Scale: 1 "-20' GrGaII ShaG! 8 201.2 OUTLINE SPECIFICATIONS & DETAILS The City and Contractor are to completely reconstruct one green with mounds and make fairway improvements using the Green Construction Plan, Typical Details, Drawings and Outline Specifications befow. STAKING: All golf course Green, Tee and Fairway Centers shown on plans shall be located by the City andlor Contractor and approved by Golf Course Architect and the City Prior to starting construction. Vertical control shall be based upon contours and elevations as shown on the 20-Scale Plan and then adjusted in the field. CLEARING: All sites shown to be graded or otherwise indicated to be cleared on the plan shall be completely cleared before grading. Weeds, ground cover, herbaceous pls"ot material and other small vegetation shall be either stripped to a depth of 2" and disposed of off-sHe or completely incorporated into the soil by tilling. Any sod to be reused shall be carefully cut, rolled and placed by the City. All trees shown to be cleared with the exception of the dead cedar will be cut and disposed of by the City. All stumps and the dead cedar will be cerefully removed and disposed of off-site by Contractor. ROUGH GRADING: When Rough Grading is completed, topsoil must comprise the top 6" of all areas to be seeded. It is therefore recommended that all work areas be stripped of topsoil and stockpiled prior to making a cut or placing a fill. . Area for stockpiling of stripped topsoil will be located adjacent to construction site. The Contractor shall compute the actual amount of fill, grading and topsoil work required before submitting his bid. Any imported material must be free of rock and debris. All fills shall be placed in 8" layers and thoroughly compacted to prevent future settling. Water shall be used in this process and also for dust control. which is also the Contractors' responsibility. City will provide onsile water source at no cost. DRAINAGE: Drainlines shall be installed both inside and outside Green, on Fairway snd hillside and will tenninate into existing pond. Drainlines inside the Green Basin and shall be trenched to a depth of6", while elsewhere they shall be 12- 18-deep. 4" flexible perforated drain pipe (AOS or approved equal) shall be bedded and surrounded by Y4-318" pea gravel except where otherwise indicated on plans. GOLF COURSE CONSTRUCTION: Greens shall be shaped and constructed using the Green Construction Drawings and Typical Detail Drawings. Green Basin shall be constructed exactly 13~ below finished grade. Drainlines are to be installed in the Green Basin and a four (4n) layer of pea gravel will be spread over the drain lines and throughout the Green Basin. Then a minimum of 13" (11" compacted) of greens mix shall be plaoed upon the gravel layer and sp",ad paralleling the sub grade. The greens mix shall be 80-20 USGA Greens Mix from Walrath. The area outside the oreen and within the limit of sand capping must be covered with a minimum of 6-Fairway sand. Fairway sand shall be CTI #2 medium. Final Grades must be approved by the Go~ Course Architect. IRRIGATION: The City is responsible for salvaging irrigation heads and other materials as appliceble and completely installing and re.instalUng the irrigation system in work areas to provide coverage equal to that of the existing system. The new system shall utilize Rainbird SBM controllers. The Golf Course Architect or Golf Course Superintendent prior to installation must approve the irrigation layout. When new materials are needed, they shall be equal 10 those used previously. The Go~ Course Superintendent must approve materials prior to installation. Industry accepted work practices shall be used in installation. All lines must have a minimum of 18-cover and trenches must be properly glued, laid, and settled. Contractor shall be responsible onty for preparing and digging irrigation trenches in coordination with Golf Course Superintendent. The irrigation system revisions must be checked out and approved by the Golf Course Superintendent, prior to seeding or sodding. The irrigation supplier will guarantee his materials for a period of one year. TURF INSTALLATION: City will be responsible for seeding or sodding of all work areas. Mounds, fairways and roughs, both irrigated and non-irrigated, shall be free of rocks and other debris and then tilled. Fertilizer shatl be approved in advance after soil testing, at a rate of2 Ibs. of available nHrogen per 1000 square teet. Scotts Starter ternlizer is acceptable. These areas shall then be seeded with a ~8r1l1ion· seeder using a seed mixture of 75% Perennial Ryegrass (Birdie II, Citation II, Omega II, Manhattan II, Palmer, Pennant, Prelude or Tara, an equal mixture of any three) and 