WhereClS, preventing and overcoming mental and/or substance use disorders is essential
to achieving healthy lifestyles, both physically and emotionally; and
hereaS, we must encourage relatives and friends of people with mental and/or
substance use disorders to implement preventive measures, recognize the signs of a
problem, and guide those in need to appropriate treatment and recovery support services;
and
VFlerecls, an estimated 400,000 people in King County are affected by these conditions;

diseases and educating communities about the prevention, treatment, and recovery

Mayor Law called the meeting of the Renton City Council to order at 7:00 PM and led the
Pledge of Allegiance.

PROCLAMATION
a) Mayor's Day of Concern for the Hungry ‐ September 17, 2016: A proclamation by Mayor Law
was read declaring September 17, 2016 to be "Mayor's Day of Concern for the Hungry" in the
City of Renton, and strongly urged all citizens to join the Emergency Feeding Program and the
Salvation Army Renton Rotary Food Bank in their efforts to nourish those who are hungry.
James Kelly, Fund Development Manager, accepted the proclamation with thanks and
reported on services provided by the Emergency Feeding Program with the Salvation Army
Renton Rotary Food Bank.

PROCLAMATION AS READ. CARRIED.
b) Renton Housing Authority Month ‐ September 2016: A proclamation by Mayor Law was read
declaring September 2016 to be "Renton Housing Authority Month" in the City of Renton,
encouraging all citizens to join in this special observance. Mark Gropper from the Renton
Housing Authority introduced the Board Commissioner Chair Martin Wheeler and accepted
the proclamation with thanks.

SPECIAL PRESENTATION
a) Return to Renton Car Show Recap: Ryan Runge, committee chair of the Return to Renton
Benefit Car Show Steering Committee, reported that the 26th Annual Return to Renton
Benefit Car Show held on 7/10/2016, with 350 participants, and approximately 3,500
spectators attended. Mr. Runge thanked the City for its support and announced some
changes made to the way the show was run this year, including the support they received
from the Renton Chamber of Commerce and further plans on how to aid the growth of future
shows thanks to the Lodging Tax Advisory Committee (LTAC) funding. Mr. Runge announced
that the date of the next event is yet to be determined. He presented Police Chief Milosevich
a check in the amount of $13,000, and a Sponsor Plaque for the City's continued support of
the program. Chief Milosevich accepted the check and thanked all those involved for their
efforts in supporting the City's youth programs, explaining how the Renton Police Department
has utilized the funds.
PUBLIC HEARING
a) 2017‐2022 Six‐Year Transportation Improvement Program: This being the date set and
proper notices having been posted and published in accordance with local and State laws,
Mayor Law opened the public hearing to consider the annual update to the Six‐Year
Transportation Improvement Program (TIP), 2017‐2022.
Transportation Director Jim Seitz and Transportation Planning Manager Vicki Grover reported
that transportation programs and projects are required to be incorporated into the TIP in
order to receive State and/or Federal funding. He explained that the TIP is a financially
unconstrained document and its purpose is to develop a multi‐year plan for the development
of transportation facilities and to develop funding plans for each project or program. He also
stated that the TIP is coordinated with public and private stakeholders in an effort to
coordinate their facility improvements.

Mr. Seitz and Ms. Grover highlighted the following projects completed in 2016:

Connecting Downtown Renton ‐ Main Avenue Conversion Phase 1
South 7th. St. at Shattuck Ave. S Intersection
Multiple Kennydale Traffic Safety Measures
Intersection of Lake Washington Blvd. N and Burnett Ave. N to prevent speeding
Hawk Signal installed at Duvall Ave. NE & NE 10th St.
Flashing Yellow Arrow at Lake Ave. S and S. Grady Way
Mr. Seitz further reported and described that there are 38 programs and projects within the
TIP which is comprised of 19 corridor projects, nine system preservation programs, four non‐
motorized programs, two safety programs, and four other programs such as the 1% for Arts
and project development and pre‐design.
Concluding, Mr. Seitz reviewed current projects that are in the development and design
phases, and projects that will be initiated over the next year. Additionally, he provided the
funding summary, expenditures, and revenues sources for the 2017‐2022 TIP. He stated that
staff is recommending that Council approve the Six‐Year 2017‐2022 TIP and present the
resolution regarding this matter for reading and adoption.

