MINUTES
1. CALL TO ORDER: The June 11, 2009,meeting of the Library Board at the Renton Public
Library was called to order at 7:OOpm by Acting President Peter Hartley.
2. APPROVAL OF AGENDA: Amy Pieper MOVED THAT THE AGENDA FOR June 11, 2009,
be approved. SECONDED by John DuBois. The motion CARRIED.
3. REVIEW OF MINiJTES: John DuBois MOVED THAT THE MINLJTES OF Apri19, 2009,be
approved. SECONDED by Amy Pieper. The motion CARRIED.
4. PUBLIC COMMENT: None.
5. COMMiJNICATIONS: None.
6. FINANCIAL REPORT: The Expenditure Status Report for Apri12009 was distributed. The
May report is not yet available from Finance and will be distributed at the next meeting.
7. MONTHLY REPORT: STATISTICS—May 2009 statistics were distributed. Library usage
increased 12 percent over May 2008.
8. OLD BUSINESS: 2010 BUDGET—City revenues continue to decline, and there is a significant
shortfall projected far next year's operating budget. Managers are preparing three different
budget offers representing current service level, a reduced service level, and the
mandatory/minimum service level. The library staff is looking at processes and procedures to
determine where efficiencies might be implemented that would result in improved workflow
and/or cost savings.
On June 1,the City received a payment from King County Library System(KCLS) of$511,000
for the Benson Hill annexation. These payments are the funds used to pay the cross-use fee for
the reciprocal borrowing agreement with KCLS. The funds will also help maintain the library
budget until Renton Citizens have an opportunity to decide whether or not to annex to KCLS.

MASTER PLAN—City of Renton and KCLS Administrators have been working on an Inter-
local agreement for the possible annexation of the Renton Public Library to KCLS. Among other
issues,the agreement states that all Renton Library Staff who are working regular hours will be
offered positions with the district. Staff not working regular hours will be offered a place in their
substitute pool. John DuBois suggested an addition to the agreement that `KCLS would bargain
with their Union in good faith as per the agreement' on behalf of Renton employees. The Inter-
local Agreement will be discussed at the Committee of the Whole meeting, July 6.
The roll of the Renton Library Board after annexation will be clarified. KCLS is supportive of
local boards and appreciates their advice on local issues,but does have its own governing board.
The City of Renton has hired a consulting firm to gather information and develop talking points
to help educate Renton Residents about the proposed annexation without violating the
restrictions on use of public funds for advocating a position on a ballot measure.
PROJECT UPDATES: Outreach Librarian,Kristine Baker, is continuing to increase outreach to
residents through increased homebound service, school visits, and school-children's tours of the
library. She has taken the lead on developing an Adult Summer Reading Program and Photo
Contest,both with great prizes.
Children's Librarian Jessica Marie and Assistant Director Aaron Oesting have created an
excellent homeschooling page on the library's website.
9. NEW BUSINESS: Board Vacancies—Kelly Bailey has resigned his position that is scheduled to
expire June 1,2013. The Youth Board Member position also remains open.
10. ADJOURNMENT: The meeting adjourned at 8:49pm. The next regular meeting of the Library
Board is scheduled for 7:OOpm,Thursday, July 9, 2009, at the Renton Public Library.
