All were in favor,minutes approved. CORRESPONDENCE/ANNOUNCEMENTS/CLIPPINGS 1. Several members shared information and articles on trails and commuting. 2. Craig Paynter brought in photos of trail markings to share with committee members. REPORTS Parks Department: Leslie Betlach announced the groundbreaking ceremonies for the New Park are June 9 at 11:00 a.m. The program will run approximately 15 minutes to one-half hour maximum. The contractor will begin work in full force on Monday, June 12, 2006. The park is scheduled to be completed in late November, early December 2006. The park is just shy of 10 acres. The next open house for the Tri-Park Master plan is scheduled for Wednesday, June 28, 2006, in the Renton City Hall Council Chambers from 7:00 to 9:00 p.m. New ideas will be presented on traffic concerns from Narco through Cedar River Park. I:�2006 Filesl2006-106mb(NonMotorized-June 06 Minutes).doc � � � Renton Non-Motorized Transportation Advisory Committee June 1,2006 Meeting Minutes Page 2 of 4 Consultant for Comprehensive Trails Plan: The Cornmunity Services Department has taken a step back to re-negotiate the contract in order ta focus entirely on the Trails plan (starting within the next 2 to 3 months). The Transportation Departrnent received a grant to look at transportatian trails and then work with Parks sa we have a unified plan. Margaret Feaster wanted to know what a transportatian trail is. Leslie$etlach advised a transportation trail is for the commuter bicyclist and can be a bike lane alongside the right-of-way—at grade and r�ot separated. A recreational trail would be more like Springbrook Trail which is a grade separated $' wide trail. The Cedar R.iver'I'rail serves both transportatian and recreation needs and has the width{12' pavement}to do so. Pete Maas asked if there was a Trails Plan—one that he could take and show the committee he is warking with an the annexation. Leslie Betlach explained there is an adapted Parks Implementation Plan but it is nat specific to trails. We could pravide a copy af the previously adopted trails plan. Craig Paynter inquired as ta whether the City has any plans to add a Pea Patch in the Highlands area. Leslie Betlach said the Co�ununity Services Department is currently having discussions regarding Pea Patches in different locatians in Rentan. Leslie Betlach also reported that the City is maving ahead on the Sam Chastain Trail. There is a$540,40Q design grant and the City is applying for a$9QQ,Q00 construction grant, The City will be advertising for a design consultant. Park Baard: Pete Maas gave a quick review af the Park Board Meeting held on May 16, 2Q06,with special note that the Farmers' Market will be open every Tuesday fram June 6 through September 19, 2006 (3:Q0—7:00 p.m.}. Pete also noted Terry Higashiyama., Community Services Administrator,talked about Boards and Commissions in the City. They are planning a training clinic a�d Pete encouraged all xnembers to attend the training, There are twa Park Board vacancies open ta anyone living in the Renton City limits. Leslie Betlach elaboxated on the Boards and Comrnissions training. This training will occur in Mid-September 2Q46. All members are invited and strongly encouraged ta attend. This training wiil caver expectations of staff and committee members,polieies, give a clearer focus on cammittee's responsibilities, and provide insight on how city sta.ff can suppart committee members and vice versa with community services. C?LD BUSINESS 1. Draft letter from Bob Elliot to the City discussing the Hardy and Rainier Avenue Street Improvement Program; Bab Elliat revised to include committee memhers'comments and carrectians. Draft letter from Bob Elliot to the City regarding SW 7�' Street Bicycle Improvements: Letter revised and finalized for signature. 3. Railroad trestle by Fred Meyer on Rainier Avenue: Burlington Northern and Fred Meyer are the property owners. 'The City's code compliance officer will make contact with the property owners. He will probably be more successful with Fred Meyer. This may be an opportunity for a volunteer group to help with the clean up. NEW BUSINESS 1. Jean Hobart commented on the new play equipment and improvements made at Burnett Linear Park. She noted how nice the park looks. She also mentioned there were two teenage boys on the swings at the park. Leslie Betlach indicated the play equipment is very durable and securely anchored. The regular swings are durable enough to handle adults on the swings. 2. Bob Elliot will attend the June 13�'Park Board meeting. Leslie Betlach mentioned there is something new starting at the Park Boazd meeting in June. The Community Services Department put together a list of Capital Improvement Projects. Each project listed gives a brief three-sentence description of where we are on each project including trails, golf course,parks, and facilities. 3. Robert Peterson—New road construction by Gene Coulon Memorial Beach Park along Park Avenue, he thought this may affect trail plans for this area. Leslie Betlach will ask a representative from the City to attend the next meeting. Construction to start next month; there will be sidewalks as well with bike lanes and landscaping. 4. Pete Maas—Duwamish/Boeing—where Old Highway 99 comes in they hung a bike lane on bridge which is a good example of how this can be done. Craig Paynter said there is a similar hanging bike lane in Kent(Interurban South past golf course and driving range). OPEN ISSUES 1. Craig Paynter—Inquired about area north of Kiwanis Park on Union. Looks like contractor is putting in housing, it may be a detention pond. Leslie Betlach confirmed that housing and a detention pond is being constructed. 2. Craig Paynter—Construction on Duvall and Sunset; narrowed to one lane the whole length of parking lot by Albertsons. Looks like utilities of some sort going in. Ramp on NE 4th/Junction box off road (near Safeway Store): A bicycle accident occurred near the driveway(ramp) entrance to the Safeway store on NE 4�`. Information will be forwarded to the Public Works Department and a request made to investigate this area. Rick Gamble made a motion to adjourn the meeting.
