Ruppert, Building Director CORRESPONDENCE RECEIVED: Letter from Puget Sound Power and Light Company dated April 17, 1970 regarding underground wiring. AFTER HEARING EVIDENCE FROM THE ABOVE PARTIES PRESENT AND REVIEWING THE CORRES- PONDENCE, THE BOARD FINDS: 1 . The complaint of the Building Director was justified and concurs in the list of particulars contained in the complaint. 2. An excavation for a building was a public nuisance in that it had filled with water and was a danger to small children in the area which excavation North- west Mortgage Company has caused to be filled subsequent to the complaint of the Building Director. 3. That buildings consisting of unfinished or damaged foundations, wood grade beams, joists and exposed reinforcing steel are dangerous buildings and a nui- sance to the public, and have been abandoned for a period in excess of six (6) months. 4 1 1 r1 1 .40 • ••* ; "• • t• • • • • • • • • -vet. 369 PAGE 623 • City of Renton Board of Public Works Finding of Fact and Order April 24, 1970 Page 2 4. Other buildings are dangerous buildings and a public nuisance in that they were open to unauthorized entry, construction has been abandoned for a period in excess of six (6) months, there is ponding of water under and around buildings. 5. Other buildings are dangerous buildings and a public nuisance in that they were open to unauthorized entry, the roof sheathing has delaminated and possibly there is other damage to the structure due to lack of roof surfac- ing. There is ponding of water under and around the buildings. 6. The City Council ordered the Building Director to close the buildings as an emergency measure at a cost to the City of $293.13. THE BOARD OF PUBLIC WORKS HEREBY ORDERS: 1 . The unusable foundations be demolished, debris removed and the salvage mate- rials stacked safely. 2. Water be drained from under buildings and the lots rough graded to prevent ponding of water. 3. The owner is to be responsible for maintaining closure of the buildings , is to take immediate steps to weather protect the roofs in a manner acceptable to the Building Director. 4. Thirty (30) days is a reasonable time in which to accomplish the above work, except the roof covering work which shall be sixty (60) days. 5. Upon completion of the above work the Building Director is authorized to dis- miss the complaint. The matter of recovery of City expense in the closure of the building is referred to the City Attorney.
