I. CALL TO ORDER
Chair Laurie Beden called the meeting to order at 5:40 p.m.

II. APPROVAL OF AGENDA
A motion was made by Suzi Ure, seconded by Catherine Ploue-Smith,to approve the
September agenda. All were in favor, motion carried, agenda approved as written.
111. APPROVAL OF MINUTES
Suzi Ure made a motion to approve the July minutes with the following correction:
Section IV. Discussion/Action Items:
Design Team selections were made as follows:
Downtown Renton: Laurie Beden and Amy Pieper.
Highfands: Erica Richey and Suzi iJre.
Catherine Ploue-Smith seconded the approval of July minutes with corrections. All were in
favor, motion carried,July minutes approved as corrected.
IV. ORAL COMMUNICATIONS/PUBLIC COMMENTS
Comments from Mr. Riley's letter, dated August 8, 2011, were read and discussed. The
comments are as fotlows: "I want to ask each of you to read the paragraph under Library
Advisory Board at http://www.ci.renton.wa.us/�overnment/default.aspx?id=2002 and ask
your self how well you are performing your duties with respect to the needs of Renton
residents. Look also at bullet point four concerning requirements. I especially want you to
consider what we were told regarding the duties of the Design Team Steering Committee.
Does this truly reflect an above the line position with respect to the above referenced
paragraph. Take your time, go home, read it, meditate a little then get back to me with your
evaluation. End of my comment."

Laurie Beden proposed to respond to the letter as Board Chair. It was noted that any
' correspondence addressed to the Board should be received via the City of Renton,
Community Services Department,to ensure proper handling and response, and to be part of
the monthly minutes. If a Board Member receives correspondence at their personal
residence, it was suggested the item be brought to City Hall and opened in the appropriate
setting.
V. BOARD COMMUNICATION
Erica Richey discussed her attendance at the Kennydale Neighborhood picnic. She mentioned
the City had good representation,there was good conversation, and overall it was a great
picnic.
VI. CITY REPORT
Terry Higashiyama congratulated Catherine Ploue-Smith on her reappointment to the Board.
There was a brief update on the upcoming Liberty Park Library Building Steering Committee
meeting scheduled for September 28, 2011. The agenda was passed around and Terry said
approximately 35 applications were received, all diverse in their interests to serve. The first
meeting will be about objectives such as meeting dates and times, protocols, guidelines, and
the time commitment, which is expected to be about six months. Staff representatives
include Terry Higashiyama, Elizabeth Stewart, and Greg Stroh. The Committee will elect a
' Chair, Vice-Chair, and Secretary.
� VII. KCLS REPORT/ANGELINA BENEDETTI
Angelina Benedetti introduced the new Renton Site Manager, Fred Gurney. Fred talked about
his hobbies and background and shared how vibrant Renton is and how excited he is to be
working here. He mentioned his book recommendation, "Cutting Stone". Welcome Fred!
Angelina discussed recent and upcoming events such as the Library to Go Program, the
different community outreach programs,the Summer Reading Program, and the different
visits in the community, including several day-care and senior housing stops.
VIII. DISCUSSION/ACTION ITEMS
The Design Team meeting was discussed including who attended the meeting,the meeting
format and strategies.
The upcoming public meeting, scheduled for September 13, was discussed. The meeting will
be held at the Renton Pavilion Event Center from 6:00 p.m. to 8:00 p.m., and will be an open-
house format with opportunities for people to give their input and ideas for different
approaches to the building and surroundings.

KCLS Board meeting will be held October 25, 2011, at the downtown Renton Library where
the Committee Study presentation wil)take place. The meeting begins at 5:00 p.m.

- County Library System (I<CLS). The new Library Advisory Bo'ard consists of five,Renton
, residents living inside the city limits wfio were recently appointed to serve in an advisory
capacifiy to the Mayor, City Council, l<ing County Cibrary Board,and loc�l library � ,
, o.fficials. The new board members will provide input regarding the scope and�quality of
library services provided by I<ing Couhty Library System (I<CLS)to the.residents of Renton,

I would lilce to assure you that each of the volunteers on the Board talces our responsibilities
very seriously. We are all passionate advocates for the library services in the City of Renton.
We spent much time reviewing Renton resident's input that was tal<en during the formation, �
and as outlined, in the.Renton Library Master Plan. As a Board we debated, prioritized, and
made recommendations to the City of Renton as well as King County Library Servjces (KCLS) in a
letter dated March 28, 2011, in accordance with the Board's mission as outlined above. .A copy
of this letter is attached for your reference.
, The process�for the design of the Downtown Renton Library is being addressed by an Ad-Hoc
Design Coi�nmittee,chaired by KayJohnson of KCLS. The Committee includes representatives of
the City of Renton, KCLS,the Architect, Miller-Hull,two members of the RLAB, and two
representatives of the Municipal Arts Commission. Currently,there are anticipated to be at ,
. least tvuo public meetings for Renton residents to give input to the Design Committee. I �
strongly ehcourage you to attend these public meetings so you can give written and/or verbal'
comments about your concerns and ideas.
We appreciate residents who t�l<e the time to share their points of view. The RLAB always sets

