PUBLIC WORKS DEPARTMENT
Renton Airport Advisory Committee
Minutes
January 31, 2012
Meeting called to order at 5:35 pm by RAAC Chair Ulf Goranson.
1. Introductions: Round of introductions including guest Steve Rybolt, City of SeaTac; and
the Barnard Dunkelberg & Co. team of Brad Rolf, Mary Vigilante, Kevin Wilhelm and Ryk
Dunkelberg
2. Prior meeting minutes – correct the spelling of Marleen’s name. After some discussion
of the meaning of Diane’s comment under 5 i. relating to the use of the word
“neighborhoods” in the Sustainability slides, and with the correction of Marleen’s name,
the meeting minutes were approved unanimously.
3. Current Airport Issues:
a. Snow Removal – were able to accomodate Boeing jet take-offs during the
snow/ice storm; spent about $10,000 per day with a 24-hour crew operating for
four days; Scarsella assisted in the snow removal using their grader and brooms.
Have successfully improved snow/ice removal procedures over past years by
scheduling 24-hour snow removal crews and adjusting the application of de-icer.
4. Sustainability Study presented by Brad Rolf and the Barnard Dunkelberg team
a. Summary of efforts to-date:
i. Breaking down the study into Categories, Goals and Initiatives
ii. Categories consist of 7 areas
iii. List of goals which are objectives that the Airport hopes to meet or
improve upon
iv. Initiatives are steps to achieve the goals
b. Current – creating initiatives that are very specific steps to achieve the goals and
may have both positive and negative impacts
i. Initiatives will be prioritized to determine what is feasible
ii. Initiatives will include the matrix showing the baseline data
Question: Diane -- Definition of Operating and CIP projects: Majority of initiatives will fall under
the Airport Capital Improvement Program.
c. Started with emails received prior to the meeting suggesting initiatives.
d. Once all Initiatives are categorized, Barnard Dunkelberg will look them over to
see that they are balanced and that the Airport has the ability to implement
them.
Question: Chuck -- Is there a safety mechanism included that ensures that safety won’t be
sacrificed in order to achieve the goals? Answer was that yes, safety won’t be compromised in
order to implement initiatives.
e. Activity to get all Initiative ideas from the membership: Each member was given
color-coded stickers to place under the Initiatives that they felt most important.
f. Next Step – the Barnard Dunkelberg team will spend some time looking over the
results of the sticker activity, weigh each initiative to see how the members’
priority relates to the impact. Determine methods to measure the results once
implemented. Determine what Initiatives the Airport can achieve and what the
steps are to make that happen. Set up a realistic timeframe for achieving every
goal.
Discussion broke out about using the list of Initiatives to obtain grant funding from agencies,
and to also have Barnard Dunkelberg include, in the finished product, what grant funding is
available for each of the eligible Initiatives.
Brad reminded the group that this is a pilot program, and it is establishing the process for other
airports to use.
Question: Chuck -- What is the lifespan of the study? Mary answered that there really is no end
to the study/plan. Janelle continued – the study/plan is a living document and should
continually be changing to ensure that goals are being met or progress is made toward
achieving goals. Wes – may be better to start with the easiest and most obtainable goals. Ulf –
commented on reviewing the finished product, and including a special meeting for the Council
with finished slides. Marcie agreed.
Ulf asked for the date of the next meeting. Brad’s team will work on what the members
provided at this meeting, and the membership was invited to continue providing input on the
initiatives. Ryan suggested March 6 for the next RAAC meeting . Ulf asked that Barnard
Dunkelberg & Co. provide a short progress report on what has been completed by the end of
February , and leave the date open for the next meeting.
Meeting adjourned at 7:17pm
