include pipes, swales,tanks,vaults,pands,and ather engineered structures designed to manage andlor
treat starrnwater on the Praperty. Stormwater BMPs include dispersion and infiltratian devices, native
ti-egetated areas,permeable pavements,vegetated roafs,rainwater harvesting s}=ste�-ns,reduced i�nperviat�s
surface coverage,and other measures designed tn reduce tl�e amount of stormwater ranoff on the
Property.
2. City of Renton shall have the right to in�ress and egress aver thase portions af the Property
necessary to perfarm inspections of tl�e stormwater faci(ities and BMPs and conduct maintenance
activities speci#ied in this Qeclaration of Covenant and in accordance with RMC 4-6-Q34.
3. If City of Renton determines that maintenance or repair wark is required to be done to any af
the stormwater facilities or BMPs,City of Rentan shall give notice of the specific maintenance andJor
repair u=ork required pursuant ta RMC 4-6-03Q. The City shall also set a reasanable time in which such

wark is to be completed by the Owners. If the above required maintenance or repair is not completed
within the time set by the City,the City may perform the required maintenance or repair,and hereby is
given access to the Property, subject to the exclusian in Paragraph 2 abovc,far such purposes. Written
notice wi11 be sent to the Owners stating tl�e City's intention to perfarm such work. This work will not
coNntnence until at least seven(�}days after such nUtice is mailed. lf, within the so]e discretion af the
City,there exists an i�nminent or present danger,the seven{7)day natice periad wi31 be��aived and
maintepanee andlor repair work wiil begin immediately.
4. If at any time the City of Renton reasonably determines that a storrnwater facility or BMP on
the Property creates any of the hazardous conditions listed in RMC 4-4-060 G or relevant municipal
successar's codes as applicable apd herein incorparated by reference,the City may t�ke ineasures
specified therein.
5. The Owners sl�ali assume al1 responsibility for the cost af any maintenance or repair work
coropleted by the City as described in Paragraph 3 or any measures taken by the City to address 1lazardous
conditions as described in Paragraph 4. Such responsibilit}' shall include reimbursement ta the City
within tnirty (30)days af the receipt af the invoice for any such�vork performed. Overdue payments will
require payinent of interest at the current legal rate as liquidated damages. If legal action ensues,the
prevailing party is entitled to recover reasonable litigation costs and attorney's fees.
6. The Owners are l�ereb}� required to obtain���ritten approval from City of Renton priar to
filling,piping,cutting,or removing vegetation{eacept in routine landscape maintenance}in open
vegetated storm��ater facilities(such as swales.c]Iannels,ditches, ponds,etc.).or performing any
alterations or modifications to the stormwater faciliiies and BMPs referenced in tl�is Declaration of
Covenant.
7. Any notice or consent required to be given or other�vise pravided tor by the provisians of this
Agreement shall be ef'fective upon personal delivery,ar three(3)days after mailing by Certified Mail,
return receipt requested.
$. With regard to the matters addressed herein,this agreement constitutes the entire agreement
between the parties,and supersedes all prior discussions,negatiations,and all agreements whatsaever

Maintenance Plan Goal
Bellevue 1T, LLC. will be responsible for the maintenance and operation of the
on-site stormwater facilities. The objective of the following ptan is to provide
the owner a manual for maintaining the on-site stormwater conveyance
system. The attached checklists will be used in maintaining the facilities.
Introduction/Svstem Overview
The onsite stormwater management facilities include an underground detention
system, five StormFilter units, catch basins, and stormwater conveyance
system. The underground detention system is tocated in the center of the site.
The two StormFilter units are located on the north and south sides of the
detention system, within the parking area. The sites catch basins and
stormwater conveyance system are located in various places around the site.
All facilities were designed for no onsite infiltration and therefore discharge
completety off the site.
A site ptan with the locations of the stormwater facilities is provided and can
be found on the next page.

Refer to Appendix A for detailed drawings of the Detention system, StormFilter
units, and other storm drainage structures.
The on-site storm system requires regular maintenance. The conveyance
system must be inspected after large storm events. Leaves and debris shall be
swept clean of the catch basin grates. Sumps of the catch basins must atso be
cleaned periodically. Bellevue TT, LLC. will be the entity responsible for the
maintenance of the onsite storm system. The address and contact information

