Sunset Neighborhood Park Artist Selection & Contract 1 February 22, 2019 – Open Call for Artists April 1, 2019 – Deadline to submit applications Five artists responded to the call Selection Committee: Renton Municipal Arts Commission City Staff Parks Division CED Sunset area stakeholders The Artist selection process began with a call for artist that was made public in February. The Selection committee included members of the Arts Commission, City staff representing Parks and CED and members of the Sunset community representing local organizations and residents in the area. Five artists submitted their portfolios for consideration. The Committee met on multiple occasions to review the applicants submissions and make their recommendation. The Committee selected artist, Kirk Seese. 2 Artist: Kirk Seese The seletion committee selected artist, Kirk Seese. The things that stood out most to the Committee was Kirk’s use of color in his designs which they felt reflected the views from the park and the concept of “sunset” that resonates in the area and durability and scale of Kirk’s work which the committee felt would lend itself well to a possible scattering of art throughout the park rather than one large piece in a central location. 3 The concept that Kirk shared with the Committee was this “feather” design that he installed in a municipal park in North Carolina. Kirk is prepared to work with the Parks Department and the Sunset community to create a concept and plan that will best fit the needs (and unique identity) of the area and the park project. $250,000 has been budgeted for Art in Sunset Park. These funds come from density transfer fees that were paid to the City by Colpitts Development for an apartment building proposed for the site adjacent to the Highlands Library. The contract with the artist allows for up to $250,000 for the art and installation. Each feather costs approximately $7,552 (for fabrication and installation). In November 2015, the City executed a Density Transfer Agreement with Colpitts Sunset, LLC. The Department of Community & Economic Development created the agreement to allow the Colpitts Development Co. (d.b.a., Colpitts Sunset, LLC) to increase the number of allowable residential units for each of three potential projects on part of the former Sunset Terrace public housing site in the Sunset Area in return for payment to the City of a fee in the amount of $12,741 per additional residential unit. The City agreed to invest any density fees collected from the developer “in the general vicinity of the projects.” 4 CITY OF RENTON LOOP WESTERN NEON 2019 5 MATERIALS & THEMES MOOD BOARD WESTERN NEON | PUBLIC ART CONCEPT PRESENTATION | © 2019 6 One Percent for Art The One Percent for Arts Program shall result in the fabrication or selection and acquisition of art to be installed and added to the City Art Collection. The One Percent for Arts Program shall be funded by one percent (1%) of the actual total project cost of Capital Improvement Project Whenever a work of art is to be funded, the Commission shall initiate the project by selecting the appropriate site for a work of art and recommend the art project to the City Council. The City Council shall consider the recommendation of the Commission and either approve or reject the recommended art project. Should the City Council approve the art project, then the City shall proceed to contract with the appropriate artist to acquire or fabricate the work of art. The contract with the artist will be administered by Community and Economic Development Department staff. A little background on the 1% for Art fund which will be utilized in part to fund the Renton Loop project The project was first presented to Council on June 10 for the initial approval to move ahead with the project as proposed by Western Neon Traditionally the 1% is funded by 1% of project costs of Capital Improvement Projects (revisions to the ordinance are currently in the works to simplify that process and eliminate the guess work in budgeting for the fund and will be budgeted per annum as part of the biennial budget. (the transfers will be multiplied by a ratio of average annual eligible project costs to total capital improvement project expenses) Total budget: $150,000 (contract total $146,261.28). 7
