Minutes
February 2, 2006 meeting minutes were approved as written.
CORRESPONDENCE/ANNOUNCEMENTS/CLIPPINGS
Clippings:
l. "Walkabout Springbrook Trail" article from Seattle Times newspaper dated
February 9, 2006.
2. Washington State Department of Transportation pamphlet on I-405 Corridor
Program, Congestion Relief& Bus Rapid Transit Projects dated February 2, 2006.
3. `New-and Improved' Bicycle Map Is Now Available, article in Renton Reporter
(March 1-14, 2006). King County Bicycling Guidemap is now in circulation.
4. "Inspector Wants Filtering System for Wetland" article in Renton Reporter
(March 1-14, 2006). Article relates to the Black River Riparian Forest.
5. Bob Elliot mentioned an on-line article from King County Journal relating to
proposed Springbrook Trail on Wetlands.

OLD BUSINESS
1. The draft of a letter from Bob Elliot to the City discussing the Hardy and Rainier
Avenue Street Improvement Program—the Committee agreed to table further
discussion until next month.
2. Review letter on 7`t' Street Route—the Committee agreed to table further discussion
until next month.
3. Flooding on the Cedar River Trail near Ron Regis Park: Terry Flatley reported that
there have been some measures taken to control the water. The city has rented large
plastic barricades which are wrapped with an erosion control barrier. The plastic
barricades are hollow and are being filled with water to make them heavy, in
addition to being staked down. These barricades along with the use of sand bags
will keep the water from coming onto the trail. A study on drainage problems and
how to correct them will be conducted in 2006.
NEW BUSINESS
1. Pete Maas asked for a volunteer to attend the next Park Board Meeting. Jean
Hobart volunteered to go to the March Park Board meeting.
2. Sidewalk Program: Keith Woolley advised that Dan Hasty would like to offer a
tour in the next month or two to show improvements if the Committee is interested.
Or, Dan could come next month and give a briefing on the improvements.
3. Robert Peterson asked about the asphalt sidewalk on 4�'. He wanted to know if this
was a temporary solution or what was planned for this location. Keith Woolley was
not aware there had been changes made in the last two weeks. He will need to
check with city staff to find out what is planned.
4. Terry Flately reported that a 10 foot wide pathway is being installed at Burnett
Linear which extends to South 6�' Street as part of the Burnett Linear Park
playground improvements. A 50 ft. section has been poured to date. Discussion
followed.
5. Slide Presentation on I-405 Improvements: Keith Woolley provided a detailed
slide show on the I-405 Improvement plans. The nickel gas tax plans will be under
construction two years from now. Discussion on several issues followed.
Pete Maas and Bob Elliot indicated a letter was drafted regarding the Springbrook
Trail, in support of the trail. Keith Woolley advised that a decision will be made
within the next few days. He suggested the draft letter be addressed to a Council
Representative or the Mayor and be delivered to the Mayor's office first thing next
week(Monday, Mazch 6, 2006) since the decision will be made very soon. Keith
further explained that the Dept. of Ecology will not allow treated wood.

Craig Paynter noted he read about a lawsuit against Trex because its longevity was
questioned. Keith Woolley made mention that the structural engineering for the
Springbrook Trail was being handled by the WSDOT engineers and hoped they
would be doing their own research into this sort of thing.
Question for Keith Woolley: Craig Paynter was concerned about the bus stop on
Grady Way as part of future roadway improvements to I-405 and local streets.
Craig asked if this will go away since he cannot figure out how pedestrians get to it.
Keith will check into this.
Keith Woolley also showed a slide of the Tri-Park(Cedar River Vicinity). He
indicated this plan was not part of the funding and would be 20years+before any
work would progress.
7. Terry Flatley reported there was a public meeting for the Tri-Park Master Plan on
Tuesday, February 28, 2006. There will be more meeting dates in the future—
Leslie Betlach will have dates. Tuesday's meeting was a general session, sort of the
"big"picture, use for the park, combining themes. There was a good turnout and
response for use of fields.
8. Bob Elliot and Craig Paynter asked about the possibility of putting a sidewalk along
the retaining wall to get pedestrians down to Benson from Talbot during the
construction phase. It was suggested a letter be drafted to Dan Hasty.
9. Relating to the I-405 improvements, Craig Paynter asked if there was anything in
this project to address the NE 3`d and NE 4�'trail down hill. Keith Woolley
indicated the Maple Va11ey Highway to Bellevue plans would address this issue by
rebuilding the interchange from Maple Valley to North 3`d. This is part of the one
billion dollar, regional project to go to vote yet(not funded).
10. Craig Paynter had a question relating to the I-405 improvement plans for the future
—the plan appears to be missing a light rail down the middle that connects
downtown. Keith Woolley indicated that massive transit definitely is being
considered in the master plan. They are looking to better the environment. The
"Hot" lane construction will begin in two years. The option of the car pool lanes
being used by individuals paying a monthly fee is also being considered.

Request made that Parks Maintenance Division check into this.