25% Bardot or Exeter Colonial Bentgrass or other mix approved by Golf Course Architect at a rate of 5 Ibsll000 sf. This shall be done in two operations, Sowing one half the seed at each. City may elect to hydro-seed (including tackifier) all sanded- capped areas except Green. Greens shail be raked very lightly by hand to loosen surface (nsmainder of greens mix shall be firm). The Gnsen shall then be fertilized with Scotts Starter Fertillzer or equal slow-release product at a rate of 31bslN/1000 sf. They shall then be sodded by the City with Pea Annua sod, nursery grown on sand by City. This work shall be done very carefully in accordance with accepted professional landscaping and goU course standards. City may also elect to sod approaches and mounds around greens. Sod immediately around greens and on approaches shall be nursery sod of previously specified varieties for fairways and roughs or other similar varieties grown on a sand base. Salvaged sod may be used on any areas of native soii. GENERAL: Contractor is responsible for all dean-up and damage to the golf course caused by him. his people or equipment. Maplewood #8 Green Reconstruction LUA04-072, ECF Location: 4050 Maple Valley Highway. The Maplewood Golf Course proposes reconstruction of hole #8 Green to improve surface storm water drainage. The work will comprise of installing 4-inch flexible perforated drainpipes in the green and hillside, at a depth of 6 inches in the green basin and 12 to 18 inches in the hillside. These pipes are proposed to connect to a 6-inch drainpipe to be installed and run 320 feet to terminate into the existing hole #9 pond. This pipe will be capped with a wire mesh. A geotechnical report was not required as the site will be rough graded only and considered maintenance of an existing facility. Due to excavation for installation of drainage pipes, four trees are proposed to be removed -three cedars (one dead) and one fir. The estimated cost of the project is $120,000 with work proposed to begin September 6, 2004 and be completed October 4, 2004. Cedar River crosses through the parcel, east of the project area. Two man-made ponds (golf course water hazards) lie on the parcel. The proposed reconstruction area lies southwest of the limits of a high slide hazard area, south of the limits of a moderate slide risk area and south of the limits of a high erosion hazard area. The area is located within a high seismic sensitive area and in the Aquifer Protection Zone 1 Modified and Zone 2. B. Earth Impacts: A geotechnical report was not required with the land use application, as the proposed work will include rough grading and trenching for pipe installation of approximately 2 feet in depth. The topsoil is to be stripped and stockpiled adjacent to the work site to be reused after rough grading. The fill is proposed to consist of approximately 200 cubic yards of 80-20 USGA Greens Mix from Walrath and 730 cubic yards of CTI #2 medium Fairway sand. Approximately 570 cubic yards of fill will be excess after the grading of Green #8 and is to be used on site. The reconstruction of Green #8 will be built to USGA specifications and sodded. The topography of the site is generally hilly and sloping to the southwest. The area of reconstruction for Green #8 is a gentle slope with soil types to be generally clay, sand, and peat. Trees to be removed from reconstruction area include three cedars (one dead) and one fir and are to be disposed of off site. The proposal shows two cedar trees to be planted on the west side of the Green. Due to the type of grading work proposed and the concerns for potential erosion and seismic impacts to the site, staff recommends the applicant install and maintains temporary erosion control measures subject to the 2001 Department of Ecology's Erosion Control Manual. Air Quality I Noise Impacts: Approximately 730 cubic yards of fill will be involved in the grading and reconstruction of the green. To reduce impacts to air quality (dust), espeCially during dry periods sprinkling would be used to keep the dust down. Temporary erosion and sedimentation control, as per City specifications, would be employed. The initial excavation and grading would result in potential noise impacts. The short-term impact would be the result of normal construction noises of equipment operations between the hours of 7:00 am and 4:00 pm Monday through Friday. The project would be required to comply with the City of Renton and Washington State noise standards. Mitigation Measures: No further mitigation is recommended. Policy Nexus: N/A 3. Storm Water Impacts: The new stormwater collection system proposed in Green #8 and adjoining hillside would consist of 4- inch flexible perforated pipe to be buried