RENTON PLANNING COMMISSION
Meeting Minutes
November 2, 2011 Renton City Hall

1. CALL TO ORDER: Commission Chair Prince called the meeting to order at 6:00 p.m.
2. ROLL CALL: Commission Vice Chair Drollinger called roll. Commissioners High and O’Halloran were absent and
excused. Commissioners Chen and Poole arrived late.
3. CORRESPONDENCE RECEIVED: None
4. AUDIENCE COMMENTS: None
5. COMMISSIONER COMMENTS: Commissioner Giometti expressed his concern about a house on 3rd and Wells
being built five feet away from the property line. He does not feel this is the vision for downtown. Jennifer
explained that the current structure is a small house and an ADU is being built in the back. A variance was
approved for the height, with the anticipation that the smaller house will be demolished.
6. DIRECTOR’S REPORT:
The Commission is invited to attend and participate at the Parks, Recreation and Natural Areas Plan Public
Hearing before Council on Monday, November 7. It is anticipated that Council will act that night.
Council had 2nd reading on the SMP ordinance. The approved document has been sent to DOE. The new
Shoreline regulations will be in effect on the day the City receives a response from DOE.
Marty Wine, Assistant CAO, has accepted a job as the City Manager in Tigard, OR. Her last day is November
15.
Two public hearings have been held before the Hearing Examiner. The first is the Horne Rezone (on the East
Renton Plateau). Staff recommended denial of the request to rezone the property from R‐1 to R‐4. The
Hearing Examiner approved the rezone. An appeal to Council is anticipated. The second is a request from
King County for dredging in May Creek. The Hearing Examiner denied the request.
Docket #7 is being split up in two groups to get a majority of docket items done. It was requested that the
Commission meet for an additional meeting in November and have no meeting in December. A special
meeting has been tentatively set for November 23. Chip will discuss the option of having first and second
reading of the ordinance on December 12 with Councilmember Parker.
7. DEVELOPMENT REGULATIONS (TITLE IV) AMENDMENTS DOCKET #7 BRIEFING:
D‐69: Auto Repair and Sales
Erika presented this docket item. There have been tensions between Auto Repair and Auto Sales operations and
adjacent residential areas. Neighbors concerns include unsightliness, number of vehicles, and noises and odors.

Auto Sales is limited to the Automall and the EAV. Auto Sales uses elsewhere are non‐conforming uses. They
may not expand, but may be continued. Auto Repair is permitted outright in all Industrial zones and the CA zone.
It is a conditional use that must be co‐located with a gas station in the CV and CN zones. There are no regulations
for screening, landscaping, or storing vehicles. Auto body shops are a conditional use required to locate
operations in an enclosed building. Vehicle repair must located operations in an enclosed building in CV and CN
zones.
The proposed changes make vehicle repair an Administrative Conditional Use so neighborhood compatibility can
be addressed during the land use approval process, except in Industrial zones. The changes only allow vehicles
being serviced to be stored on the property, require screening and landscaping consistent with existing storage
requirements, and include auto body shops as a type of vehicle repair to streamline the Zoning Use Table.
The new rules will affect new auto repair businesses. Current businesses may continue to be non‐conforming if
they are legal and do not expand. Code Enforcement can be used for businesses that are expanding or operating
illegally.
D‐72: Footnotes Clean Up
Jennifer presented this docket item. The Planning Division made this request to review the footnotes in the
Zoning Use Table and Development Standards Table. This review corrects errors, combines redundant notes, and
reduces, simplifies, and clarifies the code.
Staff will continue to review this docket item and present draft code text at a future meeting.
D‐74: Plat Revisions
Jennifer presented this docket item. The Planning Division made this request to clarify the process for plat
revisions, preliminary approval, and final approval. Any of the following could trigger a major revision: decrease
open space by 10% or more, increase the number of lots, violate development standards, relocates roadway
access to an exterior street, propose phasing (when not proposed before), or significantly increase impacts. A
minor revision could be approved as part of the final plat and covered by the final plat fee. A major revision
would require a new application and new fee.
D‐78: Planning Near Pipelines
Jennifer presented this docket item. The Planning Division made this request, upon Council referral, to review
the model setback ordinance for transmission pipelines and consider adopting setbacks from pipelines. This
docket item considers minimizing potential conflicts, avoids damage to pipelines, and protects sensitive
populations and uses.
The model ordinance recommends 50‐foot setbacks for residential, commercial, and industrial. A 500‐foot
setback is recommended for high consequence land uses, which include schools, hospitals, sports arenas, day
care centers, and fire and police facilities.
This code amendment would require notice on property title that could provide increased awareness and
improved safety.