ADMINISTRATIVE REPORT
Deputy Public Affairs Administrator Preeti Shridhar reviewed a written administrative report
summarizing the City’s recent progress towards goals and work programs adopted as part of
its business plan for 2016 and beyond. Items noted were:
The Renton History Museum has completed the renovation of its lobby and offices,
with the help of the City of Renton, 4Culture, and First Financial Northwest
Foundation, and the Museum has re‐opened to visitors. The Museum welcomes the
public to a Grand Opening on Wednesday, September 14th, from 5:30 p.m. to 7:00
p.m. Museum hours are Tuesday through Saturday, 10:00 a.m. to 4:00 p.m.
Three weeks remain this season at the Renton Farmers Market on Tuesdays, from
3:00 p.m. until 7:00 p.m. at the Piazza Park in downtown Renton. Also, at the Farmers
Market, a 10 week "Kids Passport Program "that promoted food preparation, storage
& conservation, and teaching youth about healthy eating. 323 children participated,
and those who completed the challenges received certificates from the Mayor.
The new, 135‐foot, single span Riverview Bridge will be dedicated with a ribbon
cutting and short program on September 23rd at 11:00 a.m. The event takes place at
Riverview Park at 3201 Maple Valley Highway.
The first ever Mayor’s Century Awards were presented to Boeing and Brotherton
Cadillac Buick GMC for 100 years of excellence at the Business Excellence Awards on
September 8th, hosted by Renton Chamber of Commerce.

Starting this week, Renton police officers will be at various Starbucks locations for
“Coffee with a Cop.” They’d like to sit down with you for coffee and an informal talk.
The first gathering was today, and the next will be Monday, September 19th from
10:00 a.m. to 12:00 p.m. at 4112 NE 4th Street. Four more are planned on each
Monday through October 17th – please check our website for more details.
The State Department of Transportation is widening I‐405. To learn more about this
project, be sure to attend an open house they’re hosting on September 13th, from
5:00 to 7:00 p.m. at Renton High School.
Preventative street maintenance will continue to impact traffic and result in
occasional street closures.

c) AB ‐ 1740 Court Case filed by Merrill Lynch Account of Suri Huang and Yan Huang, CRT‐16‐
006, vs. the Renton Police Department. Refer to City Attorney.
d) AB ‐ 1750 Court Case filed by Matthew Benbow, CRT‐16‐007, vs. Officer Clarence Tolliver (of

e) AB ‐ 1749 Community & Economic Development Department recommended approval of the
Port of Seattle's Economic Development Partnership Program grant in order to accept funds
in the amount of $65,000, and provide a City match of $32,500, to bolster economic

f) AB ‐ 1736 Community Services Department submitted JOC‐01‐001 (Formerly CAG‐13‐149, WO
#01‐13), 200 Mill Building 6th Floor Remodel, contractor Forma Construction Company; and
requested acceptance of the project and approval of the final pay estimate in the amount of
$29,264.74. Council Concur.
g) AB ‐ 1737 Community Services Department submitted JOC‐01‐002 (Formerly CAG‐13‐149, WO
#02‐13), Big 5 Building Demo, contractor Forma Construction Company; and requested
acceptance of the project and approval of the final pay estimate in the amount of $54,803.05.

