covenants{covenant}with City or Renton,a political subdivision of the state of Washington,Ehat
he/she(they)will observe,consenk ta,and abide by the conditions and abligations set forth and described
in Paragraphs 1 through 8 belaw with regard ta the Property. Grantor(s)hereby grants(grant),
covenants(covenant},and agrees{agree}as foltows:
i. Grantor(s)or his/her{their)successors in interest and assigns{"C�wners")shall retain, uphold,
and protect the stormwater management devices, features,pathways,timits,and restricrians,known as
f�ow control best management practices("SMPs"),shown on the approved Flow Cantrol BMP Site Pian
for the Property attached hereto and incorporated herein as E�ibit A,
2. The Owners shall at their own cast,operate,maintain,and keep in good repair,the Property's
SMPs as described in the approved Design and Maintenance Details for each BMP attached hereto and
incorporated herein ac Rxhihit E;,
3. City or Rentan shaiI provide at teast 30 days written notice to the C3wners that entry an the
Praperty is planned for the inspection of the BMPs. After the 30 days,ihe Owners shatl ailaw the City af
Rentan to enter for the sote purpose of inspecting the BMPs. In lieu of inspection by the City,the
Owners may etect to engage a licensed civil engineer registered in the state af Washingtan who has
expertise in drainage to inspect the BMPs and provide a written report describing their condition. If the
engineer optron is chosen,the Owners shall provide written notice ta the City of Renton within fifteen
days of receiving ttte City's notice of inspectioa. Within 30 days of giving this notice,the Owaers,or the
engineer on behalf of the Owners,shail pravide the engineer's repoct to the City of Renton. If the report
is not pmvided in a timely manner as specified above,the City of Renton may inspect the BMPs without
further notice.
4. If the City determines from its inspection,or from an engineer's report pravided in accordance
with Paragraph 3,that maintenance,repair,restoration,and/or mitigation work is required for the BMPs,
The City shall notify the C3wners af the specific maintenance,repair,restoration,and/or miti�ation work
{Work)required under RMC 4-b-430. 1'h�City shall alsa set a reasonable deadline for completing the
bVork or praviding an engineer's report that verifies completion of the Work. After the deadline has
passed,the C3wners shalt allow#he City access ta re-inspect the BMPs uniess an engineer`s report has
been grovided verifying comgletion of the Work. Ff the wock is noc completed properly within the time
frame set by the City,the City may initiate an enforcement action. Failure to properly maintain the BMPs
is a vioiation of RMC 4-b-030 and may subject the 4wners ta enforcement under the RMC i-3, including
�nes and penalties.
5. Apart from performing routine landscape maintenance,the Owners are hereby required to
obtain written approval fram the City ar Rentan before performing any alterations or modifications to the
BMPs.
6. Any notice or approval required to be given by one party to the other under the provisions of
this Declaration af Cavenant sha11 be effective upan persanat delivery to the ather party,or after three{3}
days from ths date that the natice or approval is mailed with delivery confirmation to the cunent address
pn recard with eaeh Party. The parties shali notify each other of any change to their addresses.
7. This Declaration of CovenanE is intended to promflte the efficient and effective management af
surface water drainage an the Properiy,and it shall 'snure to the benefit of all the citizens of the City af
Renton and its successors and assigns. This Declaration of Covenant shall run with the Iand and be
binding upon Grantor(s},and Grantor's(s')successars in interest and assigns.
8. This Declaration of Covenant may be terminated by execution of a written agreement by the
Owners and the City of Renton that is recorded by King County in its real praperty records.

EXHIBIT B
BASIC DISPERSlON MAlNTENANCE INSTRUCTIONS
Your property contains a stormwater management flow control BMP(best management practice� called
"basic dispersion," which was installed to mitigate the stormwater quantity and quality impacts of some
or all of the impervious surfaces or nan-native pervious surfaces an your property. Basic dispersion is a
strategy for utilizing any available capacity of onsite vegetated areas to retain, absorb, and filter the
runoff from developed surfaces. This flow control BMP has two primary components that must be
maintained: (1} the devices that disperse runoff from the developed surfaces and (2) the vegetated area
over which runoff is dispersed.
Dispersion Devices
The dispersion devices used on your property include the failowing as indicated on the flow control BMP
site plan: � splash blocks, �'r'ock pads, =i gravei fiiled trenches, -1 sheet flaw.The size, ptacement,
composition, and downstream flowpaths of these devices as depicted by the fiow controi BMP site ptan
and design details must be maintained and may not be changed without written appraval from the City
of Renton.
Dispersion devices must be inspected annually and after majar storm events to identify and repair any
physical defects.When native soil is expased or erosian channels are present, the sources of the erasian
ar concentrated fiaw need to be identified and mitigated. Concentrated flow can be mitigated by
leveling the edge af the pervious area andjar realigning or replenishing the rocks in the dispersion
device, such as in rock pads and gravel filled trenches.
Vegetated Fiowpaths
The vegetated area over which runoff is dispersed must be maintained in gaad condition free of bare
spots and obstructions that wauld cancentrate flows.
PERFORA7Ep PIPE CONNECI"ION MAINTENANCE lN5TRUCTI�?NS
This lot contains stormwater management flow contral BMP (best management practice�called a
"perforated pipe connection," which was installed to reduce#he stormwater runoff impacts of some or
all of the imperviaus sur#ace on your property.A perforated pipe connectian is a length o#drainage
conveyance pipe with holes in the bottarr�,designed to "leak" runoff, canveyed by the pipe, into a gravel
filled trench where it can be saaked inta the surraunding sail.The cannettian is intended to provide
oppartunity for infiltration of any runoff that is being conveyed fram an impervious surface (usuaily a
roof}to a local drainage system such as a ditch ar roadway pipe system.
The s"rze and composition af the perforated pipe cannection as depicted by the fiow control BMP site
plan and design detai(s must be maintained and may not be changed without written approval from the
City af Renton.The soil overtop af the perforated portion of the system must not be compacted or
cavered with impervious materials.
