Human Services Advisory Committee
Meeting Minutes
Renton City Hall
Council Conference Room, 7th Floor
July 16, 2013, 3:00 p.m.
CALL TO ORDER: Vice-Chair Shannon Matson called the meeting to order at 3:05 p.m. A quorum was present.
1. ATTENDANCE:
In Attendance: Shannon Matson,Acting Chair,Amy Bresslour, Dorothy Capers, Monica Mendoza, Leslie
Anderson, Elyn Blandon, Len Aron, Ryan Mclrvin.Absent: Excused: Linda Smith, Zenovia Radcliff
Unexcused: Brook Lindquist
2. APPROVAL OF PREVIOUS MINUTES
Shannon asked for a motion to approve the May 21, 2013, minutes. Amy moved for approval of the minutes
as presented; Elyn seconded. Motion carried.
3. AGENCY PRESENTATIONS
Institute for Family Development(Kim House)—This organization provides high quality, cost-effective,
evidence based in-home services for children and their families. Many of the families are referred by the
Courts or by DSHS. The City funds the Parent and Children Together(PACT) program. PACT provides in-
home counseling, skill building and support to high risk, low income families not engaged or benefitting from
other services.
Greater Maple Valley Community Center(Mark Pursley, Executive Director)—This is a human services
organization based within the Tahoma High School boundaries focusing on children and family programs,
teen programs and a drop-in center,and programs for seniors. The City allocates funds to the Date-Wise
Program at Lindberg High School that teaches high school students to recognize and prevent dating abuses
and violence.
4. CITY OF RENTON HUMAN SERVICES NEEDS ASSESSMENT
Karen introduced Kris Sorenson and Ben Quinn. Kris is with the City's Community and Economic
Development Department and Ben is a summer intern with the City's Human Services Division,working with
Kris on the Needs Assessment as part of the City's update of the Comprehensive Plan.
Kris explained the progress to date. The City is doing a Housing and Human services Needs Assessment.This
will give us data to update the comprehensive plan, and also be the foundation for the Human Services
Strategic Plan.The Renton Housing Authority needs a more detailed analysis of the Sunset Area, so this will
be part of the assessment as well. Staff form the Renton Housing Authority, Neighborhood House, and
Shannon, representing the Human Services Advisory Committee,were part of a group that developed a
Request For Proposals, and selected Berk and Associates as the consultant to do the work.
Ben and Kris attended a Comprehensive Plan Open House where information was shared,and a contact list
for interest in the element was started.
The Community Needs Assessment Preliminary Menu of Indicators was distributed and explained. Kris and
Ben would appreciate input as to any missing points that should be included in the study results. The
deadline for this response is July 26, 2013.
5. 2013 COMMUNITY DEVELOPMENT BLOCK GRANT ALLOCATION
Revised Allocation—The City received an unexpected increase in the CDBG funding, bringing the unallocated

capital funds to a total of$61,841. These funds must be spent on CDBG-eligible capital projects, and cannot
be used for public services or planning/administration items. Four options for allocating the money were
reviewed: 1) Meadow Crest Playground; 2) Emergency Feeding Program; 3)City of Renton Housing Repair
Assistance Program;4) Funds Remain Unallocated.
Meadow Crest Playground is a combined City/School District effort to create and maintain an all-inclusive
playground for individuals with special needs as well as able-bodied people to enjoy and recreate together
according to their capabilities on many different levels. Items that are desired, but not yet funded,are
picnic shelters and picnic tables for playground patrons to use and enjoy. These items are tangible and
clearly fall under the realm of a capital project. The recommended 2013 allocation is$37,515.
The Emergency Feeding Program has to relocate from their current location. They have found a space with
a 15-year lease by The Landing. They are (ooking for City funds to go with their grant application to King
County. The allocation will be contingent on obtaining other funding. If additional funds from King County
are not obtained,this money will revert back to the unallocated capital fund classification. Recommended
2014 allocation is$24,326.
Ryan moved to accept the staff recommendations for the allocation of the CDBG capital funds. Motion was
seconded by Amy. Or�e Nay, seven Ayes: Motion carried.
6. RESOURCE DIRECTORY
Karen went over the Resource Directory and asked the members to scrutinize it and answer the question:
"If you could change one thing, what would it be?" She would appreciate feedback by Friday,July 26, 2013.
7. FEEDBACK FROM SITE VISITS
Members felt the site visits were very enriching and it was a benefit to see where agency offices are
physically located. Seeing actual services in progress is something to consider in future agency visits.
8. ACTION PLAN FOR SOMALI YOUTH
Karen reported they have not completed the vendor information with the city, so we are unable to pay
them the last two quarters. We got the required insurance information from the City of SeaTac.This agency
is the only agency that we do not have a signed contract with.The South King Council of Human Services will
be working with them to develop an action plan,so that they can meet the requirements of the City.
9. AUGUST MEETING
The August meeting will be held at the Multi-Service Center(MSC) located at 23960 35`h Place South in Kent,
WA. Their phone number is 206.824.4843. Members are scheduled to arrive at the destination from 3:00 to
3:30 p.m. and departure back to Renton will be at 4:30 p.m. Directions will be forthcoming.
The meeting adjourned at 4:42 p.m.
