RENTON MUNICIPAL ARTS COMMISSION Meetinq Minutes August 4, 2009 Renton City Hall 4:30 pm • Conferencing Center(7`h Floor) Municipal Arts Commissioners Present: Patricia Pepper, Dalia Amin, Jerri Everett, Doug Kyes, Fred Lund, Mike O'Halloran, Evelyn Reingold,Wesley Van Doren and Denise Zullig. \ Municipal Arts Commissioners Absent: Britt Peterson, Linda Middlebrooks and Valene Gower City Staff Present: Jennifer Davis Hayes, Community& Economic Development Vincent Orduna, Community Services Department Judith Subia,Administrative Secretary, Community&Economic Development CALL TO ORDER: Chair Patricia Pepper called the meeting to order at 4:30 pm. APPROVAL OF MINUTES: DOUG KYES MOTIONED TO APPROVE THE JULY 7 MINUTES. SECONDED BY EVELYN REINGOLD. COMMISSIONERS CONCUR, MOTION CARRIED. PUBLIC ART PIECE OF THE MONTH: Denise gave a few clues for this month's public art piece. Clues included: smaller than a breadbox, green, holds flowers, and is in the Mayor's office. The piece was awarded with the Governor's Arts Award in 1972 for Carco Theatre. The art piece of the month is the Dale Chihuly Vase. Currently, the Chihuly Vase is in the Mayor's Office, moved from the display case at Carco Theatre. The City Council has also inquired about the silk flowers that are in the display case in Carco Theatre lobby. It was suggested that the flowers should replaced by art from Uptown Glassworks. DOUG KYES MOTIONED TO RETURN THE CHIHULY PIECE TO ITS ORIGINAL LOCATION AT CARCO THEATER AND BE PLACED NEXT ITS CERTIFICATE. ROTATING ART FROM UPTOWN GLASSWORKS SHOULD BE PLACED IN THE DISPLAY CASE IN THE MAYORS OFFICE. SECONDED BY MIKE O'HALLORAN. COMMISSIONERS CONCUR, MOTION CARRIED. Jennifer Davis Hayes will talk work with the Mayor's Office and Uptown Glassworks to implement. Evelyn suggested that a story regarding this change be mentioned in the Renton Reporter. CORRESPONDENCE AND ANNOUNCEMENTS: Fred Lund distributed mail highlighting local art events. OLD BUSINESS: Local Arts Aaencv • 4Culture: Jennifer attended this meeting where the economic stimulus grant was discussed. The City is appiying for additional funding for the Master Plan. The Arts&Culture Master Plan Request for Proposals (RFP)was published and proposals are due on Friday. Jennifer Davis Hayes said that a new version of"Public ArY' brochure needs to be developed. The Commission is looking at a 3 month deadline. Resource Development: • The group did a field trip to Logan Ave S; the first official meeting is today after the Commission meeting. Denise Zullig reported on the Logan Ave N project,where they did a walkthrough of area. The walkthrough requested in the request for approval to hire consultant to make an assessment of public art possibilities. Doug Kyes is against the proposal; he feels RMAC should be the consultants. RMAC should choose the art and artist can pick location. Fred Lund feels we need a consultant to give us more credence. The consultant won't choose art, but show limitations. Patricia Pepper thinks choosing a consultant to choose space and provide expertise will help RMAC make better choices. Evelyn Reingold would like to put out an RFP for the consultant work,though City departments should do the work. Jennifer Davis Hayes pointed out there are different skill sets for consultants discussed. The City staff cannot provide these services to the level the Commission desires. RMAC may be able to hire the firm working with the Transportation Division to implement the art plan and RMAC could work with them closely. Vincent Orduna said that having a consultant will help to address the roadblocks placed on projects. A consultant can make recommendation for art along roadways, what looks good,what may obstruct view and give choices for appropriate pieces. Mike O'Halloran thought involving the Transportation Division is a good idea. They could also advise what can be used. Jennifer Davis Hayes stated a consultant would have to do the work since the City does not have the capacity. She suggested that W.H. Pacific might be able to recommend a firm. Others suggested that we explore consulting services through 4Culture. Evelyn Reingold made a motion to hire a consultant for 50 to 60 hours, not to exceed $5,000. Mike O'Halloran amended that amount to$4,000,then�accepted the proposal and the motion carried. • 4Culture grant due in October. Previously grant funds went towards the Teen Musical. RMAC will write the grant and is looking for ways to work with other organizations to support the Teen Musical. Grant funding from the 4Culture grant and RMAC annual grant contributes one-third of the Teen Musical revenues. To comprise,we could reduce grant funds but will continue to fund the Teen Musical at a lesser amount to be determined. If you want to work on the grant, contact Wesley Van Doren. Partnership Communitv: No meetings have happened yet, but we need to keep working to find a time. Valerie is unable to be the lead. Executive Committee: No updates. Master Plan: Submissions due on Friday this week. Renton River Davs: The Commission debriefed about the event: Four winners for the kid's art contest. They were awarded gift baskets. Next year, suggestion to do something with art and post it online. Suggestion to buy a RMAC canopy which could be used for other events. Others thought this was an unnecessary expense for a once a year event. Explore button making next year. Explore ordering a new banner and utilize a sandwich board. Overall, this was a very successful event. If you have more suggestions,contact Dalia Amin. Outstandinq qroiects and proiects status • Doug Keyes shared his painting of"Four Cows Wide Tunnel"commissioned by Bob McCorkle. • The Carco Theatre display will close the week of August 17�h. Fred Lund and Britt Peterson will work on details for next display; an artist has already been selected by Fred. Site Specific Art: No update. Eduardo Mendoca will play at the Farmer's Market. There will be 4Culture auditions at Carco Theatre on August 2g`n Instrument drives for schools: No update. Commission Budaet: Submit your Renton River Days reimbursement requests to Jennifer Davis Hayes. NEW BUSINESS: Seattle Opera's Young Artist Program presents an opportunity to work with youth and pertorm at Carco or Renton IKEA Performing Arts Center. Is RMAC interested in the program? RMAC would be asked to contribute funds and work with Renton School District to bring performance to Renton. Commissioners suggested sharing the proposal with RSD at the meeting next week to see about interest. If they like the program, can explore for next year. There are no resources to allocate at this time. Adiournment: The August 4, 2009, meeting was adjourned at 6:48 pm. The next meeting will be held on Tuesday, September 1,2009 at 4:30-5:30 PM.
