January 12, 2010

I. Call to Order
In Attendance
The following were present:
Members: Tim Searing, Cynthia Burns, Mike O'Donin, Ron Regis, AI Dieckman,
Troy Wigestrand, Larry Reymann

II. APPROVAL OF AGENDA
A motion was made by Cynthia Burns and seconded by Ron Regis to approve the
agenda as presented. All were in favor, motion carried, the January 12, 2010, agenda
was approved.
111. APPROVAL OF MINUTES
Mike O'Donin made a motion seconded by Larry Reymann to approve the December
2009 minutes as written. All were in favor, motion carried, minutes approved.
IV. CITY COUNCIL COMMUNICATION
Leslie Betlach noted we had received two referrals from City Council regarding
allowing dogs on a leash at Gene Coulon Memorial Beach Park during off-season. She
explained staff had met with the party initiating the proposal and would go through a
process prior to returning to the Community Services Committee. The first step would
be to conduct a survey polling park users. Mike O'Donin asked if the survey could
reflect the reasoning we currently do not allow dogs at the park and how difficult
enforcing such a policy would be. Cynthia Burns remarked the paths are so narrow at
the park there isn't room for walkers and their dogs. If we open the current trail to
dogs then what? Bikes? Ron Regis stated Coulon Park is for people, not dogs. We just
opened a dog park. Leslie explained we would go thru this process and consider the

request. Troy Wigestrand, Board member inquired if we have to go thru a process and
revisit the park rules each time a request is made?
Leslie indicated Terry would continue the discussion at our February meeting and
update everyone at that time.
V. DISCUSSION/ACTION ITEMS
Update Property Acquisition--Leslie Betlach
Leslie updated the Board on three acquisitions: 1) May Creek/Faucett property. The
seller has reservations feeling that property is undervalued. Discussions are
progressing about obtaining easements; 2) Scott property, adjacent to Edlund/Craig
parcel. This is a long term goal to connect Edlund to Springbrook. Currently the
owner feels his property is more valuable and has elected to get an independent
appraiser. Government must offer a fair market value. We have two grants for the
Scott property; 3) The third is Lake to Lock on the Green River to Cedar River Trail,
which is delayed.
We also are recording deeds to get $221,000 for the Heritage Park property
acquisition under "Waiver of Retroactivity". When we receive a recorded copy of the
paperwork the City will apply for grant reimbursement.
Golf Course Marketing--Kelly Beymer
Kelly indicated we are losing Club members to other courses and the steps the course
was taking to stop that trend. Partnering with the restaurant is one method, offering
free birthday dinner,free appetizers, etc.
Additionally Kelly had been working on a Trespass Ordinance with Commander
Leibman and Zanetta Fontes, City Attorney's office. Currently it is difficult for us to
enforce consequences for inappropriate behavior at any of our facilities including
parks and open space. Doing an ordinance will assist in remedying this problem. If
someone is banned from one place they will be banned from every site. Currently
there is no legal way to force people to leave a park since there is no law. Passing this
ordinance will improve the quality of parks. Gene Coulon Park, Liberty Park, and the
trail are the top three trouble spots.
Lindbergh Pool--Jerry Rerecich
Jerry Rerecich gave an update on the status of Lindbergh Pool. This is the end of a 40-
year life span and the facility is in dire need of repair. The City contributed up to
$175,000 over a two year period to support operations of the Renton (Lindbergh)
Pool. Other than contribution of these funds the City shall have no obligation to

provide funds to the District relating to operations, repair, or maintenance of this
pool. The future of the pool is now in the hands of the School District.
VI.Administrator's Report
Smoking in Seattle Parks
Kelly noted we were closely watching a discussion of banning smoking in parks the City
of Seattle has initiated and is getting public input. We recently have had increased
problems with smokers from Boeing congregating on the trail in groups since they
cannot smoke on Boeing property. Despite the City being proactive there has not
been an improvement.
Sonja Mejlaender
Sonja presented Tim Searing with a plaque in appreciation for his service to the
Renton Rivers Day Board since 1993. Although Tim resigned from the Board he still is
going to serve as Treasurer. Sonja outlined a couple of the cutbacks River Days would
experience this year. There would not be a separate day just for Kids but the
organizers would incorporate many of the booths, activities into the River Days
events.
Recreation Director--Leslie Betlach and A1 Dieckman
Leslie outlined the process for soliciting applicants for the Director vacancy. She
explained the job description had been updated. AI Dieckman presented Jerry with a
certificate of appreciation for his 40+ years of service to the community on behalf of
the Board of Park Commissioners.
Vll.Old Business
Building at Golf Course/Driving Range
Kelly Beymer shared before and after pictures of the former maintenance building.
She noted the driving range project is 90% complete and the range is open. There are
minor seam repairs that will be complete when it drys up.
Water Rights
Kelly Beymer had a conference call with the city Attorney and Department of Ecology
and submitted the last bit of required information.
Holiday Event(sJ Update
Jerry Rerecich, Recreation Director, had a powerpoint presentation showcasing the
various holiday events recreation sponsored. These included Candy Cane Dog Run,
Clam Lights, Polar Bear Dip, Piazza lighting and holiday performances.

On December 14, 2009, Marlene Winter requested Council to allow dogs on a leash in
the northern-most portion of Coulon Beach Park. The matter was referred to
Community Services Committee. Terry Higashiyama and Kelly Beymer met with
Marlene to discuss her proposition and the.possibility of initiating a trial period during
off-season.
The lanuary 1, 2010 edition of the Renton Reporter published an article "Dogs coming
to Coulon?"which outlined the current park rules prohibiting dogs from the two
beachfront parks and the possibility'of allowing dogs on leash at the north end of the
park. Reaction from the public was immediate.
A letter from Kathy Donahoe was sent to Council on January7, 2010, supporting the ban
of dogs at Coulon Park. Phone calls and e-mails voicing support and displeasure with a
change in the current park rules and regulations were and still are being received. In the
interest of hearing from all park users and finding a common ground staff is initiating a
survey that will be available on the trails, city facilities including the senior center,
libraries, and community center, as well as on-line at the City's web site. The survey will
run for a two week period and be forwarded to all those who took time to write, e-mail
or call our offices to express their opinions.
After the survey results have been reviewed and compiled staff will present information
to the Board of Park Commissioners and schedule a date to review the results with the
Community Services Committee for subsequent recommendation to Council.
Additionally staff will notify those who have expressed concerns and would like to
participate in the discussion of the date of the meeting.