h) AB ‐ 1742 Community Services Department recommended approval of Amendment No. 2 to
CAG‐16‐129 with The City of Seattle Office of Sustainability and Environment to accept
additional FINI Grant Funding for 2016 (increasing the amount by $5,232.50), to fund an
incentive program for shoppers using their Supplemental Nutrition Assistance Program
(SNAP) benefits. Refer to Finance Committee.
i) AB ‐ 1746 Community Services Department recommended approval the Forma Contract (JOC‐
02) Work Order, in the amount of $162,965.59, for the Parks Maintenance North Building
Interior Upgrade. Refer to Finance Committee.
j) AB ‐ 1709 Transportation Systems Division recommended approving the Job Order Contract
(JOC) Work Order with Forma Construction Company, in the amount of $98,274.22, to
complete the flow vane panel portion of the Airport Blast Wall Artwork Project. Refer to

k) AB ‐ 1743 Transportation Systems Division recommended approval of an ordinance amending
RMC 10‐11‐1.C to increase the speed limit from 25 miles per hour to 35 miles per hour on SE
May Valley Rd. from City limits near Coal Creek Pkwy. to City limits near Nile Ave. NE; and Nile
Ave. NE from SE May Valley Rd. to City limits near SE 102nd St. Refer to Transportation

l) AB ‐ 1745 Transportation Systems Division recommended approval of an agreement with
Western Systems, Inc., in an amount not to exceed $406,251.55, plus any applicable state and
local sales tax, for the Siemens Split Cycle Offset Optimization Technique Adaptive Signal
Control Technology System for the SW 43rd St./SE Carr Rd./SE 176th St./SE Petrovitsky Rd.

349726 – 349745, 349769 – 350134, 350136 – 350139, 5036, 5039 – 5042, 5051 – 5056, 5062 –
5066, 5071 ‐ 5076, and 50388 ‐ 50389, 11 wire transfers and two payroll runs with benefit
withholding payments totaling $18,183,877.67 and payroll vouchers including 1,478 direct
deposits and 144 payroll vouchers totaling $2,724,940.22.

a) Resolution No. 4293: A resolution was read updating and extending Renton's Six‐Year

There is no fiscal impact in assigning the subject agreement to the Renton Regional Fire Authority.
SUMMARY OF ACTION:
On February 14, 2014, the City and King County entered into King County’s Contract No. EMS3342, City's
contract no. CAG-14-015, entitled King County Contract for Emergency Medical Services (“Agreement”) under
which King County made certain funds available for basic life support services. Subsequently on April 26, 2016,
voters within the jurisdictions of the City and King County Fire Protection District No. 25 voted to create the
Renton Regional Fire Authority (“RRFA”) in order to provide fire protection, emergency medical and life safety
services. On July 1, 2016, the RRFA became effective and it is now necessary to assign the Agreement to the
RRFA as the provider of basic life support services in Renton.

King County is in receipt of the attached request to assign the above referenced contract for Basic Life
Support Services. To summarize, City of Renton Fire & Emergency Service Dept is no longer part of the
City of Renton and is now its own legal entity, as per the attached W-9 form. The City of Renton wishes to
assign its rights and obligations under Contract EMS3342 to Renton Regional Fire Authority. Renton
Regional Fire Authority hereby accepts all duties and obligations under Contract EMS3342.
Pursuant to Section XIII. A. of the Contract, Contractor is required to obtain County’s written consent to
assign the Contract. This letter shall serve as mutual consent to assign the Contract to Renton Regional
Fire Authority.
IN WITNESS HEREOF, the parties hereto have caused this assignment to be executed and
instituted effective July, 1st 2016.

WHEREAS, the agreement, King County’s Contract No. EMS3342, entitled King County
Contract for Emergency Medical Services (“Agreement”), established the terms and conditions
for the funding from 2014 through 2019; and
WHEREAS, on April 26, 2016, voters within the jurisdictions of the City and King County
Fire Protection District No. 25 voted to create the Renton Regional Fire Authority (“RRFA”) in
order to provide fire protection, emergency medical and life safety services; and
WHEREAS, on July 1, 2016, the RRFA became effective; and
WHEREAS, it is necessary for the City to assign its rights and obligations under the
Agreement to the RRFA as the provider of basic life support services in the City of Renton;
WHEREAS, the City received from King County full payment for services provided prior
to July 1, 2016, and the City intends for the RRFA to be entitled to any additional payments due
from King County under the Agreement.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
RESOLVE AS FOLLOWS:

