Meeting Minutes

1. CALL TO ORDER: Commission Chair Prince called the meeting to order at 6:03 p.m.
2. ROLL CALL: Commission Vice Chair Drollinger called roll. Commissioners High and Regge arrived late.
Commissioners Chen and O’Halloran were absent and excused.
3. APPROVAL OF MINUTES: The Minutes of March 2, April 20, and May 4, 2011 were approved as written.
4. CORRESPONDENCE RECEIVED: None
5. AUDIENCE COMMENTS: None

7. DIRECTOR’S REPORT:
First reading for Docket #6 ordinances was on Monday, May 16, 2011.
Fred Kaufman, the City’s Hearing Examiner has retired. The City has two pro‐tem examiners and staff
has interviewed candidates for a permanent contract position.
The City is waiting for supplemental information from the EPA regarding Quendall Terminals.
The City is in discussion with the DOE about the SMP regarding dock widths.
8. COMPREHENSIVE PLAN AMENDMENTS:
2011‐T‐05: Economic Development
Rocale presented this amendment. The proposal would amend policies of the Element in order to better
align with the City’s Business Plan and reflect current economic development objectives and strategies. This
Element is used as a policy tool to create and maintain a diverse and growing economy in order to sustain a
high quality of life for the Renton community. The amendments highlight strategies for creating a diverse
commercial base.
2011‐T‐02: GMA Review
Rocale presented this amendment. This proposal would amend the growth targets within the Introduction

of the Comprehensive Plan. Target allocations are used to ensure that the County has sufficient capacity to
accommodate the 20‐year population growth forecasts prepared by OFM. The County’s growth targets are
based on the OFM population projections along with employment forecasts produced by the Puget Sound
Regional Council.
2011‐T‐03: Transportation Element
Angie presented this amendment. This Element will be updated over the course of the next three years.
This year’s amendments include a 20 year list of planned improvements to arterials, the RapidRide F line,
and updates to ensure the Element is current.
2011‐T‐04: Complete Streets
Kris presented this amendment. This amendment adds a goal to the Transportation Element to reflect
supportive policies. Complete Streets is part of Renton’s Streets Standards update that was adopted in
Winter 2009.
2011‐T‐06: Landscaping
Chip presented this amendment. This amendment updates the Community Design Element to strike
references to a “city‐wide” landscape plan and other non‐substantive housekeeping amendments.
There are other tools that have been implemented since these policies regarding a “city‐wide”
landscape plan were adopted. There are other more reasonable tools to reach the Plan’s objectives,
such as the adopted Urban Forestry Plan and the Complete Streets program.
9. COMMISSIONER COMMENTS: The next Commission meeting will be on June 1, 2011.
