Site Assessment at the above referenced site. Written authorization to complete our work was given by Mr. Jack Willing of Lyle Homes(ADAPT Proposal No. P-1841,dated April 10,2001). BACKGROUND ADAPT previously completed a geotechnical assessment of the above mentioned property in April, 2000 (ADAPT Report No.WA00-4139,dated May 3,2000). The assessment included advancing eleven(11)test pits and three infiltration pits across the site to depths of up to approximately 14 feet below ground surface (bgs). The test pit locations are depicted on the enclosed Site and Exploration Plan,Figure 2. In general,the �' test pits disclosed up to approximately one foot of topsoil overlying loose grading to medium dense,moist to damp(locally wet), fine sand with variable silt and gravel. These soils extended to the full depth explored in test pits TP-1, TP-4, TP-7, and TP-10. These soils were underlain in test pits TP-8, TP-9, and TP-11, advanced on the western portion of the site,by very dense,moist, gray, silty,gravelly sand interpreted to be glacial till that extended to the full depth explored (up to 13 feet bgs). The upper sands were underlain and/or interbedded with silt-rich deposits at depths ranging from approximately 6'/2 to 9 feet bgs in test pits TP-2, TP-3, TP-5, and TP-8, located on the southern portion of the parcel. Test pit TP-6, advanced on the central portion of the site,disclosed 8 feet of variable loose to medium dense silty fine sand with gravel with organics, interpreted to be uncontrolled, rrian-placed fill materials, that extended to a depth of about 8 feet bgs. These soils were underlain by a one-foot topsoil layer and the previously described native sands that extended to the full depth explored (up to 14 feet bgs). The soils encountered in the explorations did not e�chibit obvious signs of contaminant impacts,such as staining or odors. 800 Maynard Avenue South LSI-ADAPT Tel(206)654-7045 Suite 403 Fax(206)654-7048 Seattle,Washington 98134 www.adaptengr.co LSI -ADAPT At the time of the public hearing for the proposed residential development, local residents stated that the current owner of the pmperty has stored hazardous materials on the property, such as petroleum products, and disposed of concrete onsite. No information we were able to obtain indicated that previous analytical screening or testing of soil or groundwater had been perforrned on the subject parcel. It is our understanding that the hearing examiner stated to Lyle Homes that it would be prudent have a subsurface environmental assessment completed on the property to assess the presence of potential contaminants in the subsurface. PURPOSE SCOPE OF WORK The purpose of this phase of work was to visually evaluate locations where potential hazardous chemicals aze currently or may have been used, stored,or disposed, and assess the condition of the soils in the vicinity of the possible on-site contaminant sources. This initial phase of work involved completing a visual reconnaissance of the parcel to assess potential , locations where contaminants may have been or are currently stored. Based upon the results of the reconnaissance, ten (10) hand augered soil borings were completed across the parcel. The borings were advanced to depths of up to 5'/z feet below ground surface (bgs). Each of the borings were continuously logged by an ADAPT environmental geologist. Selected soil samples from the borings were screened with a photoionization detector(PID) equipped with a 10.6 eV lamp. The PID is capable of detecting the � presence of volatile organic compounds, such as gasoline constituents and some chlorinated hydrocarbons. Selected samples collected &om each boring were collected in laboratory-prepazed jars and were subsequently placed in a chilled cooler until they could be transported to an analytical laboratory under ADAPT's cbain-of-custody procedures. Selected soil samples collected from the explorations were analyzed for gasoline through motor oil-range total petroleum hydrocarbons (TPH) by Washington Department of Ecology Method Northwest TPH — Hydrocarbon Identification (NWTPH- HCID). RESULTS Surface Conditions The site is located at 2401 Northeast 20`� Street in Renton, Washington, Washington. The subject properiy is a rectangular-shaped parcel that covers approximately 3.40 acres. The property is generally characterized by a gently sloping northern portion that slopes down to the central portion of the property from the east sides. The eastern margin of the parcel adjacent to the existing house at 2401 NE 20�'Street is marked by a 6-foot high rockery. The southem half of the pmperty is characterized by an upper terrace at the southeast corner,which grades down moderately to steeply toward the northwest. This slope becomes steeper