SUMMARY OF ACTION:
Interim zoning ordinance #5750 limited the number of retail marijuana stores that will be licensed in the City
to five. Staff has been engaged in a work program to formally codify a maximum number of retail marijuana
stores and make other amendments to the marijuana regulations. That work program is nearly complete.
However, ordinances are not effective until five days after publication so the ordinance adopting maximum
number of retail marijuana stores and other amendments will not be effective before the interim zoning
expires on October 5, 2016. State law allows the interim zoning to be extended for up to six months if Council
holds a public hearing and makes findings of fact. Staff would like Council to set a public hearing for October 3,
2016 to consider extending this interim zoning.

The City will receive an estimated $631,333 in 2017 CDBG funds. The allocation after contractual set asides is
estimated to be $397,740. The 2016 CDBG funds have been allocated to the Downtown Renton Commercial
Rehabilitation and Facade Improvement Program. $200,000 in loans have been proposed, leaving a balance of
$136,183 to reallocate. We are proposing that $40,000 be allocated to the design of the Renton Senior Activity
Center ADA improvements. (For more information and detail, please see Summary of Action.)
SUMMARY OF ACTION:
Set a public hearing for October 10th at 7pm as the date to provide an opportunity for public comment on the
proposed allocation of 2017 CDBG projects and reallocating a portion of 2016 projects. From the estimated
$631,133, the City must provide contractual set-asides per the Joint Agreement with King County consisting of
County Administration ($63,133), County Capital Administration ($12,267), Housing Stability Program
($31,567; provides rent and mortgage assistance to prevent individuals or families from eviction), and King
County Housing Repair Program ($126,267; provides interest free loans and emergency grants to low and
moderate income homeowners to repair their homes). The net amount for the City's use in 2017 after
setasides is estimated to be $397,740. The City proposes $63,133 or the maximum allowable under the
program for Planning and Administration; $25,000 for Public Services for small business development, and the
balance for capital ($309,607). $75,000 for Healthy Housing in the Housing Repair Program (to minimize
moisture), and the balance ($234,607)for ADA improvements at the senior center. $40,000 of the 2016 funds currently
allocated to the Downtown Renton Commercial Rehabilitation and Facade Improvement Program will be reallocated for
architectural and engineering design work for the ADA improvements to the Renton Senior Activity Center.

The City entered into an interagency agreement with the Department of Enterprise Services (DES) who
contracted out to Ameresco Quantum, Inc. (Ameresco) for an amount not to exceed $3,907,161.80. The total
project budget is $4,305,693. The total project cost, including sales tax and DES fees is $4,305,693. To date
the services provided by Ameresco total $3,115,851.92. The retainage to be paid to Ameresco is $15 4,953.95.
SUMMARY OF ACTION:
Interagency agreement CAG-12-120 with DES was to provide the City with management and monitoring
services for Ameresco to convert 4,431 city-owned street light fixtures from high-pressure sodium (HPS) to
light emitting diodes (LED). This work was physically completed on September 1, 2015. Ameresco is now
requesting their retainage of $154,953.95 be returned by the City.

In addition to our day-to-day activities, the following are some items worthy of note for this
week:
• The City of Renton will begin pruning 56 maple trees along Maple Valley Highway beginning
on Tuesday, September 27th. The project will close one westbound lane along the row of
trees. Pruning of the low-hanging red and Norway maple trees will provide at least 15 feet
of clearance over the highway and remove branches that have grown through the netting
along the 10th fairway. The project is expected to take three days and be completed by
Thursday, September 29th. For further information, please contact Terry Flatley, Urban
Forestry and Natural Resources Manager at 425-430-6600 or by email at