� SUBJECT:Renton Library Master Plan Recommendations for Facilities and Programs
At our February Renton Library Advisory Board meeting,we discussed how to incorporate the
vision and desires of Renton residents as planning for new libraries moves forward. As you
I<now, Renton went through a library master planning process beginning in 2007 to identify �
. future needs for library services and needs that reflect the interests of Renton community, and
the plan,made recommendations for improvements to library services,facilities and programs. �
The library master planning process was designed to be as in�clusive as possible,seel<ing the
input of the community with two public meetings;focus groups with specific populations
(participants from MOMS organization,representatives from Refugee Immigrants,schools and '
students,teens,annexation area residents,those who are homeless),general meetings,
interviews with key community leaders,and a survey. Our governance and library operations
have already transitioned to KCLS and many ofthe aims ofthe plan are being achieved,
including increased library hours,improvements to existing spaces,staff training,and availability
� of materials.
With the design of new libraries,we are hopeful,that the following elements that reflect
Renton's unique diversity can continue to be considered in future library services and facilities
that will Iceep them connected to the Renton community in the future, including:

Facility and Space Elements to tnclude(in order of preference)

nature ofthe current downtown Renton library and the identity of the city,to remind
long time residents they are using a Renton library branch.
e Keep a connection and celebration of Renton history,including photographs,furniture,
and showcasing Renton's history, using a process such as city development of Heritage
Park.

o Showcase the Renton collection and Pacific Northwest Collection.
� Family friendly restrooms and changing ro.oms.
� Connect to food and coffee locations. � '

stop or modify the plans in train.Since I was not then able to comment I kept my mouth shut.I am now
informing you that there is in fact work in progress to do what needs to be done to side�ack or greatly
rnodify the current agreement with KCLS and demand more say and a much more transparent process.

At this public meeting there were opportunities for people to express themselves on
large sheets of paper that were later attached to walls and displayed. The comments
below are the ones from those sheets. Many other people wrote more extensive
comments on individual comment cards. Those comments have not been transcribed,
but have been shared with the architects.
E�ernal Expression:
• The site is a great area &will even get better.
• The Farmer's Market is very positive for the area.
• Windows are very important — daylight and skylights.
• Reflect its surrounding areas and not stand out, making the area look poorer.
• New building needs to be built of brick— there have been several major fires
downtown since 2006.
• Need a large bay window with counter space for laptop users and plug in space
beneath a curved counter, like at Fairwood.
• Make it nice to look out, with lots of windows.
• It needs 2 floors to look over the plaza.
• Make it like the North Bend Library
• Have curved lines, and curved benches.
• Lots of landscaping should keep what's there. �
• Don't Choke! Be Bold, our history is coal, bricks and steel.
• Do not make it sterile — or boring — Not mostly pretly empty space.
• North West style is appropriate
• Not too much history— look towards the future.
• Give it a North West feel but not big beams or forestry. We're working class
town, "blue collar"feeling. It shouldn't soar or be glitzy.
• Look comfortable on the site
• Use beautiful, quality construction materials — not cheap and tacky.
• Have security cameras due to dangerous denizens at the Metro Transit Center.
• Provide an underground garage, well lighted &with security cameras.
• Building and furnishings with curves, like curved benches ,
• Make it two stories or a tiered building with lots of trees, so as to implement the '
2011 Urban Forestry Canopy for Renton.
• It should inspire other property owners.
• If the library has to be here (downtown) then buy the old Roxy Theater as a '
meeting, lecture and performance hall! How exciting!
• The Metro Transit Center is a hangout for derelicts, gangs, and car prowlers and
other miscreants.

At this public meeting there were opportunities for people to express themselves on

Site:
• Streets are important.
• Nestle up to the park w/outdoor reading areas, and the windows should be
looking into something interesting.
• *Great site location.
• The parking should go vertical.
• Buy the Roxy for a better site.
• It needs parking on site for safety &convenience.
• Build over river, duh!
• I won't be coming to the library, I am disabled and I love the river and I will find
some other library. �
• Why spend the money at this time?
• New location can be an important part of downtown improvement if done right.
More people, more bikes, more like European cities. Let's make it happen!
• Keep the library at the current site, don't waste taxpayer money.
• Keep it where it is — safe, it has amenities, bus stop at the parking lot & loads of
parking.
• Make this a multi floored building to maximize square footage for use by patrons.
• Renton river site is closer to retail shopping.
• The old location is perfect for one of a kind attraction as far as an interpretive
center for salmon/environmental advances.
• We want our library left where it is!
• It has easy flow to the Piazza Park.

• Unsafe here at night.

• We love our river library! Why are you taking it for a tourist site?

• This is Renton's historic downtown core. We want architecture that compliments
the local historic buildings and sets an example of Renton's revitalization, no
matter what building is here, hopefully not the library.

• P.S. There's asbestos, lead paint, &fuel tanks on your Big 5 property— not 50ft
from a daycare, what are you doing about it??
