Project Description: CODE ADMENDMENT FOR AUTO MALL SIGN HEIGHT
The City proposes to increase the maximum height permitted for freestanding signs within the Auto
Mall Overlay District from the 40 feet currently allowed, to 50 feet. The additional increment of
height will permit auto dealers, particularly those located farther from 1-405, to increase their
business visibility, promoting economic development within the community. The proposal is
intended to help retain existing auto dealerships and attract new ones to this area of the City. In
addition, the proposal is intended to attract new customers to the Auto Mall Overlay District. The
additional height increment is no taller than existing maximum building height permitted within the
Commercial Arterial (CA) zone which predominates in the City's Auto Mall. Additional height
permitted may affect some views from the neighborhoods on nearby hills. However, the major
impact will be to increase visibility of auto dealers from traffic using 1-405.

LOCATED WITHIN THE AUTO MALL AREA.
THE CITY COUNCIL OF THE CITY OF RENTON, WASlllNGTON, DO ORDAIN
AS FOLLOWS:
SECTION I. Section 4-4-100.E.3.b of Chapter 4, "City-Wide Property
Development Standards," of Title IV (Development Regulations) of Ordinance No. 4260 entitled
"Code of General Ordinances of the City of Renton, Washington" is hereby amended to read as
follows:
b. Signs Outside City Center Sign Regulation Area: The height limitation for
freestanding, ground, projecting and combination signs shall be the maximum height of the
zone or forty feet (40'), whichever is less. Roof signs may extend twenty feet (20') above the
parapet wall This Section shall not apply to those signs covered by Subsection E.S.e of this
Section, Large Retail Uses, or subsection H of this Section, City Center Sign Regulations, or
Subsection E.S.f.ii of this Section, Motor Vehicle Dealership Over One Acre of Contiguous
Ownership or Control Located within the Auto Mall Area(s).

"Code of General Ordinances of the City of Renton, Washington" is hereby amended to read as
follows:

11. Freestanding Signs: Each dealership is allowed:
• One freestanding sign per street frontage not to exceed an area greater than
one and one-half(I-1I2) square feet for each lineal foot of property frontage that the business
occupies up to a maximum of two hundred (200) square feet per sign face, and a maximum of
four hundred (400) square feet including all sign faces, andnot to exceed fifty (50) feet in height;
or
• One freestanding sign per street frontage not to exceed an area greater than
one and one-half (1-112) square feet for each lineal foot of property frontage, up to a maximum
of one hundred fifty (150) square feet per sign face and a maximum of three hundred (300)
square feet including all sign faces, and not to exceed fifty (50) feet in height. In addition, each
dealership is allowed a maximum of two (2) accessory ground signs per street frontage, each for
a separate business activity located on the property that can reasonably be related to the primary
business. These signs shall not exceed a height often feet (10') and a total sign area of twenty
five (25) square feet if single faced, or fifty (50) square feet including all sign faces. The
accessory signs must also maintain a minimum twenty foot (20') setback and be no closer than
one hundred fifty feet (150') to any other accessory ground sign.
• One electronic message board sign is permitted as a wall sign, under
marquee sign, or freestanding sign as allowed by the provisions stated above.
SECTIONllI. This Ordinance shall be effective upon its passage, approval, and
five days after its publication.

C. MITIGA TION MEASURES
None
D. ENVIRONMENTAL IMPACTS
In compliance with RCW 43.21 C. 240, the following project environmental review addresses only those
project impacts that are not adequately addressed under existing development standards and environmental
regulations.
Light and Glare: The proposal is expected to result in additional height for auto dealership freestanding signs.
These signs will emit light in evening and night hours in order to attract business. The proposal is not expected to add
additional light and glare, but to add height to the lighted signs.
Aesthetics: Views may be slightly altered as auto dealers take advantage of the additional 10 feet increment in sign
height. Views from 1-405 will probably change as more auto dealers seek to increase visibility of their businesses
from that highway.

• One freestanding sign per street frontage not to exceed an
area greater than one and one-half (1-1/2) square feet for
each lineal foot of property frontage which the business
occupies up to a maximum of two hundred (200) square feet,
per sign face and a maximum of four hundred (400) square
feet including all sign faces, and not to exceed fifty (50) feet
in height; or
• One freestanding sign per street frontage not to exceed an
area greater than one and one-half (1-1/2) square feet for
each lineal foot of property frontage. up to a maximum of
one hundred fifty (150) square feet per sign face and a
maximum of three hundred (300) square feet including all
sign faces, and not to exceed fifty (50) feet in height. In
addition, each dealership is allowed a maximum of two (2)
accessory ground signs per street frontage. each for a
separate business activity located on the property which can
reasonably be related to the primary business. These signs

PURPOSE OF CHECKLIST:
The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all governmental agencies to
consider the environmental impacts of a proposal before making decisions. An Environmental Impact
Statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide information to help you and the
agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be
done) and to help the agency decide whether an EIS is required.
INSTRUCTIONS FOR APPLICANTS:
This environmental checklist asks you to describe some basic information about your proposal.
Governmental agencies use this checklist to determine whether the environmental impacts of your
proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most
precise information known, or give the best description you can.
