To Whom Concerned:
Dennis and Carol Riley own an existing 8 unit apartment house at 412 Mill Ave. S.
The building, constructed in 1966, has a Oat roof with raised parapets at the
perimeter. The existing scuppers and downspouts are not adequate to handle the
water in a stronger than average rainfall allowing water to wick up the parapets and
leak into the building. In addition, the roof has many low spots which don't drain
and so standing water is on the roof for most of the rainy season. The roof has been
replaced many times, including once with a very expensive "liquid polyester over
matting" system which didn't last any longer than the conventional hot mop.
While making application for a permit to replace the Oat roof with a gable roof, I
discovered that the building is located inside the setbacks at the south and west
sides. Since the codes prohibit increasing the non-compliance of a structure, I
hereby request a variance to replace the roof structure. The structure meets the
requirements regarding height, etc. By running the ridge of the new roof east-west,
the impact on views from surrounding structures will be minimal.