at a depth of 6-inches in the Green Basin and 12 to 18 inches in the hillside. This pipe to be surrounded by pea gravel and tie into a 6-inch drain line, which will extend approximately 320 feet to outfall into the existing pond, located between the 8th and 9th fairway of the golf course. The storm drain line is to be capped with wire mesh. Runoff water that enters existing stormwater facilities would be treated in existing bio-swales along the south edge of·the golf course near SR-169. All treated stormwater would then be disposed to the existing creek that bisects the golf course for eventual discharge to the Cedar River. The reconstruction of the green and adjoining hillside to address the current storm water drainage problem is considered maintenance of an existing recreational facility. The proposed drainage system is to tie into an existing stormwater system on site and thus no impact is anticipated due to the installation of the drainage system or the rough grading< of the green. Therefore, no further mitigation recommendations are requested Mitigation Measures: No further mitigation is recommended. Policy Nexus: N/A 4. Land Use and Aesthetics Impacts: The subject site is located in the Resource Conservation Public zoning designation. The Resource Conservation Zone (RC) promotes uses that are compatible with the functions and values of designated critical areas. The suffix "P" is a "public" designation of the site which requires additional notification when property ownership, use or tenant changes take place. However, this requirement is not applicable to the current proposal because the use remains unchanged. The adjacent properties to the north are zoned Resource Conservation- Public (RC-P) and Residential 8 dwelling units per acre (R-8). Drainlines are to be installed in the Green Basin and a four (4, layer of pea gravel will be spread over the drain Unas and throughout the Green Basin. Then a rrinimum of 13" (II" compacted) of greens mix shall be placed upon the gravel layer and spfl'ad parallefing the sub grada. The greens mix shall be 80-20 USGA Greens Mix from Walrath. The area outside lhe Green and within the limit of sand capping must be covered with a minimum of 6" Fairway sand. Fairway sand shall be CTI #2 medium. Final Grades must be approved by the Golf Course Architect. IRRIGATION: The City is responsible for salvaging irrigation heads and other materials as applicable and completely installing and re-installing the irrigation system in work areas to provide coverage equal to that of the existing system. The new system shall utilize Rainbird SBM controllers. The Goff Course Architecl or Golf Course Superintendent prior to installation must approve the irrigation layout. When new materials are needed, they shall be equal to those used previously. Tho Goff Course SUperintendent must approve materials prior to instaDation. Industry accepted work practices shall be used in instaDsticn. All lines must have a ninimum of 18-cover and trenches must be properily glued, laid, and settled. The 4050 Maple Valley Highway property is in an area the Tribe has flagged as high potential for archaeological discovery, due to its close proximity to the Cedar River and the presence of archaeological sites nearby on similar landforms. Information regarding previous surveys and recorded archaeological sites is available from the Office of Archaeology and Historic Preservation, in Olympia. If the project area has been previously surveyed, then the folloWing requests can be disregarded. . , ':. ," If your request has the potential to extend beneath fill and into native soils, the Tribe requests the following: .. 1. An archaeological field study of the project APE by a professional archaeologist. 2. To review the archaeological survey's scope of work 3. 'OUTLINE SPECIFICATIONS & DErrAILS The City and Contractor are to completely reconstruct one green with mounds and make fairway improvements using the Green Construction Plan, Typical Details, Drawings and Outline Specifications below. STAKING: All golf course Green, Tee and Fairway Centers shown on plans shall be located by the City and/or Contractor and approved by Golf Course Architect and the City Prior to starting construction. Vertical control shall be based upon contours and elevations as shown on the 20-Scale Plan and then adjusted in the field. CLEARING: All sites shown to be graded or otherwise indicated to be cleared on the plan shall be completely cleared before grading. Weeds, ground cover, herbaceous plant material and other small vegetation shall be either stripped to a depth of2" and disposed of off-site or completely incorporated into the soil by tilling. Any sod to be reused shall be carefully cut, rolled