Guests: Dayle Pieper The meeting was called to order by Pete Maas at 4:32 p.m. Minutes Jean Hobart made a motion seconded by Margaret Feaster to approve the January 4, 2007 minutes as written. All were in favor, minutes approved. C ORRE SPONDENCE/ANNOUNCEMENTS/CLIPPINGS 1. Pete Maas shared a newspaper article titled, "Rail-to-Trail Plan Sparks Debate Over Eastside Line" from the Seattle Times dated January 30, 2007. Copies were distributed at the meeting. 2. Jean Hobart also brought in a newspaper article titled, "Ready for Takeoff' from the Chicago Tribune dated January 21, 2007. This article relates to the development of downtown Renton, gives some history and possibilities for the future. 3. Margaret Feaster called Norma McQuiller in reference to having kiosks in neighborhoods for emergency/crisis use or for every day needs. Norma was pleased that this information was passed on to Economic Development. 1:�2007 Files�2007-040mb(NonMotorized-Feb 07 Minutes).doc t � Renton Non-Motorized Tr�ansportation Advisory Committee � February 1,2007 Meeting Minutes Page 2 of 4 REPORTS Park Board: Jean Hobart shared information from the Park Board Meeting held on January 9, 2007. • Pool rates increased very little for residents and 10%for Non-Resident. • Dennis Conte reported on the shelter Renton had at Highlands Community Center during the recent storms (power outage). The first thing they did was call the Red Cross. They purchased food from Sam's club and decided they needed to separate the seniors from families. For people who could not go to the shelter because they had pets, "Meals on Wheels"was contacted to deliver food. From this experience, they have a really good synopsis of what Renton needs to do to prepare for future emergencies: 1) Supply all Recreation Centers with cots and supplies—enough for three days; 2) Ask the Red Cross to train staff; and 3) look at staff requirements—they were stretched really thin during this storm period, but those working the shelter did a really good job. Jean Hobart suggested the City involve the public with shelter training, etc. because most likely volunteers would want to help too. Craig Paynter commented on the solar installation on S W 7�' for power generation onto grid. When the sun is out they generate enough to be self-sustained. If the City could initiate solar systems into buildings this would help during these types of storms. Jean Hobart also mentioned the kiosk idea again. She said the City could easily post white boards at the Fire Stations, Libraries, Post Office, Schools and Churches, as a simple, inexpensive fix for something that could be done quickly to offer support. People would have to be notified of the locations. Craig Paynter also noted that he spoke to Norma McQuiller at the Open House for Annexation. He was introduced to the Fire Chief and discussed the option of neighborhood kiosks or bulletin boards with him. He thought it was a good idea. Parks Report: Leslie Betlach wanted to add that Red Cross Shelter Training was provided to several managers in our department and that once certified a person can be called up to help in other jurisdictions as needed. Leslie Betlach noted the City recently had disaster preparedness training. They flew several staff inembers back east to participate in a large scale training that helps to coordinate response through the City and outside organizations. Leslie Betlach gave an update on the Sam Chastain Trail—there will be a meeting with the Muckleshoot Tribe next week. 1:�2007 Files�2007-040mb(NonMotorized-Feb 07 Minutes).doc r � '�1M"" "�II�MP Renton Non-Motorized Transportation Advisory Committee February 1,2007 Meeting Minutes Page 3 of 4 Pete Maas asked when the New Park will be opening. Leslie Betlach indicated they will be presenting two names to Council for consideration on February 26`h. The grand opening will be in May, 2007 (there is no date set yet). OLD BUSINESS 1. By-Laws Subcommittee: Craig Paynter read the revisions made to the Constitution and By-Laws. A copy of the revised document with all changes was distributed at the meeting to each committee member. Discussion on the revisions followed. It was noted that the number of committee members will be reduced from the current required twelve (12)members to ten(10) members. Based on committee discussion and proposed changes by Pete Maas (Committee Chair), Leslie Betlach will make all final revisions to this document and distribute a clean copy for review prior to the next committee meeting. Leslie Betlach also asked the committee to consider meeting every other month rather than once a month. She suggested this may help attract new members based on the time commitment involved. The majority of the committee members still feel having a meeting once a month is better for conducting business. 2. Refine 2007 Goals/Adopt: Pete Maas reviewed the goals as written on the draft. The following revisions were recommended. Under 2. Develop a handout/flyer; add letter"c. Promote bicycle safety". Under 4. Renton River Days, change to read, "a. Booth/Safety Education"and "b. Bike Rodeo (2008)." Dorothy Flower made a motion seconded by Janene Sestak to accept 2007 Goals as written with the above changes. All were in favor, motion carried. Discussion followed regarding Renton River Days and the goal of having a booth (or possibly sharing a booth with Community Services Dept.) and the topic of bicycle safety education. Janene Sestak volunteered to collect or start a folder on bicycle safety(educational awareness) for Renton River Days 2007. She mentioned she could visit web sites or talk to the bike shop to find information on safety tips, rights of bicyclists, etc. Robert Peterson volunteered to keep a file on information relating to the Bike Rodeo. The Committee also needs to take a look at liability issues to see if this idea is feasible. 3. Light under I-405 not working: Leslie Betlach asked Park Maintenance crews to recheck again. Unsafe condition on Airport Way and Logan—broken glass: Leslie Betlach sent an email to the Street Department to check on this location. NEW BUSINESS 1. Draft Agenda: Leslie Betlach presented changing the Agenda to the new style which is currently being used by the Park Board and other committees. The new agenda lists committee members and staff contacts and gives a more detailed breakdown of items and time frames. This new agenda will help keep the meeting on track and gives a more professional look which also includes the American Disabilities notation. Pete Maas agreed this agenda format would make it easier to conduct the meetings. Craig Paynter made one recommendation to change number 10. Other Communication (Correspondence)to read "Correspondence". Communication is covered under number 5. Jean Hobart made a motion seconded by Dorothy Flower to accept the new agenda format with the requested change. All were in favor, motion carried. 2. Boards and Commissions Training Packet Review: This packet mailed to each committee member prior to February l, 2007 meeting. It was decided to table this item until the next meeting. 3. Dorothy Flower asked who was responsible for sidewalks in front of businesses. She's concerned with broken glass and debris on sidewalks. Leslie Betlach responded that it is the responsibility of the business owner to maintain the sidewalks. Another option would be to contact the City Code Compliance Officer and discuss with them. OPEN ISSUES None. Margaret Feaster made a motion seconded by Jean Hobart to adjourn the meeting.