moving toward the north. The central portion of the parcel is marked by a high area,which appears to be related to a - man-ptaced stockpile of fill soils. The western portion of the property is developed with a house with a ' basement, detached garage and several small sheds, along with two dilapidated houses and two small sheds. The northem half of the parcel slopes down gently toward the northwest. The existing residence at 2401 NE 20'�Street supports a landscaped yard with a manicured lawn. We observed two dilapidated house or shed structures,old crane truck and a bull dozer,as well as two other small sheds on the northwestern portion of the property. A stockpile of paver-type bricks and a small amount of concrete were observed near the northern margin af the site. We also observed severa155-gallon drums, including four drums adjacent to House No. 2, and a drum and an unearthed former underground storage tank(US'I')near House No. 1. We also observed small containers of paint products two partially full 55-gallon drums, and at least four 55-gallon drums in a burn pile associated with the sheds due south of the existing residence. We observed several one-gallon, 5-gallon containers, and a few 55-gallon drums of oil product (motor oil, hydraulic fluid, transmission fluid, and concrete form release compound) within shed nos. 1 and 2, along with surficial staining on the floors. We did not observe any azeas of surficial staining elsewhere on the site. We also did not observe any other evidence of significant recent or historic storage, handling or spillage of hazardous materials on the site. Subsurface Conditions The hand boring exploration locations are depicted on the Site and Exploration Plan, Figures 2. The hand boring explorations were advanced to depths of approximately 5%z feet bgs. Soils conditions were generally consistent in all of the borings. In general,the soils consisted of dazk brown grading to tan-gray fine sand with a trace to some silt that extended to the full depth explored. The soils encountered in these borings did not exhibit obvious signs of contaminant impacts, such as stains odors, or measurable PID readings. Copies of the hand boring logs are included in Appendix B. Analytical Test Results i Shallow soil samples collected from the hand borings did not e�chbit detectable concentrations of gasoline ' - through lube oil-range TPH by Ecology Method NWTPH-HCID. Analytical Test results area summarized on Table 1,and analytical test certificates are included in Appendix C. CONCLUSIONS During our April 25, 2001 site visit, we observed containers of hazardous materials at four locations on the properiy. These materials were stored in 55-gallon and 5-galloon containers and appeared to contained petroleum products, including motor oil, hydraulic oil, lube oil, and possibly diesel fuel. We also observed old heavy equipment parked on the site. Surficial staining was apparent on the floors of the two dilapidated houses. $ased upon the results of our current site work, soil samples screened from our site hand borings (HB-1 through HB-10) did not exhibit obvious signs of contaminant impacts. Also, eight (8) selected soil samples did not e�chibit detectable concentrations�of gasoline through motor oil- LSI-ADAPT Job No.WA01-6224 Page 3 May 7,2001 LSI -ADAPT range total petroleum hydrocarbons (TPI�. Also, we did not observe evidence of any ASTs or USTs on the property. Finally, fourteen (14) excavations completed for our previous geotechnical evaluation did not reveal the presence of stained or odorous soils. It is our understanding that the site is planned for redevelopment into a residential subdivision. In our opinion, it would be prudent to properly remove and dispose of the remaining hazardous materials on the property. Even though our assessment did not encounter evidence of a significant release of contaminants onsite,this does not preclude the possibility that minor isolated areas of impacted soils may be encountered during redevelopment. If such conditions are revealed during redevelopment, we recommend retaining ADAPT to help characterize and remediate such soils,if they are encountered. LIMITATIONS T'his report has been prepared to aid in the evaluation of the site. Our conclusions and recommendations have been prepared in accordance with generally accepted professional engineering principles and practices. We make no other warranty, either expressed or implied. Our conclusions aze based on results of field explorations in a limited portion of the subject site, and on our interpretation of analytical results. If in the future condirions are encountered that appear di�'erent from those described in this report, we must be notified so we may review and verify or modify our recommendations.
