APPROVAL OF AGENDA Jean Hobart made a motion to approve the agenda as presented. Craig Paynter seconded the motion; all were in favor, agenda approved. II. APPROVAL OF MINUTES The following correction was made to the October 2, 2008,maeting minutes. On page 2, under the heading Old Business, 2°d paragraph;change the f rst sentence to read: "Discussion followed on areas currently being used as routes that are not developed,such as the route from South 4`h Place to Ha�die Street." Dorothy Flower made a motion to approve the October 2, 2008,Yr�eeting minutes as amended. Jean Hobart seconded the motion; all were in favor, minutes ap�roved. III. COMMITTEE COMMUNICATION 1. Park Board Briefing: Pete Maas gave a short overview from the October Park Board Meeting. There was a presentation by dog owners who were looking for an off-leash park. The Park Board approved the off-leash park proposal to take forward to City Council. The trial, temporary location would be the Narco site. The 7% across the board budget reduction for the City was discussed. Jim Seitz gave a presentation on the Trails Master Plan. Bob Elliot asked if the committee members can address the layout of the Off- Leash Dog Park because of its' proximity to the trails in the area. Staff advised that Terry Higashiyama is heading up the Off-Leash Dog Park Task Force and she would be the person to contact. 2. Pete Maas mentioned that he received an email relating to the process for updating the Kirkland Non-Motorized Transportation Plan. 3. Pete Maas brought in an article titled,"Suburban peace vs. pedal power." from The Boston Globe newspaper dated July 5, 2008. T'his article relates to residents raising concerns about a proposed bike trail along a pathway where trains once ran. Pete also brought in the"Letters to the Editor"section from The Boston Globe dated July 8, 2008, which also relate to this proposed trail. V. CONSENT ITEMS None VI. DIRECTOR'S REPORT Todd Black noted the City will continue to have meetings on the Two Rivers Trail with King County. King County has hired a consultant, Parametrix, to start work on reviewing three potential trails including Two Rivers from Tukwila to Renton. The plan is to have a feasibility study done by January 2009. They are looking for a fairly easy area to start; one with less costs. With federal grant monies, they hope to implement and start design next year. Several local cities will support the federal grant for one trail. A tour of May Creek property was provided a few weeks ago to include Todd Black, Leslie Betlach and Larry Reymann, Park Board Member. The City is purchasing property along May Creek as part of the trail system from Lake Washington to Cougar Mountain. OLD BUSINESS 1. Trails and Bicycle Master Plan: Written comments from the NMTAC members were collected at the meeting. These comments will be incorporated with others that have been collected and passed on to the consultant during the Open House public comment process. VIII. NEW BUSINESS 1. Committee Membership: Pete Maas contacted all five members with terms that were expiring. These five members would like to continue their membership on the board. Paul Wantzeiius made a motion to accept new terms on the following committee members: Bob Elliot (2009-2010) Margaret Feaster (2009-2010) Jean Hobart (2009-2010) Craig Paynter (2009-2010) Frances Pieper (2009-2010) Jean Hobart seconded the motion. All committee members were in favor, motion carried. 2. Proposed 2009 Slate of Officers: Chair: Pete Maas Vice-Chair: Janene Sestak Bob Elliot agraed to be either Chair o�Vice-Chair if there were no volunteeis. No new nominations from the floor. Bob Elliot made a motion to accept Pete Maas as Chair and Janene Sestak as Vice-Chair. Motion was seconded by Jean Hobart. All were in favor, motion carried. 3. Hiawatha Trail Presentation: Pete Maas gave a brief presentation on the Hiawatha Trail which included a DVD viewing. This trail is located in Ida�o and just over the border into iViontana.
