Independent Examination.
In accepting these responsibilities, the Contractor represents
and affirms that it has made its own examination of all
conditions affecting the performance of this Contract,
currently and into the future, and of the quantity, quality, and
expense of labor, equipment, vehicles, facilities, properties,
materials needed, and of applicable taxes, permits and

RISK MANAGEMENT
Requirement to Recycle and Compost and Quality Assurance
The Contractor shall recycle or compost all Source-separated Recyclables and Compostables
collected, unless express prior written permission is provided by Renton.
Renton and Contractor agree that the Contractor is being compensated to fully recycle or
compost those incoming materials and that maximum cost-effective recovery is a primary
objective of the City’s collection programs.AGENDA ITEM #1. a)

I’COMMUNITYSERVICESDEPARTMENTMEMORANDUMDATE:July11,2019TO:DonPersson,CouncilPresidentMembersofRentoCityCouncilVIA:DenisLaw,MayorFROM:KellyBeymer,CommunityServicesAdministrator,x6617STAFFCONTACT:GuyWilliams,HumanServicesManager,x6652DougLevy,OutcomesbyLevySUBJECT:HomelessResponseGovernanceISSUE:ShouldtheCityprovidefeedbackonandbecomepartofthenewHomelessResponseGovernancesystem?RECOMMENDATION:BecomepartoftheHomelessResponseGovernancesystemandrequestthataCityofRentonelectedofficialandtheHumanServicesManagerparticipateandrepresenttheCity.BACKGROUNDSUMMARY:Homelessnessthroughouttheregionisagrowingproblem.TheCitycontinuestobecommittedtoprovidingservicesandresourcestocombattheissueofhomelessness,especiallyamongseniors,womenandchildren.ThisisevidentfromourcollaborationwithagencieslikeREACHandtheCenterofHope,whichishousedatRentonCityHallandservesasadayshelterforwomenandchildrenandmenwithchildren.Additionally,theHumanServicesDivisionsupportstheSalvationArmyrentandutilitiesassistanceprogram,theREACHRentonMealCoalition,RentonKiwanisClothesBank,andtheCatholicCommunityServicesARISEMenShelter.ThesearejustafewoftheagenciesbeingsupportedthatprovideservicesinRentontohelpourmostvulnerablepopulations.RentonisalsoafoundingandparticipatingmemberoftheSouthKingHousingandHomelessnessPartners(SKHHP)andhasearmarked$60,000incontributionstoSKHHPtohelpcovertheorganization’sfirsttwoyearsofoperations.Presumably,anyactionRentoncontemplateswithrespecttoacentralizedHomelessResponseGovernancestructureshouldbecoordinatedwithSouthKingCounty-basedSKHHPefforts.AGENDA ITEM #3. a)
RentonCityCouncilPage2of3July11,2019Ontheheelsofthe“OneTable”effortlastyear,theKingCountyExecutiveandtheCityofSeattleMayorinitiatedaseriesofdiscussionsaroundregionalhomelessnessgovernance.OthersinvolvedinthesediscussionsincludedAllHome,Vulcan,theSeattleChamber,philanthropicgroups,etc.SoundCitiesAssociation(SCA)alsoparticipatedthroughDeannaDawsonandelectedofficials.InhisroleasChairoftheSCAPublicIssuesCommittee(PlC),CouncilmemberPrincewasoneoftheelectedparticipantsindiscussions.ConcurrentwiththediscussionswasaconsultantstudybythefirmNationalInnovationServices(NIS),whichmadeaseriesofrecommendationsaroundhomelessgovernance.Amajorrecommendationwastoestablishanentitythatwasmoreconsolidatedandlessfractured.Otherrecommendationsincludedacallformoredata-basedmanagement,communitycoordination,andracialjustice/equityfilters.Theenvisioned“homelessnessgovernance”beingexaminedwouldfocusonresponseeffortssuchasrapidre-housing,shelter,diversion,trackinganddatamanagement,andnavigationsystems.Thegovernancewouldnotinterferewithlocaldecision-makingovermatterssuchasland-use,encampments,parksfacilities,andthelike.ThesediscussionsandtheensuingNISreportledKingCountyandSeattletoconcludetheywantedtomoveforwardwithconsolidationandestablishmentofaresponsesystem.SCAstillhasquestionsandhasnotsignedonasofyet,butSCAstaffhasprovidedongoingbriefingstoPlC.Inrecentmonths,KingCountyandSeattlehavedonemoreworkandhavedeterminedthatanautonomousgovernancestructuresuchasaPublicDevelopmentAuthority(PDA)couldworkwellasastructurethatcanbesetupunderexistinglaw.TheKingCountyExecutive’sofficewouldliketoreceiveinputfromRentononthreeidentifiedcoreareasbeforetheendofthemonth,andpriortoafirst-draftInter-LocalAgreement(ILA)beingcompiledandbroughtbeforeKingCountyandSeattleCityCouncils:1)Aboardforthehomelessresponsegovernanceentity:Therearewide-rangingopinionshere,from“makeitallappointedwithsubject-matterexperts,noelected”to“theremustbeelectedofficials.”Therearealsodisparateopinionsaboutputtingpeoplewith“livedexperience”(formerlyhomeless)ontheboard.2)ParticipationforcitiesotherthanSeattletobe“in”theAuthority:TheCountyExecutive’sofficewouldliketoknowifothercitieswishtotakepart—andhow.Someoptionstoconsiderare:anMOUthatsaysothercitiessupportthegovernanceentityandwouldtakeactionsconsistentwiththepolicyAGENDA ITEM #3. a)
RentonCityCouncilPage3of3July11,2019underpinnings;citiesprovidingfundingandensuringatleastthatmuchofthefundingisspentwithintheircommunity;participatingcitiesmaintainingcontrolovertheuseoffunds.3)Oneentityoroneentitywith“sub-regional”tailoring:KingCountyandSeattlehavegottenfeedback—particularlyfromSCArepresentatives—abouthavingtheabilitytotailoreffortstoaccountfordifferencesinsub-regionssuchasSouthCounty,EastCounty,andSea/Shore.WhiletheExecutivebranchesofKingCountyandSeattlearemovingaheadonthenewgovernancestructure,therewillbeawholeroundofadditionalconversationwiththeirrespectivecouncils.Plus,KingCountyfullyunderstandsthatmanyoftheKingCountycitiesviewSeattleasapoorexampleofhowtodohomelessnessresponseworkandwouldnotwanttoseeKingCountyandSeattledominatethedecisionmakingwithinanewentity.CONCLUSION:StaffrecommendstheCityconsiderbecomingapartofthenewhomelessresponsegovernancesystem—thoughmoreinformationisneededonwhatthissystemwilldoandhowcitiessuchasourscanbeassuredthatfundscontributedwillbeusedandoverseenbythejurisdictionsthatprovidethem.WealsorecommendhavinganelectedofficialaswellasourHumanServicesManagerparticipateinongoinghomelessnessgovernanceconversationssothatRentonhasavoiceatthetable.CitystaffisattendingtheSouthKingCountyHomelessnessActionCommittee(HAC)onJuly17,2019,todiscussthismatterandfurtherdetailswillbeprovidedafterthisissueisvettedfurtherbytheHAC.AGENDA ITEM #3. a)
