City Staff Present:Jennifer Davis Hayes, Community& Economic Development Vivienne Lietz,Administrative Secretary, Community& Economic Development CALL TO ORDER: Commission Chair Pepper called the meeting to order at 4:30 pm. APPROVAL OF MINUTES: COMMISSIONER BRITT MCKENZIE MOTIONED TO APPROVE THE APRIL MINUTES AS WRITTEN SECONDED BY COMMISSIONER JERRY EVERETT. COMMISSIONERS CONCURED, MOTION CARRIED. Guest: Hannah Sorenson with South Renton Connection Neighborhood Association. Their group met recently to discuss options for the Shattuck-4 Cow Bridge public art. They came up with some ideas and also ways they that might incorporate a gateway to their neighborhood. Hannah gave a brief overview of each idea and passed around visuals. Denise Zullig gave a brief history of the 4-cow bridge project. The installation of the sacrificial beam has changed the aesthetics of the project, therefore the Arts Commission has moved away from a traditional bronze cow idea to something different. The Arts Commission will partner with the South Renton Connection Neighborhood to implement the plan, with the Arts Commission responsible for the management of the project.The South Renton Connection Neighborhood believes they can bring$5-10,000 in grants to the project. Grants are possible through the City of Renton Neighborhood program, Boeing and other ideas to raise money. Jennifer Davis Hayes suggested we finalize three ideas for the types of art we would like to see and then select an artist to come up with a proposal which would then be submitted to Transportation. We need to find out what is allowed and send out an RFQ soon. We would also need to determine the budget prior to sending out the RFQ. Doug Kyes will check if Rotary will match any existing funds. PUBLIC ART PIECE OF THE MONTH: Britt McKenzie gave clues about the art piece. Doug Kyes guessed the location as the Community Center;the art piece is ' '. Wesley Van Doren will present in August and Vivienne Lietz will present in September. I��✓�f`w1 C��c��s b�� �4� S��.'SG.!'�/l� CORRESPONDENCE AND ANNOUNCEMENTS: Commissioner Lund distributed mail highlighting local art events. Wesley Van Doren noted that Renton Municipal Arts Commission was not listed on Washington Municipal Arts Commission Minute��, � Page 2 of 3 July 6,2010 State Arts Local Arts Agency directory;we need to send them information. (Editor's note: Jennifer Davis Hayes followed up with the Washington State Arts Commission and discovered the list that was compiled in 2007 is a static list at this time due to budget cuts at the state.J OLD BUSINESS: Local Arts A�encv: The next 4Culture meeting is July 22, please let Jennifer know if you'd like to attend. The next SOCO Culture meeting is September 15. ACTION ITEM LIST: Communications: The committee has no updates because there was not a quorum during the meeting. Sierra Heights Elementary artwork is currently on display at Carco Theatre; Dan Haggerty will be on display next and plans to host a reception on September 11. Resource Development: Updates are as noted on the report. Presentation to Committee on Logan Avenue went very well. The artists are casting now and a pre-construction meeting will happen August or September. Master Plan Update: Everyone is invited to the Council's Committee of the Whole meeting at 6:00 p.m. Monday,July 12 when the Master Plan will be presented. Renton River Davs: Dalia is working on finding more students to volunteer at the booth. She passed around a signup sheet for commissioners. She suggested we only offer one Origami, the boat,for ease of the learners and the teachers. Renton FilmFrenzv: Planning meeting held and plans moving forward. Renton School District: Jennifer Davis Hayes has news that Tony Helt,who is the director for Fine Arts at the school district, is retiring in August. Commission should connect with the Arts group within Friends of Renton Schools to discuss ways in which we can partner with them. It was suggested to invite Bob Bridge or whomever the correct person is to an RMAC meeting to give an overview of the program. Artist Trust EDGE Pro�ram: No update. Britt McKenzie reviewed the costs to host the program which is basically a cost of$1,650 for a weekend class. Jennifer Davis Hayes suggested to gauge interest in the program from local artists at an Artists Forum in the fall to make sure iYs feasible to move ahead. It would be another opportunity to present the Master Plan, 1%of Art opportunities and the Artist Trust Program. Communications committee will work to hold the Artist's Forum in spring 2011. Fred Mever Honorin�Pole: The Fred Meyer store has donated money to restore the pole which has been provided to the Duwamish Tribe and the target date for installation is spring 2011 to coincide with Renton High School Centennial Celebration. Commission Bud�et: Pat Pepper asked about the 2011 budget. The budget process is only beginning and the hope is that the budget stays the same. If any of the 2010 Arts Commission grants do not move forward,there may be some additional funds this year. NEW BUSINESS: Jennifer Davis Hayes passed around the Arts Commission completed applications and asked commissioners if they would like to be on the interview committee. Pat Pepper, Wesley Van Doren, Doug Kyes and Jennifer Davis Hayes volunteered. Grant writing and marketing are two skills we Municipal Arts Commission Minute�,. �+ Page 3 of 3 July 6,2010 are looking for in a candidate. Suggested interview questions include on how they have met timelines, what is their community arts/involvement, provide information on their volunteer history, and learn more about their challenges and successes. We need people who are interested in moving the Master Plan forward. Stonegate Neighborhood Association is looking to install an art project in the playground area. Is a commissioner willing to work with them on this project? No responses at this meeting. Pat Pepper stated the Master Plan is much bigger than the RMAC and she has been researching opportunities. She passed around three articles containing ideas we could pursue. Wesley Van Doren asked how we can get the Council more involved and supportive of the arts. It was suggested to invite Mayor Law and the Council members (individually)to an RMAC meeting soon. Another idea for the Master Plan is to form a larger group with the right influential people and the doers. Doug Kyes has done more research on Arts Center. Six years ago it was in a garage,they have since built a workshop center. Doug will present the information at the August meeting. What buildings in Renton could hold an Arts Center: library, . Washington State Arts Commission gives grants for buildings; we need to research more information. Pat Pepper suggested we invite Char Baker to give a full history of the Renton IKEA Performing Arts Center to educate the Commission. How can we use the Renton IKEA Performing Arts Center for the community to support live theater as mentioned in the Master Plan? Pat Pepper suggested the City of Renton should implement a seat (theatre)tax to support art in the theaters in Renton like the one in Issaquah. Denise Zullig asked if we were leaders or followers with the Master Plan. Jennifer Davis Hayes explained that we are the initiators and drivers of the Master Plan,there will be committees taking on different tasks and the RMAC will oversee the committees. We will set time on the August meeting agenda to have a broader discussion. Arts Commission committees may need to be reformed and refocused to allow support for the Master Plan. Origami: Dalia handed commissioners origami paper and led them through a practice of making the paper boat for Renton River Days.
