The meeting was called to order by Pete Maas at 4:32 p.m.
I. APPROVAL OF AGENDA
A motion was made to approve the November 1, 2007, agenda as presented. All
were in favor, agenda approved.
II. APPROVAL OF MINUTES
Jean Hobart made a motion to approve the September 6, 2007, meeting minutes as
amended. Bob Elliot seconded the motion; all were in favor, minutes approved.

The following correction was made to the October 4, 2007, meeting minutes. On page
3, under the heading New Business, item 3 the word"Bellevue" was added to the first
sentence. Change the first sentence of item 3 to read:
"Bike Rack Program: Margaret Feaster emailed Leslie that she has seen
people locking their bikes up to light poles in the Bellevue Cross Roads area."
Craig Paynter made a motion to approve the October 4, 2007, meeting minutes as
amended. Robert Peterson seconded the motion; all were in favor, minutes approved.

V. CONSENT ITEMS

VI. DIRECTOR'S REPORT
October Boards & Commissions Training: Pete Maas gave a brief overview of
the October 29 training. Jay Covington was the key note speaker. There was a
group exercise with approximately six groups and two questions were asked: (1)
What is required to be a successful Committee ar Commission?and (2) How can
we reach the public better or what can we do to get to the people better? Lists were
created by the groups and these lists will be combined and can be used by
Committees. Two videos relating to teamwork were also shown. A written
summary will be distributed at the December meeting.
November Park Commission Meeting: Leslie Betlach advised the next Park
Commission meeting is scheduled for Tuesday,November 20, 2007. This will be
an extended meeting and will run until approx. 6:30—7:00 p.m. Leslie will be
giving a presentation at this meeting relating to Parks and Recreation assets and
amenities in Renton.
Janene Sestak volunteered to go to the November 20 meeting. Pete Maas will be a
backup.

VII. OLD BUSINESS
1. Walkway Study: Dan Hasty introduced Vic Bishop, Principal, and Jenny
Pearson from Mirai Associates, Inc. Vic Bishop gave a quick review of where
they are in the process and distributed four handouts: Comprehensive
Walkway Study 2007 Draft Report dated October 2007; Table l. Project
Priority Evaluation System; Table 3. Recommended Projects and Table 4.
Additional High Ranking Areas (stapled together); and a packet of
drawings/figures dated October 19, 2007. Table One reflects the Project
Priority Evaluation System, Table Three is the list of Recommended Projects,
and Table Four identifies additional High Ranking Projects.
A question was raised as to why the path through the park to the Highlands
Elementary School was not going to be paved as part of this study. Mirai
Associates explained that this path (now gravel) is not identified in the
drawings because this path is eligible for a State grant program for schools.
Jean Hobart was surprised that the area around McKnight Middle School was
not recommended in the top 27. Vic Bishop explained that only walkways
around Highlands Elementary were designated in this study.
Robert Peterson questioned the information shown on Table 4. Priority 31 as
the north side of Jericho Ave NE to Niles Ave NE has a sidewalk. Jenny
clarified there are missing segments in the existing sidewalk.
Leslie Betlach asked what the timeframe was for completion and when
comments needed to be turned in. All materials relating to the walkway study
need to be reviewed by November 20, 2007. Leslie recommended if there
were any comments to email either Leslie Betlach or Dan Hasty prior to
November 20. This information will be brought to the Transportation
Committee and then a public Open House will be scheduled.
Pete Maas asked if money for sidewalks comes with annexation? Leslie
Betlach indicated yes. Dan Hasty also added that the County collects money
from developments and this money will also be part of annexation. However,
the Transportation impact fee is for arterial systems not sidewalks.
Dan Hasty explained that the Walkway Study would be coordinated with the
Trails and Bicycle Study. One of the Trails and Bicycle Study criteria is
looking at alternative routes.
Craig Paynter inquired about Houser Way, and specifically the sidewalk
section that extends north. The bike and pedestrian trail disappears at Lake
Washington Blvd. Vic Bishop will investigate and get back to Dan Hasty.
2. Duvall Bike Lanes: Leslie Betlach noted there will be bike lanes on both
sides between New Castle and Renton.

3. Houser Way tree roots breaking through the asphalt: Dan Hasty indicated
these were on WSDOT property. This concern has been forwarded to the
Code Compliance Officer.
4. South Bound Bike Lane on Logan Avenue(Update& Plan): The City met
with Boeing and Boeing is revising their Park Master Plan to include a south
bound bike lane on Logan between Park Avenue and 6'n
5. Fort Dent Connector: Leslie Betlach has been working with the Tukwila
Parks Director regarding bike lanes and trails in general.
VIII. NEW BUSINESS
1. There are five Committee Member Terms expiring next month: Dorothy
Flower, Pete Maas, Robert Peterson, Janene Sestak,and Paul Wantzelius.
Officer elections are also due. Members whose terms are expiring and do not
plan on returning need to contact Pete Maas.
2. A Guide for the Development of Bike Facilities (prepared by the American
Association of State Highway and Transportation Officials Task Force on
Geometric Design)was shared with the Committee.
IX. CORRESPONDENCE
None.
X. ADJOURNMENT
A motion was made by Bob Elliot to adjourn the meeting. All were in favor; the
meeting was adjourned at 5:53 p.m.
