West and 7effery and Eleanor Freeman (the owner), regarding the development and construction of an apartment complex in the City of Renton as identified by file no. LUA-92-034-ECF; SA, under pernut no. P8188 in the files of the City of Renton and commonly known as Cedar Village Apartments. Recitals Whereas, the City under the "Determination of Non - Significance-Mitigated Mitigation Measures File LUA-92-034-ECF; SA, item 2, has determined a measure which will ,� reduce the traffic impact, vehicle accident rate and provide for improve� safety of the traveling public. Whereas, the owner/owners wishes to develop the attached described property and provide for his/her fair share of the transportation improvements. Now, therefore, it is agreed as follows: � (� I.
