Meetinq Minutes
January 6, 2009 Renton City Hall
4:30 p.m. Council Conference Room
Municipal Arts Commissioners Present: Patricia Pepper, Jerri Everett, Valerie Gower, Doug Kyes, Fred
Lund, Linda Middlebrooks, Mike O'Halloran, Britt Peterson, Evelyn Reingold, Wesley Van Doren and
Denise Zullig.

CALL TO ORDER: Commissioner Pat Pepper called the meeting to order at 4:30 p.m.
APPROVAL OF MINUTES: The Commission motioned to approve the December 2008 minutes. Linda
Middlebrooks requested that under Community Development in the Action Item we explain Anime, the
Japanese word, put in parentheses Japanese animation style. The Commission motioned to approve the
December 2008 minutes as edited. MOVED BY Fred Lund, SECONDED BY DOUG KYES.
COMMISSIONERS CONCUR, MOTION CARRIED.
CORRESPONDENCE AND ANNOUNCEMENTS: Commissioner Lund distributed mail to RMAC.
Items of Note:
• Evelyn Reingold brought Seattle Art Museum brochure on School & Educator Programs. She
believes Renton is not taking advantage of programs offered. She noted on the back cover was a
Teachers' Resource page. Stated we should encourage teachers in Renton School District to
become satellites, it is a free resource. Linda Middlebrooks asked if it was sent out to schools and
recommended it should be placed in schools and we should bring attention to it. PTA roundtable for
Renton might be able to help get the word out. Send information formally to Superintendent as an
idea for partnership. The Art Docent program matches Washington State curriculum. Information

foster these partnerships through personal contact, Doug Kyes will work with Evelyn on this project.
Team attack program at Art Museum,we should develop partnership. First research the cost and
possibly offer matching fund grants. PTA's good places for funding this type of project.
• Seattle Art Museum, Betty Bowen Award recipient, Isaac Layman, a young photographer received a
cash prize of$15,000. Seattle Channel 21 feature called Art Zone where you can find his interview.

one time.
• SoCo Culture, City of Burien and 4Culture are doing an interesting art project. 3 acres of
undeveloped land will be uses for oversized sculptures. Two done by artist who was a participant in
the Burning Man Arts Festival. ww�N.burninqman,cc�m. Cooperative effort with architect and Burien
Arts Commission. Allows them to develop large pieces and develop vacant spaces.
• Fred Lund passed around information from various arts organizations and commented that there is a
lot of money out there being donated to art.

• 4Culture January 22 next meeting
• Linda Middlebrooks mentioned SoCo Culture meeting January 7 at 12.30 pm at the Kent historical
society.

1. Doug Kyes talked to VJ and Chris and they are in favor of RMAC taking over a season at IKEA PAC.
City has auditorium 5 nights per year. Check if this is correct and verify availability. Discussion
ensued on how it might work. RMAC support events already scheduled, possibly Fall 2009. City
Band, Ballet, Rainier Symphony, maybe children's show. Contact Jim Kelly for more information.
Terry Higashiyama& King Parker on Board and want to do something. Mike O'Halloran to join IPAC
advisory meetings to learn more. Check history of giving grants to events. Contact Charlie Rathbun,
4Culture, Site specific performances.
2. Jennifer Davis Hayes asked if anyone could attend next 4Culture meeting on January 22.
Visual Arts: Committee Chair Britt Peterson
Did not meet due to weather.
• Artist Receptions: Postcard available soon to promote future artist receptions
• New artist at Carco—add details
• Any progress on accepting art policy? Britt Peterson asked if there were any other cities who have
this kind of policy so we can start with something. Gifts to City are different to gifts through RMAC.
Jennifer Davis Hayes will follow up on any City policies for accepting gifts. Kent doesn't have a
policy, they follow call for artist criteria. In past RMAC has reviewed Call for Artists such as Garage
Project. Doug Kyes made several pieces for the City. Info will be forward to committee to review.

