On page 3, item 10 the word massive should be changed to mass. Item 10 should read as follows: "mass transit instead of massive transit." Jean Hobart made a motion seconded by Bob Elliot to approve the March 2, 2006, minutes as amended. All were in favor,minutes approved. CORRESPONDENCE/ANNOUNCEMENTS/CLIPPINGS 1. Craig Paynter brought in a current King County Bicycling Guidemap. 2. Dan Hasty mentioned a grant for$120,000 is being reviewed by staff, which recognizes and recommends bicycle corridors. This should kick off sometime in June, 2006. Dan will make sure to include the Non-Motorized Transportation Committee in this process. This will also include a map showing recommended bicycle routes through town. Franees Pieper attended the i-4Q5 meeting in her neighborhood. Target is gaing to build in"The Landing area first,with an approximate opening date of July 2007. There will be a detour at 6�'and construction will close Park Avenue at 6�'for eight months. Cars will be allowed to travel East on 6�'and Narth onto Garden. Parking Lat 10 will be a constructian worksite starting in June. Bob Elliot commented that bike lanes on Logazz wili not continue to Park Avenue. Leslie Betlach indicated that the construction will be dane in phases. At full build out there will be a bike lane an bath sides. REPQRTS Parks Department: Leslie Betlach invited the Committee members to the Tri-Park Mas#er Plan update(Liberty Park, Cedar River Park&Narco Site)on April 18,20Q6 fram 7.OQ—9:40 p.m. at the Rentou Community Center. There will also be a televised presentation at the Committee of the Whole an Monday, April 10�'. Park Board: Jean Hobart reported on the March Park Board Meeting. A slide show was presented at the rneeting on the Tri-Park Master Plan. Public Qpen Houses are continuing. Jean was impressed with the Tr�-Park Master Plan,especially because of the attention ta the trail system, A statement was made during the presentatian,that the trail system must be as fluid and seamless as possible. Jear�said she thought it was a really good presentatian. A question was raised as to whether the sazne presentation will be at the April 18`�' meeting—Leslie Betlach indicated there would be a different presentation showing the next phase of the Tri-Park Master Plar�. This meeting will include a concept ofwhat the parks could look like based on input received ta date. OLI?BUSINESS 1. A draft letter from Bob Elliot to the City discussing the Hardy and Rainier Avenue Street Improvement Program was distributed to committee members for review. Craig Paynter noted there is already a sidewalk along Hardie,bicycle an road. Do we want#a include access under bridge from Hardy? Frances Pieper also noted buses are using Hardie now. Pete Maas asked Craig to work up something for proposed changes ta this letter. The Committee agreed to table fi�er discussian until next month and finalize letter then. 2. A draft letter from Bob Eliiot to the City regarding SW 7�' Street Bicycle Improvements was distributed to everyone at the meeting for review. The Committee agreed to finalize letter at next month's meeting. NEW BUSINESS 1. Leslie Betlach gave kudos to the Transportation Department for their involvement in the Burnett Linear Park extension of the sidewalk in the Park. Bill Rasmussen, CIP Project Coordinator and Dan Hasty, Civil Engineer, PB/PW,Transportation Dept. worked together in order to work out details on these improvements for a better outcome for the park and trail improvements. 3. Sidewalk Repair Program: Briefing on the sidewalk improvements. Dan Hasty presented an overview of the sidewalk repair program. He talked about in-house funding for CIP projects and explained how repairs to sidewalks are handled. Pat Zellner from Street Maintenance Division was also present and gave insight into how the City maintains neighborhood sidewalks. He also wanted to commend Dan Hasty for his efforts in the Highlands area. Dan Hasty discussed upcoming 2006 projects including eight or nine curb ramps along 9�'& Harrington,removing and replacing existing curb and gutter because of flooding issues, and redoing a sunken sidewalk north of McLendons. Completed 2005 projects include: missing links to Harrington&Kirkland, five or six curb ramps in elderly housing areas, curb ramps downtown, and work in the Maplewood neighborhood. Question from Pete Maas: Duvall & Sunset—Is this prep work for total reconstruction of Duvall? Pat Zellner indicated that the City recently took over Duvall from King County. Duvall will have bike lanes all the way out. Dan Hasty said he would like to get cost estimates of all areas that may be annexed in the next 3 to 4 years since there is a possibility of a lot of annexation during this time. Paul Wantzelius inquired about the sidewalk in front of the Main Library (downtown)as the sidewalk is heaved. The Parks Division has contracted the removal and replacement of several panels. Patrick Zellner talked about ADA standards and what responsibilities the City has in repairing sidewalks. The City is required to maintain sidewalks to meet these ADA Standards. Homeowners and property owners are legally responsible for their area of the sidewalk. The sidewalk in front of the homeowner's property is the responsibility of the homeowner. If there is a major safety issue that is not being taken care of by the property owner, the City will step in and fix the problem area if necessary. Pat Zellner explained that the City has a standard form letter that is mailed to the homeowner if the sidewalk is in need of repair. Homeowner has been notified they need to remove tree and replace sidewalk. The City makes a concerted effort to fix as much as they can depending on availability of funds. 1:12006 Files�2006-069mb(NonMotorized-April 06 Minutes).doc i Renton Non-Motorized�nsportation Advisory Committee � Apri16,2006 Meeting Minutes Page 4 of 5 The following code compliance issues came up: • On SW 7�' (Black River azea),there are several places on the sidewalk that are not level. It was advised that the best way to handle this problem is to write down the address and notify the Renton Public Works/Street Maintenance Division. • Paul Wantzelius asked about the sidewalks along the railroad tracks on South side of SW 7�'as the sidewalks are in poor shape. Dan Hasty indicated this property is owned by the Railroad Company and can be difficult to coordinate with them. • Craig Paynter had a question relating to the Highlands area—there is cut pavement and gravel lying in the trench. He helped a woman walking who is legally blind, off Sunset to get to sidewalk for grocery store. Dan Hasty advised he would need to check with Karen Kittrick to find out what is occurring in this area and the project duration. • Craig Paynter inquired about sidewalk along NE 4�' (43`d, S 180�', South of IKEA). Pat Zellner indicated that it is the property owner's responsibility for sidewalk up to road. Trees are lifting the sidewalks. North side of street is Renton. • Craig Paynter said on North side all along IKEA there is a one foot trough with a 45 degree angle. Pat Zellner said this property was originally King County. He had no idea why trough was like this,not sure if it was put in for drainage or what the reason was. Street is Renton, South side businesses are Kent. Between curb and back of sidewalk is not Renton. Paul Wantzelius inquired about how new sidewalks get constructed? Pat Zellner advised if there is a new development,then the developer has responsibility to develop according to city standards. Dan Hasty added that the developer can request a referral waiver, but the City does not grant these any longer. (Fee in Lieu —put sidewalk in or pay a fee to City.) Basically three (3) ways to get new sidewalks: • LID • Annex into City of Renton • Budget through CIP Funds Leslie Betlach noted that there was a bill passed by the Governor last week. For areas annexed into a City, a portion of the money collected for taxes will go to the City to help bring areas up to standaxd(10 year time limit). If anyone has comments or suggestions, please contact him. OPEN ISSUES None. PROBLEM AREAS 1. Lights under I-405: Paul Wantzelius reported that there is still one light out. Leslie Betlach indicated the light had been fixed on Tuesday morning (April 4�')by Parks crews. Paul said the same one or another light was out again. Leslie will refer this to the crews for repair.
