The Committee, on September 20, 2005, decided the project would be issued a Determination of Non-Significance. The City of Renton ERC has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21 C.030(2)(c). At the most likely scenario for build-out 63 potential dwellings could potentially create 630 average vehicle trip ends per week day. There are already 9 dwellings and approximately 90 average vehicle trip ends per week day in the area and development of additional units is likely to occur regardless of the change in zoning. However, mitigation can be provided at the time there are specific project proposals before the City. Mitigation Measures: Impacts, if any, are better assessed at the project level. This site is adjacent to City Limits on three sides and adjacent to the proposed Mosier II annexation proposal on the fourth side. It is bordered by 138 th Ave SElDuvall Ave NE on the west, on the South by 132nd St SE/ NE 2nd St, on the east the boundary ends approximately 200 ft. east of 140th Ave SE, and on the north the boundary ends at City Limits. Annexation is considered exempt from SEP A. However, the prezoning of the subject 9.72-acre area does require SEPA review. The City is proposing to prezone the proposed annexation area R-8. This corresponds with the Residential Single Family designation in Renton's Comprehensive Plan. The proposed prezone is considered a non-project action under SEP A. Surrounding zoning to the north is Renton Commercial Arterial (CA) and to the east and west of the site is Renton R-8 residential 8 units per net acre, and King County R-4, residential 4 units per gross acre to the east. Currently 9 single-family housing units exist in this area. At full build out it is estimated there will be 63 homes. Since this prezone is a non-project proposal, development of additional housing units will be subject to additional project specific review at the time of development. Lindberg Annexation Prezone Justification The area proposed for prezoning has already been designated for Residential Single Family in the Renton Comprehensive Plan. King County's Comprehensive Plan has designated the area for urban development at a density of 4-12 dwelling units per gross acre. R-8 zoning of this property would be consistent with both Comprehensive Plans. Renton's zoning uses net developable area to determine project density, not gross developable area. This results in less intensive development adjacent to sensitive areas. With current bonuses and incentives, King County zoning at 4 units per gross acre can easily be increased to over 6 units per acre. This is comparable to Renton's proposed zoning of 8 units per acre.