• Infrastructure, meeting time, R & D, Wesley interested in building structure to receive money. He
has been reading and researching. Build future for Renton with possible mural project. Heroism.
Murals & pictures. Art plays a huge part in Economic Development. Use art for inspiring and
bringing community together. Neighborhood associations are interested in art. Wesley Van Doren
& Evelyn Reingold met with architect on Rainier project— RMAC should work with bid process and
enter into it early on. Create alliances to interface with city.
• Denise Zullig & Jennifer Davis Hayes met with transportation staff regarding Rainier Avenue
Improvement Project which is in the design stage and will start construction in 2010 at the earliest.
The Commission received copies of the design concepts which include potential art projects. The
amount of art included in the actual project will depend on the cost of the project, which is unknown
until the project is bid. Transportation staff will present more information to the Arts Commission
when the design is at 30% stage. They also talked about the possibility of art for Shattuck, which
could include four cows. There is no money allocated currently but the Commission showed
interest in collaborating on a project. There are gateway signs also planned at Grady and Duvall,
but design has not been decided.
• Pat Pepper suggested committees look for closure on some of these items discuss such as the
policy for accepting art.

Commission Budqet
Jennifer Davis Hayes passed around brochure from a RMAC grant recipient. Jennifer asked opinion
on grant process and what happens in the grant proposed budget doesn't match how they spend the
money. RMAC felt grant recipients should be accountable for how they spend the money and if there
is an exception they should come back to RMAC to request changes. RMAC has a public
responsibility to track budget monies. RMAC will update their application process to make policy clear
prior to assigning money in future. When grant monies are given it must be stipulated that if monies
aren't shown by a certain time then the grant will default. They will only be paid for what they produce.
Documentation and project report shouid be submitted to RMAC within 30 days of project completion.
Documentation for all projects should be submitted to RMAC by October 31, projects after October 31
will be given a specific date for documentation submission.
Grants:
• Mid January send letter out for grants
• Organizations can meet and submit applications by end of February
• RMAC board review in March and vote April 7th meeting.
Commission Retreat
Tuesday, January 13 4:30-8:30. Jennifer Davis Hayes passed out parking permits for Southport and
briefed RMAC on location. Master Plan will be discussed at Retreat.
• Review of Goals/Accompiishments—submit 2008 Annual Report and present to Council. RMAC
would like to make a speciai presentation to council. People-to-people presentation is powerful.
Visual cues help catch the eye. PowerPoint could run in background during presentation.

- Inventoried city-owned two-dimensional art
- Include 2009 goals on Action Item list for monihly meetings.
NEW BUSINESS:

Art Organization meeting calendar was presented.
Art Events Calendar- Reviewed event list and will proceed to finalize and put on web
Mike O'Halloran talked about Arts Day on February 3, 2009 and he will organize meetings with Renton's
legislators. Mike O'Halloran, Pat Pepper, Doug Kyes, Evelyn Reingold,Wesley Van Doren, Valerie
Gower, and Fred Lund are interested in attending the day in Olympia. Vivienne Lietz to send list of
Legislators.
Pat Pepper asked if we had any documentation from the arts organizations we joined. Washington State
Arts commission does not require membership; Commissioners can sign up individually for newsletter.
You can be a community partner with SAM— RMAC will review and decide whether to sign up.
Jennifer Davis Hayes made announcements:
• "A night of Recognition"see flyer in packet
• Arts and Culture Registry will go on web soon.
• Update on art in interview room at City Hall—Police Department is concerned with framed print art
being used as a weapon and suggested a mural that is Police oriented such as a logo. RMAC decided
not to go ahead as it doesn't sound like the art project that was initially presented to commission.

Fred Lund showed Renton Magazine with Barb Nilson featured. She mentioned an interest for a gallery
in Downtown Renton and Fred thought there might be a possibility for a gallery in the new loan building of
First Savings Northwest. Gerry Edtund, prior Arts commission, is on Board of Directors.
Adiournment: The January 6, 2009, meeting was adjourned at 6:30 p.m. The next meeting will be on
Tuesday, February 10, 2009 at 4:30 p.m.