and placed by the City. All trees shown to be cleared with the exception of the dead cedar will be cut and disposed of by the City. All stumps and the dead cedar will be carefully removed and disposed of off-site by Contractor. ROUGH GRADING: When Rough Grading is completed, topsoil must comprise the top 6" of all areas to be seeded. It is therefore recommended that all work areas be stripped of topsoil and stockpiled prior to making a cut or placing a fill. . Area for stockpiling of stripped topsoil will be located adjacent to construction site. The Contractor shall compute the actual amount of fill, grading and topsoil work required before submitting his bid. Any imported material must be free of rock and debris. All fills shall be placed in 8" layers and thoroughly compacted to prevent future settling. Water shall be used in this process and also for dust control, which is also the Contractors' responsibility. City will provide onsite water source at no cost. DRAINAGE: Drainlines shall be installed both inside and outside Green, on Fairway and hillside and will terminate into existing pond. Drainlines inside the Green Basin and shall be trenched to a depth of 6", while elsewhere they shall be 12- 18" deep. 4" flexible perforated drain pipe (ADS or approved equal) shall be bedded and surrounded by %-3/8" pea gravel except where otherwise indicated on plans. GOLF COURSE CONSTRUCTION: Greens shall be shaped and constructed using the Green Construction Drawings and Typical Detail Drawings. Green Basin shall be constructed exactly 13" below finished grade. Drainlines are to be installed in the Green Basin and a four (4") layer of pea gravel will be spread over the drain lines and throughout the Gieen Basin. Then a minimum of 13" (11" compacted) of greens mix shall be placed upon the gravel layer and spr~ad paralleling the sub grade. The greens mix shall be 80-20 USGA Greens Mix from Walrath. The area outside the Green and within the limit of sand capping must be covered with a minimum of 6" Fairway sand. Fairway sand shall be CTI #2 medium. Final Grades must be approved by the Golf Course Architect. IRRIGATION: The City is responsible for salvaging irrigation heads and other materials as applicable and completely installing and re-,installing the irrigation system in work areas to provide coverage equal to that of the existing system. The new system shall utilize Rainbird SBM controllers. The Golf Course Architect or Golf Course Superintendent prior to installation must approve the irrigation layout. When new materials are needed, they shall be equal to those used previously. The Golf Course Superintendent must approve materials prior to installation. Industry accepted work practices shall be used in installation. All lines must have a minimum of 18" cover and trenches must be properly glued, laid, and settled. Contractor shall be responsible only for preparing and digging irrigation trenches in coordination with Golf Course Superintendent. The irrigation system revisions must be checked out and approved by the Golf Course Superintendent, prior to seeding or sodding. The irrigation supplier will guarantee his materials for a period of one year. TURF INSTALLATION: City will be responsible for seeding or sodding of all work areas. Mounds, fairways and roughs, both irrigated and non-irrigated, shall be free of rocks and other debris and then tilled. Fertilizer shall be approved in advance after soil testing, at a rate of 2lbs. of available nitrogen per 1000 square feet. Scotts Starter fertilizer is acceptable. These areas shall then be seeded with a "Brillion" seeder using a seed mixture of 75% Perennial Ryegrass (Birdie II, Citation II, Omega II, Manhattan II, Palmer, Pennant, Prelude or Tara, an equal mixture of any three) and 25% Bardot or Exeter Colonial Bentgrass or other mix approved by Golf Course Architect at a rate of 5 Ibs/1000 sf. This shall be done in two operations, sowing one half the seed at each. City may elect to hydro-seed (including tackifier) all sanded- capped areas except Green. Greens shall be raked very lightly by hand to loosen surface (remainder of greens mix shall be firm). The Green shall then be fertilized with Scotts Starter Fertilizer or equal slow-release product at a rate of 3 Ibs/N/1 000 sf. They shall then be sodded by the City with Poa Annua sod, nursery grown on sand by City. This work shall be done very carefully in accordance with accepted professional landscaping and golf course standards. City may also elect to sod approaches and mounds around greens. Sod immediately around greens and on approaches shall be nursery sod of previously specified varieties for fairways and roughs or other similar varieties grown on a sand base.