• The new, 135 foot, single span Riverview Bridge will be dedicated with a ribbon cutting and
short program on September 23rd at 11:00 a.m. The event takes place at Riverview Park at
3201 Maple Valley Highway. The dedication will include recognizing and thanking all the
participating design, fabrication, and construction companies, along with city, county, and
state dignitaries that were involved in the lengthy process. Thanks to our state legislators,
$1.1 million was awarded to the City of Renton as part of the 2013-2015 state budget for
this project; in addition to city funds, $150,000 of voter-approved King County 2007
Proposition 2 Levy funding supported this environmentally friendly project.

recommendation to adopt the Ordinance amending Renton Municipal Code 10-11-1.8 to

declaring September 2016 to be "National Recovery Month" in the City of Renton,
encouraging all citizens to join in this special observance to help more people achieve and
sustain long-term recovery.Vocational Services Expert, Dani Eagleton with Navos Mental
Health Solutions, Community Development Manager,lanet Arthur with Sound Mental Health,
and Project/Program Manager, Maria Guizar with King County Department of Community and
Human Services' Behavioral Health and Recovery Division accepted the proclamation with
thanks, and recognized their agency partners who provide prevention intervention treatment
and support from those who are seeking to recover from mental illness and substance abuse.

SPECIAL PRESENTATIONS
a) Seattle South Asian Film Festival (SSAFF): Deputy Public Affairs Administrator, Preeti Shridhar
introduced SSAFF Festival Director Kiran Dhillon. After thanking Council for providing the
opportunity for her to speak, Ms. Dhillon explained the history and purpose of the Festival,
and provided information about Tasveer,the organization that hosts this film festival. She
also introduced this year's theme of"#LoveWins" and played a short video previewing some
of the films being showcased.The Festival will be held from October 14-23, 2016 at theaters
in Bellevue, Seattle, Mercer Island, Redmond, and Renton. For more information please visit

b) Renton Youth Advocacy Center(RYAC): Executive Director of RYAC,1ohn Houston thanked
Council for the opportunity to speak and provided a brief summary of the organizations
recent accomplishments and played a video introducing RYAC. He also introduced various
board members who shared their positive experiences working with RYAC.
ADMINISTRATIVE REPORT
Deputy Public Affairs Administrator Preeti Shridhar reviewed a written administrative report
summarizing the City's recent progress towards goals and work programs adopted as part of
its business plan for 2015 and beyond. Items noted were:
• The City will begin pruning 56 maple trees along Maple Valley Highway beginning on
Monday, September 26th. The project will close one westbound lane along the row
of trees. Pruning of the low-hanging red and Norway maple trees will provide at least
15 feet of clearance over the highway and remove branches that have grown through
the netting along the 10th fairway. The project is expected to take three days and be
completed by Wednesday,September 28th.
• The new, 135 foot, single span Riverview Bridge will be dedicated with a ribbon
cutting and short program on September 23, 2016 at 11:00 a.m.The event will take
place at Riverview Park at 3201 Maple Valley Highway.
• Preventative street maintenance will continue to impact traffic and result in
occasional street closures.
AUDIENCE COMMENTS
• Diane Dobson, Renton, spoke on behalf of the North Renton Community Association
and addressed concerns regarding the proposed building of the Sartori Elementary
School, and issues regarding communication between the Neighborhood Association,
the School District, and the City. Mayor Law responded that the City will contact Ms.
Dobson and attempt to facilitate any gaps in communication.
• Kathleen Booher, Renton,from the North Renton Association also addressed
concerns regarding the proposed building of the Sartori Elementary School and the
problems with communication between the residents and the School District,
especially regarding the State Environmental Policy Act(SEPA) review.

b) AB-1739 City Attorney Department recommended adopting a resolution assigning the City's
rights and obligations for Basic Life Support Services, provided by King County, to the Renton
Regional Fire Authority. Council Concur.
c) AB-1753 Community& Economic Development Department recommended setting a public
hearing on 10/3/2016 to consider extending interim zoning limiting the number of retail
marijuana stores that will be licensed in the City of Renton.

d) AB-1751 Community Services Department recommended setting a public hearing on
10/10/2016 to consider approving the 2016 Community Development Block Grant allocation

Street Lights Project(CAG-12-120); and requested approval of the project and release of the
