SUBJECT: Speed Limit 20 mph on City of Renton Residential Neighborhood
Streets
ISSUE: At the May 20, 2019 City Council meeting, the City Council directed the
Administration to prepare an ordinance to change the citywide defacto speed limit from
25 mph to 20 mph on residential neighborhood streets. Should the City Council rescind
the stated May 20, 2019 action, and direct the Administration to prepare an ordinance
to change the speed limit from 25 mph to 20 mph on residential neighborhood streets
on a case‐by‐case basis, and to establish a procedure for the City to evaluate and decide
upon requests to lower the streets’ speed limit?
RECOMMENDATION: Rescind the May 20, 2019 action by City Council to direct the
Administrator to prepare an ordinance to change the citywide defacto speed limit from
25 mph to 20 mph on residential neighborhood streets. Direct the Administration to
prepare an ordinance to change the speed limit from 25 mph to 20 mph on residential
neighborhood streets on a case‐by‐case basis, and to establish a procedure for the City
to evaluate and decide upon requests to lower the streets’ speed limits.
Recommended procedure to establish a 20 mph speed limit on residential
neighborhood Streets:
1. A requestor will meet with a designated Public Works Transportation
Systems Division staff member to discuss the requirements to begin the
process for obtaining approval to reduce the speed limit from 25mph to
20mph.
2. In order for the City to consider the request, the requestor will be required to
gather signatures on a petition signed by at least 10% of the residents,
building occupants or property owners in the area of interest endorsing
lowering the speed limit to 20 mph.

3. Upon receipt of the petition signed by at least 10% of the residents, business
occupants or property owners, the City will establish a preliminary logical
boundary around an area to be considered for the speed limit change.
4. The City will then provide the requestor with a detailed map showing the
boundary of the logical area for the speed limit change.
5. The City will then ask the requestor to turn in a petition to the Public Works
Transportation Systems Division signed by at least 50% of the residents,
building occupants or property owners in the area of interest endorsing
lowering the speed limit to 20mph.
6. Upon receipt of the petition signed by at least 50% of the residents, business
occupants or property owners, an agenda bill including an ordinance will be
presented to the City Council requesting approval of the petitioners’ request
that the speed limit on the residential neighborhood streets in the subject
area be reduced to 20 mph.
7. Upon City Council approval and adoption of the ordinance, staff will install
the signs showing the speed limit in that area to be 20 mph.

Council concurred with the Transportation (Aviation) Committee report recommending
concurrence with the staff recommendation to prepare an ordinance to change the
defacto Speed Limit of 25 mph on residential neighborhood streets to Speed Limit 20
mph.
LEGISLATIVE AUTHORIZATION TO ENACT SPEED LIMIT 20 MPH IN LOCAL
JURISDICTIONS
In 2013, the State of Washington amended RCW 46.61.415 under House Bill
1045 by adding Section (3) which allows cities and towns to establish a maximum
speed of twenty (20) miles per hour on non‐arterial roads in residential or
business districts.
In paragraph (b), cities and towns may do so without a traffic engineering study
provided that they develope procedures for doing so.
If a city or town does lower its speed limit to 20 miles per hour under this code,
they may, if they decide, restore the previous speed limit without a traffic

engineering study, provided that the city or town does so within one year of the
initial speed limit reduction.
ESTIMATED COST OF ESTABLISHING A CITY‐WIDE DEFACTO SPEED LIMIT OF 20 MPH
ON RESIDENTIAL AND BUSINESS DISTRICT NON‐ARTERIAL STREETS
The estimated cost of changing out approximately 450 existing Speed Limit 25 mph signs
to Speed Limit 20 mph signs is $20,500.
LACROSSE NEIGHBORHOOD SPEED STUDY
The speed study results for the LaCrosse neighborhood are summarized below in the
tables and narrative. Speeding was considered to be five miles per hour over the speed
limit for the study. Our study included Lincoln Avenue NE, north of NE 34th Place and
Monterrey Court NE, north of NE 33rd St. for the week of March 13th – 19th, 2019.

Lincoln Avenue NE experiences about one speeding driver per day, which can occur
anytime from late morning to an hour before midnight.

After collecting a week of speed data on Monterrey Court NE, we found about seven
speeders per day with an average of two from 7:00 am ‐ 8:00 am.
The 85th percentile speed represents the speed that 85% of the motorists are not
exceeding. With the remaining 15% of motorists, all but a few are staying below 30
mph. The vast majority of the motorists are staying below or one mph over the 25 mph
Speed Limit. However, entering the street conditions and collected speed data into the
USLIMITS2 program, the recommended speed limit came out to 20 mph.

