RENTON PLANNING COMMISSION
Meeting Minutes
August 3, 2011 Renton City Hall
6:00 p.m. Conferencing Center

Planning Commissioners Absent: Michael Chen, Gwendolyn High, Nancy Osborn, Kevin Poole

1. CALL TO ORDER: Commission Chair Prince called the meeting to order at 6:01 p.m.
2. ROLL CALL: Commission Secretary O’Halloran called roll. Commissioner High was absent. Commissioners
Chen, Osborn, and Poole were absent and excused.
3. CORRESPONDENCE RECEIVED: None

6 DIRECTOR’S REPORT:
Chip and Erika have been attending neighborhood picnics in Benson Hill as part of the Community
Planning for that area. They have been conducting video interviews with citizens. Staff will share the
video with the Commission when it is complete.
The GMPC did not approve the Countywide Planning Policies Update at the last meeting. There has
been debate regarding the extension of sewers for schools in rural areas. The CPP Update is expected to
be approved in September.
The Planning & Development Committee did not move forward with the 2011 Comprehensive Plan
Amendments. There was discussion regarding the Barbee Mill amendment. The Committee is looking
for a compromise between Mr. Connor’s request and the Planning Commission’s recommendation.
7. DEVELOPMENT REGULATIONS (TITLE IV) AMENDMENTS DOCKET #7 BRIEFING:
D‐67: Rebuild Approval Permit
Vanessa presented this docket item. This docket request was made by the Planning Division. This item
proposed to amend Title IV to allow legal non‐conforming uses and structures to rebuild, reconstruct,
and/or be repaired when damaged by fire, explosion, or an act of God. This permits reconstruction without
a limit on assessed value. Reconstruction would be required to be consistent, to the degree possible, with
current development and design standards of the zone.
This request results in the elimination of the Rebuild Approval Permit. Without a Rebuild Approval Permit,
after a disaster, a legal non‐conforming use and/or structure can be re‐established up to 50% of the most

recently assessed or appraised value. Alterations cannot exceed 50% of the appraised value. Housekeeping
changes would also be made to Title IV that streamlines the non‐conforming standards throughout the
code.
D‐73: Master Plan and Site Plan Review Regulations
Jennifer presented this docket item. This docket request was made by the Planning Division. This request
reviews the process and criteria to remove superfluous language, clarify vesting provisions, and condense
requirements. This takes out review criteria evaluated as part of SEPA review and design review. It reduces
the length of staff reports and simplifies the code language. This work clarifies a number of things including:
the ability to use the Site Plan Review process to modify some development standards, when a public
hearing is required for large projects, review criteria for evaluating proposals, vesting provisions for phased
and un‐phased development projects, the authority of the Planning Director to approve minor
modifications, and that major modifications to an approved site plan require a new application.
D‐75: Shopping Carts
Jennifer presented this docket item. This docket request was made by the Planning Division. This request
proposes to eliminate the filing fee for the Shopping Cart Retrieval Plan and remove references to a specific
appeal fee.
