The meeting was called to order by Pete Maas at 4:30 p.m.
I. APPROVAL OF AGENDA -
Margaret Feaster made a motion to approve the agenda as written. Craig Paynter �
seconded the motion;all were in favor, agenda approved.

IV. COMMITTEE COMMUNICATfON �

1. Pete Maas advised that he received a call from past member,John Neller ;
regarding traveling with bicycles on airplanes. For bicycles less than 50 Ibs. i
the price is$20.00 on Frontier Airlines (same as the charge for an extra bag). i
2. Pete Mass received a question regarding the SB 5622 Bill that was passed i
into law. The$30.00/per year fee to use State Parks and$10.00/per day for
day use of the State Parks does not apply to bicycles if ridden into the Park.
However, if driving a vehicle with a bike on a rack,the fee applies.
3. East Lake Sammamish Trail: Pete Maas noted that the first two (2) miles out '
of Redmond will be dosed for summer repairs.
4. Pete Maas noted the Cedar River Trail improvements on Witte Road in Maple '
Valley.
S. Leslie Betlach also noted that the Cedar River Trail south of Four Corners (in
Maple Valley) is being planned for improvements.
V. CONSENT ITEMS
None.
VI. DIRECTOR'S REPORT
Update on Parks, Recreation, Open Space and Natural Resources Plan
(PRO Plan): Leslie Betlach gave a brief update on the plan and announced there
will be two more public community workshops on June 28 and lune 29, 2011. She
noted the City recently received results from the Statistically Valid Survey(random
phone survey) as part of the PRO Plan Update. The results of this survey �
reinforced the ideas or opinions that were recorded in the on-line questionnaire. i
The City is hearing focus should be placed in the following areas:

• Youth �

• Maintain existing buildings and improve existing facilities ;
�
• Environment �
• Heritage—cultural,salmon �
• Making trail connections(missing links) �
• Increase city partnerships with the Renton School District
' Leslie noted that a draft lan should be read sometime in August of this year and

Pete Maas commented that the PRO Plan Public Community Workshops are very '
good. They are well organized and very helpful in this planning process. He
encouraged members to attend one of these meetings.
VII. OLD BUSINESS
"Share the TraiP' Brochures: The new"Share the Trail" brochures were handed �
out to the committee members. Leslie Betlach mentioned there was an event he►d ;
recently to inform trail users of the new speed limits and to educate the public on
proper trail usage. Craig Paynter suggested that Renton may want to consider '�
planning another trail leading into Renton along SR169/Maple Valley Highway for I,
commuter bicyclists so that higher speeds could be utilized for commuting 'i
purposes. II
Lake to Sound Trail: Leslie Betlach gave a brief update on this project and passed k
out a post card invitation for an Open House being held at Starfire Sports on
Thursday,June 23,2011 (5:00-7:00 p.m.). This is the trail from the City of �,
Des Moines on Puget Sound to Lake Washington. Two segments of this trail will be
constructed first;the City of SeaTac is currently in the design stages and the
second segment is Tukwila to Renton (formerly known as Fort Dent Connection). '
Leslie displayed an 8 ft drawing showing the planned route for the Tukwila-Renton
segment. The design for the trail begins behind Fort Dent and goes under the two �
railroad lines out to Monster Road;the current plan is to have a bicycle activated �',
crosswalk with arms that come up and over the roadway. The crosswalk would �I

not be lit at all times, but would lig t e
then go around to Black River and out to Naches Avenue. The initial idea was to
, try and follow the railroad; however this is still an active railroad and that is not an '
, option right now.
VIII. NEW BUSINESS
1. Ranger Program—Volunteer Trail/Park Ranger Position: As part of the '
Share the Trail Program,the City has opened up new Volunteer Trail/Park
Ranger Positions. The flyer regarding this volunteer opportunity was
discussed and distributed at today's meeting. A question was raised as to
age limit and it was noted that volunteers must be at least 18 years of age.
2. Trail/Park Ranger Volunteer Application: Application forms were
distributed to committee members during the NMTAC meeting on June 2.
3. Park Rules&Regulations: Updated copies ofthe Park Rules& Regulations
(brochure revised 4/2011)were distributed to NMTAC members. This
update also includes the newly revised speed limits on the trail. �

4. There was mention of the Ribbon Cutting Ceremony for the Logan Avenue
North Lake Washington Trail to be held on Wednesday,lune 8 at 2:30 p.m.
This invitation was also sent to all Committee Members.
Pete Maas talked about extending the trail on Logan Avenue over the bridge.
There may be room on the bridge for a bike lane. Lesiie Betlach indicated
this will be part of a future Transportation planning project.
5. Pete Maas also noted that the South Boein Brid e is now closed to bic clists

and Boeing is enforcing this restriction.
6. Margaret Feaster questioned whether there was any way to enforce the
rules at the Renton Skate Park. Leslie Betlach advised the Police can and do
give citations but cannot be on-site at all times.
7. Dredging in Lake: Pete Maas questioned whether dredging in Lake '
Washington was still going to happen and whether the islands created would
be usable as docking stations for kayaks. Leslie Betlach indicated that at this
time the dredging was still scheduled to happen and is(ands,as part of an
airport project,will be developed for kayaking around.* Leslie did mention
that there are several areas to launch kayaks: Riverview Park, NARCO
Property; Cedar RiverTrail Park; Cedar River Boathouse; and Coulon Park.
