The meeting was called to order by Pete Maas at 4:30 p.m.
I. APPROVAL OF AGENDA
Bob Elliot made a motion to approve the agenda as written. Margaret Feaster
seconded the motion; all were in favor, agenda approved.
ll. APPROVAL OF MINUTES
Pete Maas rnade a motion to approve the May 7, 2009, meeting minutes as written.
Bob Elliot seconded the motion; all were in favor, minutes approved.

iV. COMMI7TEE COMMUNICATION
1. Pete Maas shared an emai) announcement from WSD07 for upcoming
installation of rumble strips along portions of SR 169 and SR 900. He also
noted that these rumble strips can be a real problem for cyclists unfess four
(4)feet on each side is left clear.
2. Pete Maas routed another article entit[ed, "fVew Law for Bicycle and �
Motorcycle Detection at Traffic Signals." Washington State has a new law to ;
increase detection of bicycles and motorcycles at traffic signals. The !aw took j
effect on luly 26, 2009, and affects afl Washington cities and counties as well '
as WSDOT (RCW 47.36.025 or Senate Bilf 5482}. It requires that afl existing, I
new and replaced or upgraded traffic signals reliably and routinely detect a
bicycle or motorcycle.

VI. DIRECTOR'S REPORT
Sunset Area Community Investment Strategy: Leslie Betlach said the Sunset Area
Community Investment Strategy was presented to Council and adopted an
November 30, 2009.
The study builds upon previaus work identified by the Highlands Task Force and
adopted by Council in 2007, and also by the Highland Phase Il Task Force. The
Phase II Task Force presented a final set of recommendations that staff and the
City Council prioritized and Council adopted in the Nighlands Action Plan.
The Sunset Community Investment Strategy was initiated to create a blueprint for
how public investments can be coordinated and phased over the coming years.
7he area contains severa( public amenities: Highlands Park and fVeighborhood
Center, Highfands Elementary Sct�ool, Renton Technical College, McKnight Middle
School, Highlands Library, Hillcrest Special Services Center, and North High(ands
Park and Neighborhood Center.
The C9ty of Renton,the Renton Housing Authority, and the Renton School District
all partici}�ated in the process in addition to the public involvement.
Suggestians identified from this study are: locating a community garden at
Highlands Park, use of rain gardens as landscape features, and developing a
community gathering spot, -

City Center Plan: The City Center Plan is another planning effort led by
Community and Economic Development (CED}, To date the public process
identified more trail connections and better traif connections to Gene Coulon
Memoria! Beach Park,tailored to pedestrians. The pubiic was very supportive of
more street trees.
Lake to Sound Trail: Leslie expfained this is a partnership with five other cities. A
grant was completed for two projects one in Renton and one in SeaTac,with King
County taking the lead for administering the consultant contract for feasibility and
conceptual design services. Todd Black, Renton Capita! Projects Coordinator is on
the selection team. Identifying a connection from Tukwila to the Black River
Riparian Forest is the praject goal.
Soos Creek Trail: Leslie Bet(ach noted the City executed an Interlocaf Agreement
with King County for the County to take the lead in trail design and construction.
There will be meetings with King County and praperty owners for locating the trail.
At this time, King County has money to design;they do not know if they have
money to construct.
Logan Avenue Bike Lane: 7ransportation is taking the lead on this project, and
Todd Black is working with them for a bike route on Logan between 6t�'Avenue
and Logan Avenue 8ridge.
Questions from the Committee:
Pete Maas had a question regard'tng annexation. When the City annexed in new
areas,and since parks are based on populatian the number of parks is [ow, will this
affect the Parks Division being accredited?
E.eslie Betlach noted that when the City annexes areas in, as long as a pfan is in
place and a long and short range plan for development is included as part o#a six-
year Capitaf Impravement Program,there is no problem with accreditation.
Pete Maas inquired as to whether there has been any more talk of changing 7cn
Avenue into three lanes. Leslie responded that the Transportation Division is
looking at th9s as a possibility.
Pete Maas asked if there was any word on saving the Railroad Right-of-Way along
Lake Washington. Leslie Betlach noted the Port o#Seattle is hesitant about taking
ownership for two months. {Note: Railroad ROW north of the north end of
Coulon Parlc is currentiy under Port of Seattle ownership.)

VII. OI.D BUSINESS
1. Leslie asked if the Committee Members had received the final Trails and 8ike
Master Plan document and map. She informeci the members that there are
more maps available and distributed more "Renton Trails and Bikeways
Guide Maps" during the meeting. Leslie advised the members that the Trails
and Bicycle Master Pian and Map are now located on the City's web page{on
liney under Parks and Traifs.
2. Pete Maas made a comment re(ated to item no. 5 uncter"New Business" on
the May 7, 2009, Meeting Minutes. Previously there was question as to
whether Duvall Avenue was going to be big enough for bike lanes, Pete
nated Duvall is wide enough; he has ridden from Issaquah to Renton along
May Valfey Raad. The access off of May Valley Road to South Duvall is good.
VII1. NEW BUSfNESS
1. Membership Terms: Pete Maas phoned aA members whose terms were
expiring. Those members are: Dorothy Flower, Pete Maas, Robert Peterson,
Janene Sestak, and Pau(Wantzelius. A!I members are w'tlling to serve
anotherterm.
Margaret Feaster moved to accept the extension of new members. 8ob
Elliot and Frances Pieper seconded the motion, all were in favor, motion
passed.
2. Eiection of Officers: Pe#e Maas vo[unteered to run again as Chair. Paul
Wantzelius nominated Janene Sestak for Vice Chair, Robert Peterson
seconded the motion.
A(I members were in favor of the slate of of�cers; Pete Maas, Chair and
Janene Sestak as Vice-Chair. Motion passed.
3. Lesl9e Betlach noted the City is in the process of updating Parks Impac#Fees.
In addition the City will soon update the Parks, Recreation and Open Space
Plan and will want the NMTAC Committee's participation.
4. Leslie Betlach advised there is a new division in the Community Services
Department. Her title is now Parks Planning and Natural Resources Director.
This position will include Parics planning, acquisition and development,grant
writing, Capital [mprovement Projects (C1P), Urban Forestry Program,
environmental issues, and natural resources. Ke1iy Beymer is now the Parks
and Golf Course Director. She manages parks maintenance for the Parks
Division and the Golf Course as well as golf operations and golf C1P.
