. The Chief said he would forward
contact information to all the Board members. Larry Reymann remarked how
on-line reporting was helpful. Chief Milosevich indicated crime deterrents in
parks include good lights, keeping shrubs trimmed, and making sure the
landscaping provides good visibility.
VIII. Administrator's Report
Leslie Betlach, Parks Director, updated the board on the Boeing/City Trail
connection on Logan Avenue. Additionally, she spoke on the Park Board Field
Trip held on September 15�'. The tour consisted of four parks in Bellevue,
which included the Lewis Creek Park and Visitor Center, South Bellevue
Community Center, Robinswood Park, and the Mercer Slough Environmental
Educational Center. The Board members expressed their enthusiasm and how
impressed they were with the facilities. Tim Searing, Chairman, indicated being
aware of the budget,constraints and pitfalls are vital. At the November meeting,
it is proposed to have an expanded meeting to discuss the budget and election
results concerning the potential annexation and where our level of service
currently is at. The consensus of staff and the board is we do not have
sufficient funds to take care of our existing sites and fields. We need to look at
what is the best service for the dollars we have to spend. Additionally, we need
to look at long-term visioning and where do we want to go and partnering to

make that a reality. One solution could be a levy/bond issue. Now we need to
know how to get there.
IX. Old Business
Park Rules and Rectulations
Bonnie Rerecich and AI Dieckman led a sub-committee to review the current
park rules and regulations and modify as needed. A marked up version with
the proposed changes was distributed to the members in their packet and they
were asked to review prior to the next meeting. In November, any suggestions
or questions will be addressed.
X. Future Agenda Items
Possible alternate dates were discussed for the November meeting. Sandy will
coordinate available times for the members and room availability and get back
to everyone.
XI. Other Communication
The Park Board Status Report was updated and mailed out to members to
keep them up to date on current projects.
XII. Information
An informational history of the May Creek Greenway was distributed with the
monthly packets. A reminder was given about the Board Commission
Workshop to be held on October 29, 2007, at City Hall in the Council
Chambers. Jay Covington, Chief Administrative Officer, will be the facilitator.
An RSVP is appreciated.
XIII. Adjournment
Larry Reymann made a motion seconded by AI Dieckman to adjourn the
meeting. Ai were in favor, motion carried, meeting adjourned at 5:45 p.m..
