Guests: Earl Pieper The meeting was called to order by Bob Elliot at 4:34 p.m. Minutes Jean Hobart made a motion seconded by Pete Maas to approve the September 7, 2006 minutes as written. All were in favor, minutes approved. CORRESPONDENCE/ANNOUNCEMENTS/CLIPPINGS 1. Pete Maas brought in two photos relating to bicycling and the signing of the bill that provided 1%funding for bike paths. One photograph was taken in Dan Evan's office in approximately 1970 when the bill was signed. The Community Services Administration staff would like to scan these photos for possible use at a later date. REPORTS Parks Department: Leslie Betlach was not able to attend meeting. The Parks Department report will be given at the next regularly scheduled meeting. Park Board: Pete Maas shared information from the Park Board Meeting held on September 12,2006. • Increase in Golf Course Fees—a presentation on Maplewood Golf Course and how it compares to other golf courses in the area was presented to the Park Board. This has since been adopted by the Council as the official plan. • Edlund/Korum property on 180th was discussed. Terry Higashiyama elaborated on this topic and advised the committee that a family with 13 children helps maintain and provide security to the property. This is a more passive park facility. • The Community Services Department is up for Accreditation review this year (NRPA). There are approximately 50 cities nationally who have acquired this status and only two in the State of Washington; Renton and Bellevue. Terry Higashiyama explained that being accredited helps with obtaining grants which can supplement the budget and department is invited to serve on National Committees. • Sockeye Salmon run—lots of salmon right now. • Pete Maas also mentioned the Status Report that was given out at the Park Board meeting which gives an overview of Community Services Projects. This document is mailed to the Non-Motorized Transportation Advisory Committee with the meeting agendas. • It was announced there will be no meeting for the Park Board in October. Ron Regis Flood Study: Paul Wantzelius asked what the status is on this project. He was under the impression this was going to be done before this winter. Terry Higashiyama indicated the department has been working towards that goal, but would check with Leslie Betlach on details for next meeting. Sam Chastain Trail: Pete Maas asked if it was correct that you cannot ride bikes on the Sam Chastain Trail. Terry Higashiyama confirmed that the trail will have dismount zones where bikes are not allowed. She also indicated by the time the Sam Chastain Trail is completed Logan Street will be completed which does include bike lanes. OLD BUSINESS 1. Boards and Commission Training: Bob Elliot reported on the training provided for Boards and Commissions on September 22 &23, 2006. Four committee members were in attendance: Janene Sestak, Pete Maas, Margaret Feaster and Bob Elliot. The guest speaker was Janice Corbin and dinner was provided by the Renton Technical College. Lariy Warren, City Attorney also spoke about boazds "Do's and Don'ts". Bob explained that the Non-Motorized Transportation Advisory Committee is a little different because it is an"advisory" committee so all requirements of the boards and commissions do not always apply. 1:12006 Files�2006-168mb(NonMotorized-Oct 06 Minutes).doc R �. Renton Non-Motorized Tr�ansportation Advisory Committee October 5,2006 Meeting Minutes Page 3 of 4 Margaret Feaster added one thing that was touched upon at the training was that each person who serves on a Board or Commission is a representative for the city and essentially a good will ambassador. It is important to be informed about your city, look at all available information; website, newspapers, Council Meetings, etc. Also be familiar with the"Roberts Rules of Orders". Margaret also noted that the speaker gave valuable information, such as consider younger people to serve on your committee and to consider who you might be working for. She thought the training was very helpful, informative, and fun. Terry Higashiyama rnentioned the video clip that was shown during the training. How a National Geographic photographer used his video to see things differently. As a board or commission member a person tends to zone in on just one area. Everyone needs to take a step back and look at things in different angles to help see what is best for the community as a whole. A copy of this video is being purchased by the city and will be available at a later date for viewing. Terry thanked all those in attendance for being there and giving their support. She also said that reporting to the Council at least once per year is a good idea; being in the audience and have the chair person give a report to the Council helps get your ideas out to the public. Bob Elliot concluded advising that the committee needs to revisit the By-Laws and possibly make some changes. 2. Lights along Cedar River Trail: Dorothy Flower noted that lights are now coming on earlier as requested. 3. SW 7th & Hardy: Bob Elliot received a letter from Jim Seitz, Planning and Programming Supervisor, City of Renton/Transportation Systems Division in response to the letters previously sent to Rich Perteet by the Committee. The City will investigate the possibility of adding bike lanes to the S/SW 7�' Street corridor as the committee requested. In response to the inclusion of bike/pedestrian facilities within the BNSF right-of-way(East/West across Hardy), BNSF has expressed a plan to continue operations on this section of the rail corridor and does not allow the construction of bicycle trails on their property. A copy of this letter will be provided to each committee member with the next agenda mailing. 4. Nominating Committee: The committee nominated the following members for 2007 officers. Election will be held at the November meeting. Pete Maas also reported that Rick Gamble wrote in his e-mail that he will most likely be moving from the area early next year. Rick has not formerly resigned yet. NEW BUSINESS 1. The subject of Rails to Trails was discussed. Pete Maas noted that Ron Sims is trying to get property from Renton to Snohomish County Line. Bob Elliot added the Spirit of Washington dinner train will have to relocate because the 405 tunnel will go through the tracks. Terry Higashiyama commented that the I-405 projectBurlington Northern County Project will create a loss for the City because of the dinner train. Marcie Palmer is our chair person. Last week all cities affected had a meeting. 2. Terry Higashiyama advised the new City Web Site is up and running as of Monday, October 2, 2006. The new design is intended to be more user friendly, have better links, and the city hopes to provide easier access to the public. Please try the new web site and give comments. OPEN ISSUES None.
