MINUTE S
1. CALL TO ORDER: The July 15,2009, Special Meeting of the Library Board at the Renton
Public Library was called to order at 7:00 pm by Acting President Peter Hartley.
2. APPROVAL OF AGENDA: The purpose of this Special Meeting was to consider the proposed
Ordinance stating the City's intent to join the King County Library System(KCLS) and to
develop a recommendation to the City Council on passage of that Ordinance. No other business
was transacted.
3. REVIEW OF MINiJTES: None.
4. PUBLIC COMMENT: None.
5. COMMUNICATIONS: None.
6. FINANCIAL REPORT: None.
7. MONTHLY REPORT: None.
OLD BUSINESS: None.
9. NEW BUSINESS: Board Members discussed the proposed Ordinance, and each stated their
opinion. Member Amy Pieper,who was unable to attend the meeting, submitted her opinion via
e-mail. All concurred that placing the question of whether to annex to KCLS before Renton
voters was the appropriate action at this time. However, John DuBois stated that he would be
abstaining. He could not vote against asking the voters to decide, as he believes annexation is
the only viable alternative at this point,but he also could not vote in favor. He explained that
financial decisions made by the City in prior years resulted in inadequate support for the library,
creating the current gap between the library services provided to the community and the level of
services we should be providing, and that has created the necessity of annexing to make those
services available.

It was moved that the Library Board transmit to the City Council a recommendation for passage
of the Ordinance stating it is in the best interest of Renton to join the King County Library
System and placing the question of annexing Renton to the KCLS district befare Renton voters,
and that the Ordinance be transmitted to the KCLS Board of Trustees for their consideration.
Peter Hartley and Heather Nugent voted yes,John DuBois abstained. Amy Pieper concurred
with the yes votes via e-mail.
10. ADJOURNMENT: The meeting adjourned at 8:00 pm. The next regular meeting of the Library
Board is scheduled for 7:00 pm,Thursday, August 13, 2009, at the Renton Public Library.
