All were in favor, agenda approved. Minutes The following corrections were made to the May 3, 2007 meeting minutes. 1. On page 2, under Public Comments, second paragraph from the bottom of page— Craig Paynter requested the minutes be changed to read, "Neighborhood Electric Vehicles (NEV's) instead of electric vehicles. Change first sentence of this paragraph to read: "The subject of Neighborhood Electric Vehicles (NEV's) (the size of golf carts)was broached by Craig Paynter." 2. On page 2,under Public Comments, last paragraph on page, Craig Paynter requested the term"electric bike"be changed to "electric assist bike". This class of bicycle is not meant to be fully powered by battery power. Instead they are designed to give the rider an assist while riding primarily under human pedal power. Delete also the last sentence, "Craig voiced a concern that people cannot use this type of vehicle if the government does not allow for development of roadway or right-of-way for this type of transportation. Change paragraph to read as follows: "Craig Paynter suggested the consultant may want to consider designing for a wider variety of uses so that electric assist bicycles, for example, can use these paths too. Jim Seitz said the City would like to separate (electric assist bikes) as much as possible from pedestrian because of accidents. Craig indicated an electric assist bike cannot use a sidewalk. Jim Seitz reiterated again that he is not sure the City can do this(incorporate designs for electric assist bikes) as part of this study as the scope of work is defined and they have to be careful where money is spent". 3. On page 3, under Public Comments,bulleted item—comment from Jim Seitz. Remove Fort Dent Connector and replace with S.W. 7th Street. First sentence should be corrected to read: "S.W. 7`h Street—will prioritize as important." A motion was made and seconded to approve the May 3, 2007 minutes as amended. All were in favor,minutes approved. PUBLIC COMMENTS None. COMMITTEE CONIMUNICATION 1. Paul Wantzelius brought up the subject of sensing loops at traffic lights. He said that some areas have an extra small sensing loop in addition to the main loop. Craig Paynter noted that Bellevue has many sensor loops marked with an `X' to aid bicycles to trip the stop light. 2. Bob Elliot mentioned the Chief Sealth Trail has been opened for public use. CONSENT ITEMS None. DIRECTOR'S REPORT Park Board: Leslie Betlach gave an update of the drainage improvements at Ron Regis Park. A dedication for the new Heritage Park will be held next Saturday(June 16) between 11:00 a.m. and 1:40 p.m. 'There will be an interpretive walk and a barbeque which is open to the general public. There will be a Park Board tour of the Henry Moses Aquatic Center, Coulon Park and other areas. OLD BUSINESS 1. Dan Hasty is working on an"existing conditions report" for South and Southwest 7`h route to study car and heav�y vehicle usage in order to model a traffic analysis. The study will consider SW 7` between Oakesdale and Lind and will also include the intersection at Rainier Avenue. 2. Trails and Bicycle Master Plan—May 30`h Open House Update: Dan Hasty gave an update on the public input received at the first open house on May 30th. Local citizens provided input to the Trails and Bicycle Master Plan, including comments about various trail connections between SW 7th and Fort Dent, and also from Gene Coulon/Lake Washington Blvd. to other routes and trails to the south. Bob Elliot remarked that King County also has many regional trails that connect to the Renton routes and trails. 3. Trails and Bicycle Master Plan: Craig Paynter mentioned three areas in the Highlands potential area of annexation that should be included in the Trails and Bicycle Master Plan study. • There was a bicycle and pedestrian accessible trail that connected two local streets west of Maplewood Heights elementary, and now that portion of SE 136th,between 142nd and 143ra Avenue, is being reworked. Bicycles and pedestrians should be accommodated on the improved section. • Jericho Avenue between SE 128`"Street and SE 144th Street has cement curbs and rumble strips which prevent bicycles from safely using the shoulder in either direction. • At the intersection of SE 128`h Street and 164`h Avenue SE bicycles traveling east must go from the shoulder into the street because of a cement curb at the crosswalk. It is not very visible and creates a potential bicycle safety hazard. Leslie Betlach noted the Master Plan schedule has been revised. The draft plan presentation to the committee has been rescheduled for the September meeting. Leslie urged committee members to submit any comments with either marked up maps or with written comments.