USLIMITS2 – FHWA PROGRAM TO DETERMINE SPEED LIMITS
USLIMITS2 is an analytical program developed by the Federal Highway Administration
that, given a set of roadway conditions, can determine an appropriate speed limit.
Applying the USLIMITS2 program to the data collected for the residential streets in the
LaCrosse neighborhood, it recommends a speed limit of 20 miles per hour. A major
component of the parameters that influenced the outcome was using the average
speeds on the majority of the streets plus 5 mph that resulted in the Speed Limit 20
mph recommendation.
SPEED LIMIT 20 MPH IN OTHER COMMUNITIES
City of Seattle
Currently, the City of Seattle remains the only community in Washington that
reduced the speed limit on their residential streets to 20 miles per hour. They
also decided to reduce the speed limit on arterials by five mph.
It established a blanket procedure which applies to every road, instead of
individual roadways on a case by case basis.
In additional to police enforcement, a highly visible part of its Vision Zero to
reduce crashes campaign are yard signs which state, “20 is Plenty.”
Vision Zero literature typically expresses the survival chance of pedestrians for a
given impact speed: at 20 miles per hour, 9 out of 10 pedestrians survive.
Several cities in the United States have adopted Vision Zero as their philosophy
regarding road design and operations.
Portland, Oregon
In 2011, House Bill 3150 in the State of Oregon allows local authorities to
decrease speed limits by five miles per hour on residential streets but requires
volume and speed thresholds to be met.
In June of 2017, the governor of Oregon signed into law House Bill 2682 which
allowed the City of Portland to decrease its speed limit on residential streets
citywide to 20 miles per hour.
Like Seattle, Portland has adopted a residential street speed limit of 20 miles per
hour throughout the entire city, in the spring of 2018. The City of Portland has
also adopted a campaign to give away free “20 is plenty” yard signs to publicize
its new speed limit.
New York, New York
In May of 2011, the City of New York established their first 20 miles per hour
slow zone in the Claremont Neighborhood and extended it to a total of 28
neighborhoods.
In 2015, the City of New York discontinued their 20 miles per hour Slow Zone
program and did not extend to any additional neighborhoods, but now

concentrate on safety measures for arterials to reduce traffic injuries and
fatalities.

FISCAL IMPACT SUMMARY:
The fiscal impact of Change Order No. 2 to CAG-19-001 with R.W. Scott Construction Co. is $137,813.50 and
will be paid from the 2019 Sanitary Sewer Rehabilitation/Replacement fund (426.465518.018.594.35.63.000).
SUMMARY OF ACTION:
The Renton Avenue South Resurfacing Project provides for the asphalt resurfacing of Renton Avenue South
from Hardie Avenue SW to South 130th Street. This project will include grinding down the existing pavement
and replacing it with new asphalt and updating the intersection pedestrian ramps as required to meet public
right-of-way accessibility guidelines (PROWAG).
This change order also extends the sanitary sewer line on South 130th Street through Renton Avenue South to
accommodate future development by installing approximately 190 linear feet of 8-inch diameter sanitary
sewer lines and two 48-inch diameter manholes.

THE CONTRACT IS MODIFIED AS FOLLOWS:
Description of Change:
Sanitary Sewer Extension. Install approximately 190 linear feet of 8-inch diameter
sanitary sewer and two 48-inch diameter manholes as shown on the attached plan and
City of Renton Std. Plans. The connection at the existing manhole, at Sta. 103+00.4,
shall be an inside drop connection. The Contractor shall core drill the manhole, if knock
outs are not present, to install the inside drop connection. The Contractor shall
reconstruct the concrete shelf and replace the ring and cover on the existing manhole.
The Contractor shall pothole the existing communication utility crossing prior to
construction. The Contractor shall protect the existing thrust blocking at the two water
line crossings. This change shall be in accordance with the plans listed below.
Reason for Change:
The additional work is at the request of the Owner.
Materials:
Precast concrete manholes shall conform to WSDOT 9-05.50(2) and City of Renton Std.
Plans; acceptance shall be based on the Manufacture’s Certificate of Compliance, per
WSDOT 1-06.3, and Certificate of Materials Origin. Sanitary sewer manholes shall have
interior surfaces coated per City of Renton Std. Plan 400.1 requirements.
PVC pipe shall conform to WSDOT 9-05.12(1); acceptance shall be based on the
Manufacture’s Certificate of Compliance, per WSDOT 1-06.3.
Metal castings for manhole ring and cover shall conform to WSDOT 9-05.15(1) and City
of Renton Std. Plans; acceptance shall be based on the Manufacture’s Certificate of
Compliance, per WSDOT 1-06.3, and Certificate of Materials Origin.

Equitable Adjustment:
The City and Contractor agree that this Change Order does not include an equitable
adjustment per Section 1-09.4 of the 2018 WSDOT/APWA Standard Specifications.
Sections 1-04.4 and 1-04.5 of the 2018 WSDOT/APWA Standard Specifications shall govern
this Change Order. The Work of the referenced Contract is modified to include the changes
detailed herein. The payment provided for herein shall constitute the complete and final
settlement for all costs of labor, equipment, materials, overhead, profit, permit fees, and all
other claims that may be made by the Contractor as a result of this change.
