Meeting Minutes December 2, 2010

The meeting was called to order by Pete Maas at 4:33 p.m.
Bob Elliot moved and Margaret Feaster seconded the motion.
A quorum for this meeting was not met (six members are required for a quorum). The
attending members stayed to discuss the following agenda items.
I. APPROVAL OF AGENDA
Those in attendance were in favor of the agenda as written.
II. APPROVAL OF MINUTES
Those present had no changes to the June 3, 2010, meeting minutes as written. A lack
of a quorum prevented the minutes from being approved by a majority vote.

III. PUBLIC COMMENTS
None.
IV. COMMITTEE COMMUNICATION
1. Benson Road (I-405 improvements)to open between 12/20/2010—
12/22/2010. There will be bike lanes on both sides of the road and a
sidewalk on one side. A question was raised as to how a pedestrian safely
gets from one side of the road to the other. Leslie will look into this and
communicate back.
2. It was requested that Leslie Betlach check the width of Shattuck Avenue as it
goes under the railroad tracks to determine if it is wide enough to be signed
for bicyclists and review the curb cuts on the north side.
V. CONSENT ITEMS
None.
VI. DIRECTOR'S REPORT
Lake to Sound TraiL• Leslie Betlach noted King County, Herons Forever and City
Staff are meeting to discuss alignment options along the north side of the Black
River Riparian Forest.
Parks, Recreation, Open Space and Natural Resources Plan: Leslie provided an
update on current information and public interactive meetings. To date there have
been five Stakeholder meetings,three Focus Group meetings, one Steering
Committee Meeting and two Public Interactive Workshops. Pete Maas represents
trails on the Steering Committee. A hard copy of the Community Questionnaire was
provided to each committee member present at the meeting. This questionnaire is
also available on-line through the City's website until December 10, 2010. The next
major public participation opportunity will be the Visioning Workshop scheduled for
Tuesday, March 15, 2011, 6:00 p.m.—8:00 p.m. at the Renton Community Center.

and Golf Course Director and (2) Draft brochure titled, "Run, Roll, Walk, Ride"Tips
for Using Shared-Use Trails. Leslie also mentioned there will be an Education
Campaign on Trail Safety organized in the near future. Stations will be located on
the Cedar River Trail.

Questions from the Committee:
Leslie was requested to verify that the dismount zone across the Main Library
Bridge was still in place. If so,this should be included in the brochure. She was
also asked to verify if there is an existing dismount zone in Liberty Park between
the play and picnic areas as children run�across the trail. The Committee thought
the dismount infraction should be a Civil Violation.
The Committee noted that people are not wearing bike helmets as required by the
countywide law and that enforcement was also not occurring.
VIII. NEW BUSINESS
1. Election of Officers: Pete Maas volunteered to continue as the Chair.
Janene Sestak does not wish to be considered for the office of Vice-Chair.
Bob Elliot has offered to be the Vice-Chair. Since there was no quorum at
" this meeting, it was requested that a phone poll be taken to vote on the
approval of officers.
2. Extension of Terms from 2009-2010 to 2011-2012: Jean Hobart does not
want to extend her term as a committee member and gave a verbal
resignation to Pete Maas, Chair. The committee needs to accept the verbal
resignation to terminate the term for this committee member, which would
leave a second vacancy. Since there was no quorum at this meeting,the
committee members present at the meeting requested that a phone poll be
taken to vote on the extension of terms and the acceptance of new officers.
3. Future Role of the Non-Motorized Transportation Advisory Committee:
The Committee will be in place through the completion of the Parks,
Recreation, Open Space and Natural Resources Plan which is anticipated to
be completed around September 2011. At that point in time,the Committee
will become a standing committee. Meetings will be called at the discretion
of the Chair and Parks Planning and Natural Resources Director as needs
arise.
4. SW 27th Street/Strander Boulevard: Leslie Betlach gave an update on
proposed improvement which includes phased bike lane improvements to
connect Renton to Tukwila.
5. Leslie was requested to coordinate with transportation for curb cut from the
new trail to the Logan Avenue Bridge.

The Committee Members took a few minutes to remember Paul Wantzelius, a feliow
committee member who passed away suddenly in October, 2010. The committee
wanted to recognize and honor Paul Wantzelius for his dedication and commitment to
this group.

The meeting was adjourned at 5:55 p.m.
