Thedevelopment involves one (1) parcel (0.64-acre), addressed 3605 NE 7th Street, Renton, WA98056, in the jurisdictional boundary of the City of Renton (King County Tax Parcel,8011100135). The Preliminary Short Plat is for three (3) single-family lots, one (1) privateaccess tract, and the necessary site development improvements (i.e. grading, utilities androadway improvements). The short plat will create a net density of 6 dwelling units per acre(du/ac) with a minimum lot size of 6,032 square feet and a maximum lot size of 9,280 squarefeet. Access to the proposed lots will be via a 28-foot wide private access tract that will connectto NE 7tl' Street. Within the private access tract will be a 20-foot wide private access drive thatwill be complete with an emergency vehicle turnaround.After obtaining preliminary short plat approval, it is anticipated that site construction wouldbegin approximately in the Fall/Winter 2019 and end approximately SummerlFall2020. As withmost site development, construction activities would typically be limited to between the normalworkday hours of 7:00 a.m. to 6:00 p.m., Monday through Friday. It is not anticipated thatspecial hours (i.e. weekends, late nights) for construction or hauling will be needed however itmay become necessary on a limited basis as construction dictates.Based on the site location, it is anticipated that hauling/transportation routes will utilize NE 7th Stbetween the site and Monroe Ave. NE. From Monroe Ave. NE, it is anticipated thathauling/transportation will occur either north or south within Monroe Ave. NE until eitherreaching NE Sunset Blvd. (SR900) to the north of NE 4th St. to the south. Once within either NESunset Blvd. or NE 4th St. hauling/transportation will extend either east or west as neededdepending on thc construction material or activity. It is anticipated that the site will be accessedfrom one of these proposed hauling/transportation routes.During the site development permit approval process, a temporary erosion and sediment controlplan will be implemented utilizing site appropriate BMP's for the management of andminimization of dust, trafftc and transportation impacts, erosion, mud, noise, and other noxiouscharacteristics. Some of the BMP's may include, but not be limited to, temporary constructionentrance, silt fence, catch basin sediment protection, the application of water before and during429 29,t St NE, Suite D - Puyallup, WÅ 98372P:253.848.4282sll'.cesnrvinc.corn construction activities. These anticipated BMP's will help to minimize the impacts of dust,erosion, and mud from leaving the site. Noise impacts associated with the construction phases ofthe project will be limited in duration. To mitigate general noise impacts during the gradingphase, measures such as using and regularly maintaining effrcient mufflers and quieting deviceson all construction equipment and vehicles can be anticipated. No measures to mitigate noiseimpacts during the building phase are proposed. During the short-term, construction activity atthe project site will vary considerably as the construction progresses. In addition, because thenoise produced on the site depends on the equipment being used, the noise would vary from dayto day. Maximum construction noise levels can be expected to range from 65 to 89 dBA with anaverage value of approximately 85 dBA. Minimum noise levels can be expected to have a widerrange of 57 to 88 dBA with an average value of 78 dBA (based on a construction activity noisemodel, described in Noise from Construction Equipment and Operations, Building Equipment,and Home Appliances). As previously noted, traffic and transportation impacts will primarily belimited to normal workday hours between Monday and Friday.It is anticipated that construction activity related to the required NE 7th St. half streetimprovement along the project frontage and the storm drainage connection within NE 7th Pl. willeach require single lane road closures with traff,rc control at times during site construction.Again, as previously noted, traffic and transportation impacts related to the proposedconstruction activity should primarily be limited to normal workday hours between Monday andFriday.Please review this request at your earliest convenience.Deaverby SHpalPll7234\SUBMITTALS & REVIEWS\02 Short Plat\R0-07 - Construction Mitigation Description.docx