The maintenance standards are used as inspection forms for the system and its
associated components. Record the date each time an inspection is completed
and note any problems and actions taken, records of inspection and
maintenance must be kept for three (3) years. A sample maintenance log is
provided at the end of this document. Keep completed forms with the
Operations and Maintenance Manual at the manager's office at all times.
Bellevue TT, LLC. shall keep the Operations and Maintenance Manual avaitable
for maintenance personnel. City staff may request to review the maintenance
forms as a part of their inspection process. Some components or facilities do
not need to be looked at every time an inspection is conducted. Use the
suggested frequency at the left of each item as a guideline for activities to be
completed with each inspection.
A brief description of each stormwater facility and its function is provided
below:
• The detention system is shown in Appendix A. The system is designed to
collect stormwater and attenuate the flowrate being discharged from
the site, mirroring a predeveloped condition.
• The StormFilter units are shown in Appendix A. The unit is designed to
collect stormwater from the pollution generating impervious surfaces
and treat by fittering the water through its specialized filter media.
• A catch basin's function is to collect, convey, and temporarily store
stormwater sheet flow or stormwater conveyance. The catch basin is a
concrete or plastic box or cylinder that wilt have a grate to allow
stormwater to flow into the drain.
• Conveyance pipes are located underground and are connected to catch
basins. Conveyance pipes use gravity to convey stormwater downstream.
Pollution Source Control
In addition to regular maintenance, Beltevue TT, LLC. shall be responsible for
controtting potential pollutants at their point of use or generation. Pollution
source control is the application of pollution prevention practices to prevent
contamination of stormwater runoff. The plan of action witl include etements
such as a centralized area for any storage of equipment, lubricants, pesticides,
etc. which may be stored on site. The owner may elect to follow the detailed
guidance on control of sediment pollutants as outlined in the DOE Manual. The
most important practice is to ensure that no hazardous wastes, such as oil, witl
be dumped into the storm drainage system.
The attached checklists indicate maintenance actions which must be performed
to keep the system in proper operating condition. The facility-specific
maintenance standards contained in this section are intended to be conditions
for determining if maintenance actions are required as identified through
inspection. They are not intended to be measures of the facitity's required
condition at alt times between inspections. In other words, exceeding these
conditions at any time between inspections and/or maintenance does not
automaticatty constitute a violation of these standards. However, based upon
inspection observations, the inspection and maintenance schedules shall be
adjusted to minimize the length of time that a facility is in a condition that
requires a maintenance action.
An estimate for maintaining each stormwater drainage system has been
provided betow. These values are an estimate and are subject to change. The
estimate shall not be considered the final cost of maintenance for each system
and is estimated to be the cost of a single unit.
1. Underground Detention System:
a. For the underground detention system maintenance will include
vactoring the detention system, the cost for this maintenance
activity will vary depending on the tevel of sediment required to
be removed.
2. StormFilter Unit:
a. For each StormFilter cartridge it is estimated to cost
approximately $100 to maintain.
3. Catch Basin:
a. For each catch basin it is estimated to cost $600-800 to vacuum,
pressure wash, replace fitter, and dispose of waste.
Maintenance tasks and frequencies of each task for each facility are provided
on the next page.

instructions for Use of Maintenance Checklists
The following pages contain maintenance needs for most of the components
that are part of the onsite drainage system, as well as for some components
that may not be part of the onsite drainage system. Inform the City of Renton
if there are any components that are missing from these pages. Ignore
requirements that do not apply to the onsite system. A checklist should be
compteted for all onsite system components on the following schedule:
(1) Monthly from November through April.
(2) Twice a year for catch basins, preferably once in late summer
(September) and in earty spring.
(3) After any major storm (use 1-inch in 24 hours as a guideline).
Use photocopies of the Operation and Maintenance Manual to check off any
problems found with the onsite stormwater facilities every time an inspection
takes place. Add comments on problems found and actions taken. Keep the
"checked" sheets fited for future reference, as they will be used to write an
annual report. Some items do not need to be looked at every time an
inspection is done. Use the suggested frequency stated for each item as a
guideline during inspection.

Instructions for Use of Maintenance Checklists
The foltowing pages contain maintenance needs for most of the components
that are part of the onsite drainage system, as well as for some components
that may not be part of the onsite drainage system. Inform the City of Renton
if there are any components that are missing from these pages. Ignore
requirements that do not apply to the onsite system. A checklist should be
completed for all onsite system components on the following schedule:
(1) Monthly from November through April.
(2j Twice a year for catch basins, preferably once in late summer
{September) and in early spring.
(3) After any major storm (use 1-inch in 24 hours as a guideline).
Use photocopies of the Operation and Maintenance Manual to check off any
problems found with the onsite stormwater facilities every time an inspection
takes place. Add comments on problems found and actions taken. Keep the
"checked" sheets fited for future reference, as they will be used to write an
annual report. Some items do not need to be looked at every time an
inspection is done. Use the suggested frequency stated for each item as a
guideline during inspection.
