The meeting was called to order by Pete Maas at 4:33 p.m.
I. APPROVAL OF AGENDA
Dorothy Flower made a motion to approve the agenda as written. All were in favor,
agenda approved.
II. APPROVAL OF MINUTES
The following correction was made to the July 12, 2007, meeting minutes. On page 4,
8�'paragraph(2°d paragraph from bottom of page), last sentence- add the words "at
intersections"after"By law, a crosswalk . . . ." Change the last sentence to read.�
"By law, a crosswalk at intersections does not have to be marked—it
is assumed; and by law pedestrians have the right-of-way."

Jean Hobart made a motion to approve the July 12, 2007, minutes as amended. All
were in favor, minutes approved.
III. PUBLIC COMMENTS
None.
IV. COMMITTEE COMMUNICATION
1. Bob Elliot mentioned that the King County levy for Soos Creek Trail passed
to extend the trail. He noted that it is a nice trail.
2. Jim Seitz also noted that a new trail opened in Thurston County; the
Woodland Park Trail which is part of the Chehalis Western Trail. This trail is
downtown Olympia and runs parallel to I-5. Jim said there was an abundance
of wildlife along the trail.
3. Pete Maas brought his grandchild to Heritage Park-the climbing rocks were a
big hit.
4. Craig Paynter noted that the pothole on NE 4th(just before Duvall) has been
fixed.
5. Leslie Betlach also noted that the Library Parking Lot has been restriped and
the issue of the handicapped stalls has been taken care of.
6. Pete Maas traveled to Europe and visited the biking barge. He took just under
1,000 pictures and would like to share a short 10-minute video he is preparing
for the bicycle club with the NMTAC. He will try to complete it and bring it
in next month.
7. Craig Paynter brought up the new market on Rainier Avenue(Green Fresh
Market). He thought they may be interested in the bike rack program through
the City. Craig mentioned this organic market is a fairly popular stop for
bicyclists doing the Lake Washington Loop. Jim Seitz reported that Nate
Jones (in Transportation) is in charge of this program. Jim indicated that the
employer does have to do some work in order to get the "free"bike rack.
There must be 25 employees to qualify for the program and the company has
to be willing to track information such as, how many employees bike to work
and track any changes. Jim also mentioned that he has asked Nate to run the
requests for bike racks past him because they look at the possibility of art to
be included as part of this addition.
8. Paul Wantzelius noted the same light on the trail (under I-405) is
malfunctioning again. Leslie Betlach will let the Parks Maintenance crew
know.

V. CONSENT ITEMS
None.
VI. DIRECTOR'S REPORT
Sam Chastain Trail: Project has been put on an indefinite hold. It is not going to
progress any further. The City recently received a letter from Boeing which
indicates they do not support this trail. However, as part of the Trails and Bicycle
Master Plan, the consultant is looking at an alternative route around Lake
Washington that they may be able to construct as part of this project in order to
make use of the grant money.
Springbrook Trail: Significant clearing has been done; all invasive species are
being removed. After looking at this project in the field; it is likely not going to be
completed this year. This project will be completed sometime next year.
Park Board: Leslie Betlach reported the same presentation given to the NMTAC
today on the Trails& Bicycle Master Plan will be given at the September 11, 2007,
Park Board Meeting. Pete Maas volunteered to go to the next Park Board Meeting
if his calendar is open.
VII. OLD BUSINESS
1. Subcommittee update on potential trails and connectors in the PAA
(Potential Annexation Areas):
Pete Maas and Craig Paynter are going to get together to produce a map
for the East Plateau (east of Duvall). They will turn this into Leslie
Betlach.
Bob Elliot reviewed the Fairwood/Cascade Area and marked soft surface
trails and routes that would make sense on a map. This map will be
copied and distributed to Dan Hasty and Jim Seitz to give to MacLeod
Reckord(Consultant for the Trails & Bicycle Master Plan).
2. Dan Hasty mentioned they are still asking for input on the lack of curb ramps
throughout the City. If anyone is aware of locations in the City still lacking
curb ramps,please notify him. They are moving into the later phases of this
program. Leslie Betlach commented that someone in a wheelchair had
difficulty crossing Grady Way.

3. Trails and Bicycle Master Plan—Briefing: Jim Seitz and Leslie Betlach
updated the NMTAC on the progress of the Master Plan and gave a brief
PowerPoint presentation. (Color packets of the presentation were handed out
during the NMTAC meeting.) It was recommended that the committee make
suggestions or make comments on a map and deliver to City Hall (to Leslie
Betlach) or go to the Open House with these ideas.
Suggestions and comments from the Non-Motorized Transportation
Committee Members:
❖ Pete Maas—Route on Houser by Kenworth closed off to bikes (cannot
get through). Even if not open today, maybe something they are
looking at for the future.
❖ Paul Wantzelius—Cedar River Trail dismount zone, no bike route.
❖ Pete Maas—On the Consultant's evaluation methodology, Pete felt it
would be a good idea to include comments for each line item. This
would be more informative and less likely to miss information.
:• Craig Paynter—Criteria relevant to downtown map with exception of
S 3rd and S 2°d has parked cars on either side; one way going east and
west. The map shows South 4 as east/west corridor and not Houser;
Craig thought the committee had designated this route in earlier
discussions. Jim Seitz explained the consultant is proposing removing
parking on some of these streets or possibly converting some one-way
streets to two-way.
❖ Pete Maas noted buildings between S 4`h and Houser,possibly bring
trail up behind there.
❖ Jim Seitz noted it may be helpful to have an aerial map of downtown
for the Open House(Dan Hasty will print one out).
❖ Dan Hasty also mentioned that the Cascade Bicycle Club contacted the
Mayor's office and would like Renton to adopt a"Complete Streets"
Ordinance.
VIII. NEW BUSINESS
1. Dorothy Flower—When traveling the back road to Coulon Park, along Houser
and I-405, there are tree roots breaking through the asphalt. She got hung up
on one of the tree roots. Dan Hasty said this portion of the walkway is
maintained by WSDOT. Dan will try to deal with WSDOT—possibly a code
compliance issue.

2. Dorothy Flower—Crossing off Lake Washington Blvd. into Coulon Park; a
business in the Southport Building Development(Opa Beppo)has signs
blocking the sidewalk. The signs appear to be cemented(or on raised cement
blocks). This leaves very little room on the sidewalk for pedestrians to pass, a
person must go into the street to pass. This sounds like a code compliance
issue and Dan Hasty will check into it.
3. Dorothy Flower—Cedar River Trail to Boathouse pier requires going through
the parking lot at the north end of park in order to get to the restrooms on the
Boathouse pier. Leslie Betlach mentioned they were very limited to
construction in this park because there is a levee. Leslie will need to examine
the area to see if anything can be done to improve access.

A motion was made by Dorothy Flower to adjourn the meeting seconded by Bob
Elliot. The meeting was adjourned at 5:49 p.m.
