Page i I:IPROJECT11950�1061WORDITIR-ToC.DOC 1.0 Introduction Project Overview Sunset Mini Storage is a 3.01-acre site located between Sunset Boulevard, Aberdeen Avenue Northeast and Northeast Park Drive in Renton, Washington. The development would construct 73,300 square feet of mini storage with area for future expansion. Storage Venture Partners, LLC, would own and manage the facility. I� The City of Renton approved a Clear and Grade Permit in November 1998. Seattle Construction ' has rough graded the site, installed erosion control measures, constructed keystone walls and the stormwater detention pond. The on-site soil is clean sand, and much better than expected. The goal is to have permits for the building shortly after rough grading is complete. All necessary utility connections are located within the surrounding rights-of-way. There is an 8-inch watermain located within Sunset Boulevard and Aberdeen Avenue. Sanitary sewer is stubbed to the site from Sunset Boulevard. There is also an 8-inch sanitary sewer main located in Aberdeen Avenue. Stormwater runoff from the site sheet flows to an 18-inch culvert located within Aberdeen Avenue. The mini storage facility will have an office/living area for the manager. This area will be located in the most western building. The eastern building will not having plumbing; therefore, domestic water and sanitary sewer are required for only the western building. Only Building "A"will require a fire sprinkler system. Stormwater runoff from the developed area will be conveyed to an open detention/wetpond. The facility has been designed according to the King County Storm Drainage Manual as adopted by the City of Renton. The wetpond area and volume have been over-sized to eliminate the need for biofiltration swales. If the mini storage facility is expanded to the west, the stormwater detention/wetpond will be replaced by an underground vault. The wetpond was constructed under the rough grading permit. The wetpond outfall pipe connection to Aberdeen Avenue has also been completed. There are approximately 0.18 acres of roof area covering the site. An average CN value was calculated using 98 for the roof areas and 85 for the lawn and gravel driveway areas. An CN value of 85.8 was used to calculate the existing peak rate of discharge. The high point of the site is located at the eastern end. From that location, the site slopes in a westerly direction at approximately five percent. Along the western boundary, the site grade drops approximately eight to ten feet. An 18-inch culvert located along the western boundary collects the stormwater runoff. Based on the geotechnical report, there are approximately four to seven feet of fill material directly below the surface. The fill is poor quality, containing building debris, silty soils and organic material. Excavation during the rough grading has proven the soils are much better than ' expected. Clean sands have been found across the site. The export has been used for structural fill on other projects. The peak rate of discharge from the detention facility will be less than the existing 2-year, 10-year, and 100- year existing peak rates. Stormwater discharged from the detention facility will be conveyed by underground pipe to an existing 18-inch clay culvert at the western boundary. The 18-inch culvert conveys the stormwater west, beneath Aberdeen Avenue. There is a storm drain manhole located behind the western sidewalk on Aberdeen Avenue in the vicinity of the Renton Ridge Apartments. From the manhole, an 18-inch pipe continues west. It appears that the pipe runs beneath a carport before connection to another manhole within the apartment roadway. Stormwater is conveyed south in a 12-inch PVC pipe, and discharged into an open swale located between Buildings "A" and "B". The swale has a 20-foot-wide flat bottom with short grass cover. The swale is collected by a 2-foot by 3-foot open grate catchbasin. From the catchbasin, a 12-inch culvert conveys stormwater south across the apartrnent road and sport court. There is a — 10-foot high rockery on the south edge of the sport court. T'he storm pipe outfalls at the base of the rockery and continues southwesterly in a wooded drainage course. The drainage course is well defined and appears stable. The wooded drainage course meanders southwesterly, and crosses SR-405,just south of Sunset Boulevazd's northbound exit. Development of this project will not adversely impact the downstream network, which appears I� stable and has adequate capacity for this project. The required volume is between 2,178 CF and 3,485 CF, depending on how the CN was entered. It is interesting to see how the peaks change depending on how you deal with the impervious/pervious CN input. Entering separate impervious/pervious areas and CN produces larger peaks for smaller storms and smaller peaks for larger storms. There is more than adequate volume in the pond, so the differences in methods will not change the design. We sized the pond for the 2, 10 and 100 year design storms assuming full site development. This design will provide more storage volume than required for site clearing. The 100 year detention volume is provided between elevation 54 and 54.66, which indicates how much volume is provided in the upper end.
